2 Discussions and Decisions Agenda 1: Approval of minutes of last meeting The minutes of 31 August meeting was re-circuited two days prior to the meeting. members reviewed the minutes and endorsed it in this meeting. Agenda 2: Review of action points from the last meeting (31 August 2015) Members of reviewed the action points of last meeting (31 august 2015). Status of that action points are mentioned in table below. Action point Focal point/agency Timeline set in meeting, 31 August 2015 Sign the Joint statement UNICEF, WHO By 20 September Provide comments/inputs to WFP on draft donor advocacy materials for further finalization Develop the nutrition session on IYCF to be included to the MEPU program. Organise bilateral meetings with Akhmedov Foundation to explore the probability of inclusion of micronutrients powders in the food basket as well as to get the details of fortified kit for lactation mothers. Finalise and start the IYCF assessment in Mariupol Share the draft IYCF assessment report that was already conducted by Save the Children UNICEF, WHO UNICEF UNICEF, WFP UNICEF/Save the Children By 14 September By 15 September By the end of September By 14 September UNICEF By September 10 Status/ progress as of 18 September 2015 IFE joint statement was signed by MOH. Signing by WHO and UNICEF is in process. UNICEF provided feedback on the draft presentation. Meeting will be held with WHO and partners on 29 September to finalize the document. Discussion was held between WHO and UNICEF. It was decided to follow existing half-day session on breastfeeding and complementary feeding of IMCI training module for MEPU training in November Bilateral meeting was held with Akhmetov Foundation (AF). They are not interested to include micronutrient powders until it is endorsed by Government. Save the Children, Sweden submitted revised proposal to conduct the IYCF-E Assessment in Mariupol. It is in review by UNICEF to process the partnership agreement. Final report of IYCF-E assessment by CDC/UNICEF was shared with nutrition sub-cluster partners and key findings were discussed 2
3 Action point Share the contacts of Akhmetov Foundation Focal point/agency UNICEF Timeline set in meeting, 31 August 2015 Status/ progress as of 18 September 2015 briefly in September meeting. The contact address was shared immediate to the last meeting held on 31 August. Agenda 3: Update from ICG meetings and follow up actions (Development of HNO by Sep 2015, Development of HRP by Oct 2015, Preparedness for seasonal variation (winterization) - Timeline for development of HNO 2016 and HRP 2016 was discussed. The next tasks for development of HNO 2015 are: Finalize data stock take, SDR, info gap analysis (12-18 September), MIRA/MSNA Field workshops (19-25 September), Field workshops, Data analysis, Clusters HNO finalization (26 September to 2 October) and Inter-sector analysis and HNO finalization (3-9 October). - Sample structure of HNO 2016 was briefly discussed. Issues to be considered during analysis and development of HNO 2016 was discussed in this meeting. People in Need (age, sex, geographical location, environment), Priority Needs Impact of the Crisis (if information available provide trends), Severity scale, Seasonal variation Inter-sectoral analysis (food price hike, quality of food, inadequate access to health & nutrition services, water & hygiene, disability, gender, ethnic) Review of HNO and HRP 2015, and finalize - partners were requested to provide information from their respective organization for humanitarian need analysis. It was suggested to specify what information to be shared by cluster partners for HNO In current context and with upcoming seasonal variation nutrition needs for elderly becomes a priority for nutrition sub-cluster. Indicators of Nutrition HRP 2015 was reviewed and it was suggested to include analysis on nutrition need for elderly in HNO It was suggested to consult with Help Age who could provide additional information about nutrition need for elderly. - For development of HNO 2016 availability of data, secondary data and information gaps were discussed. Considering the limited time and non-existence of many nutrition NGO partners at subnational level it was suggested to organize consultation meeting on development of HNO 2016 at national level only. It was proposed to organize the consultation meeting on 28 September in Kiev and to share the relevant documents prior to the meeting. 3
4 Agenda 4: Update on promotion of IYCF: a) Joint statement of IFE; b). IYCF-E assessment (CDC report and SCS assessment); c) Capacity development plan for promotion of IYCF (MEPU and AF staff), nutrition (anaemia) surveillance; d) IYCF advocacy package a) IFE joint statement was signed by MOH. English version of the statement was reviewed by UNICEF and WHO in country and HQ. Following the review of translated version of the statement both agencies have agreed to sign this statement though some of the messages on BMS were not addressed in the signed version. It was proposed to communicate some of the key messages from the initial draft of IFE joint statement (which were not included in signed IFE statement) through communication interventions. The messages will be finalized by WHO and UNICEF. b) CDC/UNICEF IYCF-E Assessment final report was shared with members of prior to this meeting. Save the Children, Sweden submitted revised proposal to UNICEF to conduct IYCF-E Assessment in Mariupol as they did not receive permission to conduct this assessment in NGCA. It is in review by UNICEF to process the partnership agreement. As per the revised proposal the expected date of receiving the final report is 1 st week of November c) Discussions was