2 PREP LOGFRAME AND ACCOMPLISHMENTS GOAL: Capability to mount a more efficient and effective emergency response for up to 6 million beneficiaries (as per GRCM). Objective 1 (Capacities) To strengthen WFP corporate response capacities to support emergency response for up to 6 million beneficiaries. Focusing on Areas of: Food Funds Non-Food Items (NFIs) Human Resources Logistics Information Management
3 PREP LOGFRAME Objective 2 (Abilities) To strengthen the accountability and coherence of WFP s response management. Highlighted Accomplishments: As of the end of February, 78% of Country Offices have implemented the Emergency Preparedness and Response Package (EPRP). Concept of operations (CONOPS) has been further institutionalized and recent examples include CAR, Mali and Kenya (preparation for the March elections). The Emergency Response Activation Protocol was revised in 2012, tested in a Corporate Response Exercise (CRX 2) in the Syria sub-region, and later utilized for the Corporate (Level 3) Syria Regional Response.
4 Objective 3 (Partnerships) PREP LOGFRAME To strengthen partnership with national authorities, the international humanitarian community and other humanitarian actors for a more effective humanitarian response. Highlighted Accomplishments: Capability Partnership Programme (CAPRO) mapping, training packages and pilot countries. The IASC Transformative Agenda (TA): WFP is co-chairing the TA Implementation Steering Group that will shape the roll-out to the TA in Other partners: a civil-military coordination (CMC) workshop with 30 attendees held in February to advance development of operational guidance and related training.
5 EMERGENCY PREPAREDNESS & RESPONSE STRENGTHENING AT THE COUNTRY OFFICE LEVEL There are several PREP activities aimed at enhancing preparedness and response capacities of WFP country offices. Emergency Preparedness and Response Package (EPRP); Capability Partnership Programme (CAPRO); Ensuring that the Transformative Agenda is operationalized; Strengthening OIM; Sub-Office Enhancement Project Initiated.
6 REGIONAL EMERGENCY PREPAREDNESS & RESPONSE STRENGTHENING Regional Emergency Preparedness and Response Strategies for Process of Development and integration with PREP: Global EPR Workshop in Rome end of January. Regional Bureaux shared draft strategy highlights and priorities. Updates on inter-agency and WFP Emergency Preparedness & Response initiatives discussed. Implications of new organisational design on Emergency Preparedness & Response analysed. Peer Review coordinated by the Emergency Preparedness Division of regional Emergency Preparedness & Response strategies. Main findings: Strategies aligned with PREP initiatives (EPRP, CAPRO, etc.) and well-anchored in inter-agency partnerships. Given lack of PSA budget resources allocated to Emergency Preparedness & Response, significant requirements to support staffing, workshops, missions and other activities. Priority Budgets for 2013 that require funding across the six regions.
7 POST-PREP EMERGENCY PREPAREDNESS & RESPONSE STRENGTHENING Sustainable funding solutions for each PREP activity. Emergency Preparedness & Response Strenghtening to be reflected progressively in the 2014 and 2015 Management Plans. Future Emergency Preparedness & Response Strengthening activities to be systematically defined and priortised through continual organizational learning and a dynamic knowledge management system. Development of more predictable funding mechanisms for timely investment in future Emergency Preparedness & Response Strengthening, such as the Strategic Partnership Agreements.
