Reliability engineering is a sub-discipline within system engineering that emphasized dependability in the lifecycle management of a product. It is applied from cradle to grave for many products, systems, process and equipment. These cover design and development, modelling and prediction, testing, and availability and maintainability. Based on the research conducted by Institute of Labour Market Information and Analysis (ILMIA) recently, Malaysia is lacking of experts in demands job, such as reliability engineer. The career opportunity for a reliability engineer is in various industries, global and local companies, such as semiconductor, aerospace, oil and gas, power plant and many more. The seminar intention is to create awareness and thus interest to public and industries in understanding its trend and overview in reliability engineering and management, which were applied and practised by institutional of higher learning, semiconductors, oil and gas and military in Malaysia. For the first time, this seminar is organized in Malaysia, involving universities, organizations and company sharing their vision, mission and challenges in the realm of reliability engineering and management. 3 The Topic Topic 2 Reliability Management in Operations and Maintenance by: Zakiah Sulaiman Topic 1 (Keynote) Reliability: Applications, Challenges and the Future by: Dr. Mohd Foad Abdul Hamid Reliability is defined as the probability that an item will perform its intended functions under conditions it was designed for without experiencing any occurrence defined as failure in the duration of its mission time. The underlying principle of reliability is the mathematics of probability and statistics, where in case of reliability; is defined as the probability that an item will perform exceeding a prescribed mission time without any defined failure. The mathematics of probability and statistics is not only limited to reliability, but also to quality assurance, maintainability and risk analysis, to name a few. Other than oil and gas industry, the acceptance of reliability approach in Malaysian industries remains to be seen. In Malaysia tertiary education, engineering students are introduced to at least one three-credit probability and statistics course during their undergraduate education. This exposure makes our locally trained engineers ready for reliability, and with appropriate experience to real life reliability problems, it will enhance our engineers understanding of reliability. The education system has provided suitable prerequisite for Malaysian industries to embrace reliability, but what are governing body, such as the Board of Engineers or Institute of Engineers Malaysia, roles in making this a reality? Dr. Mohd Foad Abdul Hamid received his PhD and MS in Civil Engineering (Computational Solid Mechanics) from State University of New York at Buffalo, MS in Mechanical Engineering (Reliability Engineering and Probabilistic Design), and BS in Mechanical Engineering from University of Arizona. He was the Technical Head and Head of Mechanical Integrity Department in the Asset Integrity Management Division for Bureau Veritas (South East Asia) Technical Center. His reliability related projects include Structure Integrity Management System for PTTEP Thailand, Mechanical Integrity for PETRONAS Carigali Process Safety Management, and Load and Resistance Factor Design (LRFD) Approach to Design of PETRONAS Offshore Structure, to name a few. He is a Chartered Engineer which was awarded by the United Kingdom Engineer Council. Currently, he is a senior lecturer at Faculty of Mechanical Engineering, Universiti Teknologi Malaysia. What is effective Reliability Management all about? It is all about: DESIGN IT RIGHT, OPERATE IT RIGHT, AND MAINTAIN IT RIGHT with added stewardship and pertaining soft skills. Reliability covers all facets of an asset cycle. Assets are like bucket collecting defects daily and it is pertinent to have knowledge on the definition of defect and why defect exist. The knowledge of this will assist assets to determine way forward of how to design, operate and maintain their facilities. Zakiah Sulaiman received her MS in Engineering Management from University Putra Malaysia (UPM) and BS in Mechanical Engineering from University of Bristol, United Kingdom. She has worked with Petroliam Nasional Berhad (PETRONAS) for 12 years, started off as a Reliability Engineer in Malaysia Liquefied Natural Gas (MLNG) Sdn Bhd, a subsidiary of PETRONAS. Currently, she is the Staff Reliability Engineer at Technology & Engineering (T&E), looking into matters of implementing Reliability and Integrity Management System (RIMS) for upstream and downstream asset. Her experience in Reliability encompasses both Reliability Management and Reliability Engineering. Topic 3 Reliability Consideration in Product Design by: Ahmad Firdaus Reliability of a product depicts the image of a brand. That is why one of the important success factors for a product is its reliability. One of the best processes to ensure reliability for a product is Design for Six Sigma (DFSS) and Design for Reliability (DFR). Designing a reliable product begins with gathering user requirements and translates the requirements into technical specifications. During the initial concept generation, engineers and quality assurance personnel sit together to identify the possible failure modes and to be synchronized with the gathered user requirements. Also from the user requirements, there are some standards that the product must be able to meet such as for military products, the standard is called MIL-STD. Engineers use Computer Aided Engineering (CAE) tools to predict the failures before producing prototype units. It is more cost effective to predict the failures prior to the actual product testing stage. Ahmad Firdaus is a Staff Engineer in Appearance Design & Mechanical Modelling Department in MIMOS Berhad. He has 12 years experience in Computer Aided Engineering (CAE) and Mechanical Product Design. In product design, he has experience in various kind of product including military communication products, industrial grade product as well as consumer product. In simulation, he has experience in Finite Element Analysis (FEA), Computational Fluid Dynamics (CFD) and Fluid-Structure Interaction (FSI). He is also certified as Green Belt in Design for Six Sigma (DFSS). He graduated in Aerospace Engineering from International Islamic University Malaysia in 1995.

4 Topic 4 Improving Plant Performance through Reliability, Availability and Maintainability Modelling and Analysis by: Dr Masdi Muhammad Topic 5 Challenges in RAM Project for Military Application: The Past, Present and What Lies Ahead by: Norliza Hussein Reliability, availability and maintainability (RAM) is an engineering tool to evaluate the system performance at different stages of system s lifecycle including design and operation. It addresses both operation and safety issues in identifying areas within the system or process, where improvement actions can be initiated to improve the overall performance. The information obtained from the analysis will help the management in focusing valuable resources in prioritizing performance improvement initiatives. The RAM model provides a quantitative basis for judging the acceptability of the design, and act as the tool to facilitate justification and prioritization of activities for decisions that relevant to improving the system performance. Dr Masdi Muhammad, is a CEng (UK), CMRP, ASQ-CRE from Universiti Teknologi PETRONAS. RAM analysis for strategic assets such as military aircrafts has been in place in the MAF. In the effort to develop a whole-life management of military assets, the MAF has developed a holistic plan, (1) to develop joint doctrine on capability development and integrated logistics support, (2) the appointment STRIDE to be the LCC COE and (3) monitoring and control combat readiness of military assets. This presentation looks into the experience, challenges in the implementation of RAM within the MAF. A specific focus on RMAF RAM project is presented. Norliza Hussein received her M. Mgt. Stud. in Defence Capability Development & Acquisition from New South Wales University, Australia and B. Eng. Chemical Engineering from University of Birmingham, United Kingdom. During her study leave, she was trained for a year as a Technical Staff Officer (TSO) with the Australian Army to apply management and technology knowledge within military staff and operational contexts. She was responsible in setting up Decision Support Centre (DSC) in STRIDE towards establishing LCC centre of excellence for the Malaysian Armed Forces (MAF). Apart from research projects, she is also responsible for strategic and policy management in STRIDE. At present, she is the head of Operations Research Branch, STRIDE, Ministry of Defence Malaysia.