held between WHO and UNICEF to include IYCF session in MEPU training program which has been scheduled in November Existing half day session on breastfeeding and complementary feeding of IMCI training module will be used for MEPU training. As the IMCI training module has already been endorsed by MOH it is not feasible to include the comprehensive IYCF training session within current IMCI training module. It has been proposed to plan for a separate IYCF training (based on global IYCF training module) following consultation with MOH. Training of WHO MEPU staff on MUAC for elderly will be conducted in November and possible data collection at the MEPUs will be discussed bilaterally by WHO and UNICEF. It was proposed to plan for anaemia surveillance following the consultation with MOH by WHO and UNICEF. d) Review of IYCF advocacy package is ongoing. UNICEF provided inputs with revised presentation and WHO will provide inputs by September. WFP will finalize the package by September and will organize advocacy event in early October. Agenda 5: Update by cluster partners partner agencies shared update on nutrition interventions in GCA and NGCA. Donbass SOS has not yet planned for nutrition interventions, however they are observing the situation in these areas. ACF: Two IYCF corners were established at health facilities in GCA area and has plan to establish in Lugansk. Psychosocial workers are providing counselling on breast feeding in the corners. FAO: Food grains for agricultural production and leaflets were provided to households in Lugansk oblast, Donetsk oblasts and contact lines. As of September total 4,000 beneficiaries were covered in GCA, 10,000 households in contact lines and has plan to cover 1,000 households in NGCA in next two weeks. Winterization plan was developed and culture sensitive food package for Roma community was discussed. 4
5 WHO: Joint statement of IFE to be signed by WHO Representative. Training session on MUAC for elderly is included in training plan for MEPU staff and the training will start in 1 st week of October Breast feeding session is included in MOH endorsed IMCI training plan which will be organized for MEPU staff in November. WHO has planned to organize stand-alone GMP training in November. Surveillance (anaemia/ nutrition) to be undertaken following the discussion with MOH WFP: Voucher distribution is ongoing in GCA and currently food distribution has been introduced in GCA buffer zone. Complementary food (6 months+) will be introduced in WFP food basket. Next plan is to provide food basket at health facilities and institutions (eg. orphanage). IYCF advocacy package review is ongoing and the package will be finalized following the discussion with WHO and UNICEF by September. UNICEF: Partnership agreement with Save the Children is in process to conduct IYCF-E assessment in Mariupol by November. Meeting was held with Renita Akhmetov Foundation (RAF) to follow up the decisions of July meeting. Renita Akhmetov Foundation had stopped distribution of baby formula for a month and then they have to include it again in the food kits as mothers are demanding for baby formula due to not having adequate breast milk. By first week of October 2015, Renita Akhmetov Foundation is expecting to collect all the necessary information from their distribution site and to send a request to MoH of Ukraine to get their recommendations about the baby food kit content and situation. AF has requested technical support from UNICEF to organize training on IYCF for their new volunteers in NGCA who will be engaged to monitor food distribution. UNICEF attended round table discussion on Changes in labor code on breastfeeding rights of working mothers and shared supporting documents on ILO labor code for maternity protection with Deputy Head of Parliamentary committee for health. Reviewed IYCF advocacy package and provided feedback to IYCF task force. Reviewed nutrition composition of AF and WFP food basket, and provided feedback. Agenda 6: Coordination and Reporting (Coordination with Health, Food Security, WASH and Protection Clusters) An agenda was included in Food Security Cluster (FSC) meeting on 16 September. FSC coordinator and cluster partners were requested to advocate for promotion of exclusive breast feeding upto six months of age and not to include infant formula in food basket. Agenda 7: Nutrition monitoring/surveillance (3W, nutrition (anaemia) surveillance) It was proposed to collate existing data from health facilities for information management (no separate invasive data collection). It was suggested to discuss this further in next meeting. Following information/ documents were shared with partners before and following this meeting - IYCF-E assessment (CDC/UNICEF) report - Information on Food Aid coordination meeting scheduled on 22 September 2015 in Kramatorsk by FSC - Akhmetov s Foundation s update on food Aid coverage in GCA and NGCA - Brochure on 12 Nutrition Tips for Your Health developed by WFP - Reference documents to prepare for Nutrition HNO
6 Follow up Action Points of 18 September meeting: Action point HNO 2016: - Share relevant documents with partners for preparation of HNO Contact Help Age to collect information on nutrition need for elderly - Partner agencies of Nutrition sub-cluster to share secondary data/ information with for HNO 2016 analysis - Organize technical consultation meeting to prepare Nutrition HNO 2016 IFE Joint statement - WHO and UNICEF will sign the joint statement of IFE. - Other key messages of initial draft of joint statement (which were not included in signed version) will be disseminated through communication interventions. WHO and UNICEF will finalize the key messages.
