3 AID MANAGEMENT CONTEXT Before 2008, several departments detained a certain quantity of informations on ODA: FINANCES (in-budget projects), TREASURY (loans), FOREIGN AFFAIRS (New donors), DONORS (direct implemented or PIU projects), INGOs Lack of communications among these actors No place to find complete/reliable data on ODA Lack of reliable dashboard for the GVT-Donor joint Platform of Dialogue
4 AID COORDINATION UNIT Created 2008 by the Joint GVT-Donor Dialogue Platform to be its permanent/technical secretariat Centralizes all existing and upcoming data on aid inflows/uses Ensures fluid circulation of data among actors (One stop shop of data exchange between GVT and Donors) Unit to be leaded by the Prime Minister, with a steering committee comprised by: Ministries of Finances, Ministry of Foreign Affairs, Ministry of Economic Planning, Donors Representative (UNDP)
5 SETTING UP ODA DATABASE With financial support from UNDP/ WorldBank Acquisition of Aid Management Platform (AMP): Development Gateway, Based in Washington and present in 20 countries Web-based system/database: Using MySQL in Linux Database Management System With JAVA and Jboss technology Hosted by the Government s IT Agency (600 HDD/8 GB RAM) Operational since 1 st Quarter of 2009
6 Released online since the 4 rd Quarter of Donor-Agencies for 400 projects stored: DAC and New Donors (China, India ) Global Fund, GAVI, ACBF FEATURES OF DATABASE International NGOs (by the end of this year) Update of the database on a quarterly basis: 14 Agencies updating directly online their disbursement 22 Agencies still sending files to the Aid Coordination Unit 70 people trained on how to use AMP: 50 Government technicians (extracting data) 23 Donor Focal Points (entering & extracting data)

8 FEATURES OF DATABASE Maximum of reliability: Data source comes directly from Donors Donors have control on their respective portfolio in AMP Mutual responsibility on the data quality Maximum of completeness and up-to-date: All activities to be declared by donors on quarterly basis Direct linkage with the National Budget Using the national budget classification Widely used and acknowledged as the main effective tool for an Effective Aid Management
9 FEATURES OF THE SYSTEM Full Government-owned and -leaded process Permanent Secretary for Aid Coordination has the level of General Directorate and uses funds from domestic resources All Personnel is Government officials IT infrastructures used to manage AMP is Government-owned Hosting Servers centralized in the place where all governmental website are hosted Nutrition National Office is a body of Prime Ministry Still subject to institutional instability
10 FSN MAPPING & AMP Not to create a different system in countries having an operational existing system (such AMP) Possible creation of a workspace for FSN and its group Create a cluster for FSN at national level and promote the uses of existing system for FSN Actions mapping purposes The cluster to be leaded by the Prime Minister Office and comprising donors providing FSN actions at country level
