UNIFORM METHODS PROJECT May 2013 Uniform Jointly managed Methods by the Project DOE Office of Electricity Delivery and Energy Reliability and the Office of Energy Efficiency and Renewable Energy 1
Project Goals Increased Uniformity and Transparency to Energy Savings Calculations for Energy Efficiency Programs Strengthen the credibility of savings calculations through greater consistency and transparency. Simplify the comparison of savings across similar efficiency programs and measures in different jurisdictions. Reduce the costs of evaluation, measurement, and verification (EM&V). 2
What is This Project? Develop and Publish Protocols for Savings Calculations of Energy Efficiency Measures Addresses most common residential and commercial efficiency measures in incentive programs Presents step-by-step calculations for determining gross savings Includes additional sections to address cross-cutting evaluation requirements Phase 1 Complete 3
What is This Project? Protocols for Efficiency Measures (Phase 1) Refrigerator recycling Commercial lighting Commercial lighting controls Residential lighting Residential furnaces and boilers Commercial unitary and split system air conditioning equipment Whole-building retrofit Cross-Cutting Protocols (Phase 1) Sample design Survey design Metering Calculation of peak impacts Other evaluation topics (including rebound and persistence of savings) 4
Project Organization Stakeholder Review Process Feedback Steering Committee NREL Manages Technical Advisory Groups Usability Validity Net-to- Gross Technical Experts Measure Protocols Cadmus Manages 5
Project Organization Protocols developed in collaboration with Evaluation, Measurement, and Verification (EM&V) industry and major energy efficiency stakeholders Protocols developed in collaboration with energy efficiency program administrators, stakeholders, and EM&V consultants Including the major U.S. firms that do as many as 70% of energy efficiency evaluations Industry review process allowed for input from large array of stakeholders 636 comments from 46 organizations 6

Net vs. Gross Savings Identified as an issue early on by Steering Committee Formed Net-to-Gross Technical Advisory Group Recommendation: If addressed, focus on mechanics, not policy Steering Committee decided to review the work of other regional efforts that were occurring at the time Moving forward, NEEP and UMP are coordinating on net savings: UMP research and guidance can support Forum interest to document best practices and explore alternative approaches 9
Net Savings Dan Violette, Navigant and Pam Rathbun, Tetra Tech are the lead authors Covers: Uses of NTG estimation NTG estimation challenges Strategies for NTG estimation Cost and value of the information 10
Adoption Protocols published as a reference Voluntary in nature Three primary pathways for adoption Formally by regulators Adopted by program administrators and provided to evaluators Recommended to clients by evaluators 11
