AOB. 1. Welcome & Introductions The list of participants and actions points for next meeting are at the end these minutes. 2. Review action points from last meeting # Action Who Update 1 will follow up regarding water quality issue in Mayorsk settlement from GCA side, as well from NGCA side. 2 Raise the issue regarding hydro geological effects with UNICEF and update OCHA regarding Chihari village. 3 Follow up regarding the situation with Chermalyk (with DRC, for 5W data) and others. 4 Circulate revised recommended standard Hygiene Kits for comments before the main cluster meeting in Kiev (after kits are more or less agreed by the working group). 5 will share with partners for receiving feedbacks regarding Multi-sectoral needs assessment, which is initiated at Inter- level. Mark (Early March) (End of Feb) Repairs were completed This was done. The now considers the pipeline leakage to have a much more significant effect on Chihari flooding than mine water. Follow up still required This was done (although a bit delayed) The needs assessment was shared, and comments received. Development of a cluster format is now needed, coordinated with UNICEF. 1
2 6 The issue of Trainings for cluster member organizations will be raised in Kiev with a view to agreeing a plan for 2018 on that issue. 7 will follow up with PIN regarding their worrying move away from hygiene promotion. Also to raise this concern with the Cash Working Group. All agencies PIN RedR was contacted, awaiting response. cluster will continue to follow up. This was raised with PIN. Next Cash working group is on 1 st June. 3. Updates Updates from partners Arche-Nova Arche Nova is starting their programming with UNICEF funding, with assessments planned. ICRC It is unlikely that ICRC will support LEO in future (larger power lines). ICRC would like support solving electricity problems at settlements level. PIN People in Need are updating their strategy at the moment with a workshop planned in May TGH TGH have started their work under agreement with UNICEF. In Donetsk oblast they plan on targeting 8100 households along the front line and 161 Institutions. There will be 2 rounds of distributions, via e-vouchers, with the first scheduled for June/July. ADRA ADRA office in Mariupol in partnership with UNICEF is now implementing the project: Improvement of conditions in decentralized water supply system in Volnovakha rayon, Nikolske rayon, Mariinka rayon and Mangush rayon in Donetsk region. In the activity of the project it is planned: drilling / cleaning boreholes, laying, repair of the pipeline, replacing pumps, installing water towers, improving sanitation in social institutions (schools, kindergartens, medical facilities). ADRA also continues to deliver drinking water (water trucking / bottled water) to the settlements of Volnovaskyi, Marinskyi, Nikolskyi rayon and the city of Avdiivka. Discussions were held on the subject of environmental issues, especially the large pig farm near NovoLuhanske, and the Yunkom mine issue. In the opinion of the cluster it is unwise to stop pumping water from the disused mine at Yunkom (where there was a nuclear explosion) as the Ukrainian authorities have consistently paid to deater the mine since 2001 when mining stopped. Without viewing convincing studies involving a hydrogeologist, a nuclear specialist and a mining expert, it seems very unwise to risk pollution caused by the capsule being submerged by water for the first time. s updates Global Meeting Discussion around quality of response and ensuring the accountability to affected people. Mark Buttle had a presentation regarding situation in Ukraine. Hygiene TWiG The hygiene technical working group (TWiG) prepared key messages for agencies to prioritise: 2
3 - household hygiene (water storage, what is clean water; hardness of water, food and food hygiene); - personal hygiene component (body clean; menstrual clean, handwashing, especially for small kids); - water and health (reinforce messages in some areas regarding water-related diseases). Full guidelines will be circulated for comments ASAP. The TWiG finalized recommended hygiene kits. We encourage people to focus on most urgent items, not on second priority items. In addition the TWiG estimated the cost of the hygiene items for voucher calculations (300 UAH per person per month, but an additional 1750 UAH per severely disabled adult or 1000 UAH per baby under 3 years). is encouraged partners to target specifically vulnerable groups, and to gather data carefully regarding target beneficiaries. Advocacy Technical Working Group (TWiG) ACCESS Consortium organized the Donor Meeting at Canadian embassy. The aim is review the winter lessons. invited representatives of Voda Donbassa, LEO and Luhansk Regional Agency for development. The next meeting is planned in early June (4th June) in Kiev. Inter-Agency rapid Assessment (IARA) circulated the IARA questionnaire, which is a preparation tool in case of flare-ups. It is designed for work with key informants only. List of water projects in Luhansk Oblast The is working jointly with oblast authorities preparing the list of projects. The activity is similar with last year activity in Donetsk Oblast. The aim is to eventually convene donors, in collaboration with the oblasts and with line ministries. 4. DFS flare-ups: humanitarian lessons learnt Voda Donbasa informed the cluster that at 15:40 Ukrainian time on 17 April 2018, the bus carrying 30 workers back from Donetsk Filter Station, during a shift change, was fired upon by small arms, resulting in five injuries. Injured staff were taken to hospital in Yasynuvata immediately. There were still 3 people at hospital a week after the incident. As a result, DFS was stopped for few days as a strike against hostilities and shelling. DFS restarted only thanks to OSCE facilitation. continues to advocate for; Safety zones around critical infrastructure. Reestablishing JCCC. Guarantees of security and safety of DFS workers on the LoC. 5. Humanitarian Development Nexus Humanitarian Development Nexus HCT working group on humanitarian development nexus (HDN) was planning to hold a workshop on March [now completed]. We are running out of humanitarian funding for sector, especially in NGCA atreas; there are some funds from ECHO, AA, OFDA. Recovery funding has more opportunities from KFW, PRM etc. There is a gap in communication between development and humanitarian agencies to ensuring proper transit. HDN will consists of three areas: self-sufficiency (livelihoods); access to services (health, education, protection) and infrastructure (, energy, transport, housing etc.). leads the development of strategy in infrastructure area. We are in touch with UNDP, Shelter etc. Partners were asked for their thoughts but it was difficult as what is on offer is not yet clear. AOB 3
