Vann-Nett Water Information System for Norway Presentation of Water-Net and the Norwegian WFD-database Third Nordic Workshop on Harmonization and realization of the WFD in Nordic Countries Sigtuna, September 2010 Lars Stalsberg, the Norwegian Water Resources and Energy Directorate
Water-Net and the WFD-database at present Via Water-Net we at present store the picture of each water body s pressures and impacts etc. in the WFDdatabase. This enables us to get a holistic picture of the status and trends on water body level up to the aggregated River Basin District (RBD) level The information in the database is the basis for: Creation of the RBMP and the POM Communicating environmental status to the public and authorities Creating reports to the public and politicians Present statistics on all management levels Reporting to ESA/EU
Water-Net Manager, at present Water-Net Manager is an internet based GIS-application (ArcGIS Server) which operates on top of the WFD-database Here water bodies are: delineated geographically characterized classified for environmental status, defined as HMWB described to fulfill article 5 (the rest of the articles will be added in 2010) Water-Net Manager gives an overview of the pressure and impacts with the help of thematic data stored in the database or via WMS Users can export water body data as Shape or as a gdb Water-Net Manager gives all stakeholders access to water body data The public can access the data Data manager log in to edit and add data
And for the Public Water-Net Statistics Water-Net Statistics is a simplified version of the Manager programmed in Javascript The purpose is mainly to fulfill the WFD on the communication of the directive and the results to the public Water-Net Statistics: contains information about the directive and the data (at the moment disabled URLs) has got a set of radio buttons where one can chose aggregated statistics on any level on all categories of water bodies gives statistics on pressures and impacts gives access to easy to read detailed data on each water body has got a feedback tool that sends an back to the authority responsible for the water body in question
Water-Net Statistics, water body level Water-Net Public will deliver a range of data Feedback from the public will define content
When reports Needed Water-Net Report Water-Net Report is an easy to use application based on Crystal Reports. The purpose is to let all stakeholder extract data from the database. Reports can be extracted on all administrative levels in Excel, Word or PDF, with maps if wished Graphs and figures are defined and can be generated for all levels Stakeholders can order reports made from NVE The reports makes it easy to produce reports and statistics The reports gives a quick overview for any area on different thema The reports makes it easy to compare one communes situation with another (peer pressure is important)
Thematic data in Water-Net Water-Net gives the user a possibility to view thematic data in relation to the water body in question by adding a WMS or a layer stored in the database
Suggested monitoring sites
Suggested monitoring Oslo fiord
Water-Net Manager Work Processes Some snapshots of the characterization/classification processes done in Water-Net
Classifying by getting data from Vannmiljø
Monitoring data from Vannmiljø in the database
Delineating a river water body
Export of Feature Data From Water-Net The users have an option to export water body feature data for statistics or local GIS-work as Shape or Personal GDB
Data in ArcSDE
The Water Information System for Europe (WISE) The final version of the WISE data model was presented in June 2009 A previous version released December 2008 This data model defines all data to be reported The guidance document developed describes the enumeration codes and the data structure The anticipated connection between the different data is well described Norway has chosen to use WISE as a basis for it s WFD data base
WISE and the Norwegian WFD-Database The Water Information System for Europe (WISE) is the backbone of the new Norwegian WFD-database All aspects asked for in WISE have a place in our data model with national needs for further detailed data added E.g. all ecological parameters has a home under a WISE quality element (QE) Pressures and impacts are placed under WISE pressure and impact codes This facilitates an orderly characterisation and classification of water bodies Reports to WISE is easy to produce by pushing a button Production of Shape files for WISE is easy as all data asked for are in the database with correct codes
The architecture Monitoring- Data from KLIF/DN Water Net Manager Water Net Public and WISE Data in/out via Internet Data in/out via Internet Interne t ArcGIS Server Arc SDE Exchange of data via Internet ArcGIS Server Arc SDE Interne t Thematic data via WMS from other data owners SQL Server Data base NVE Data base REGINE, lak es, monitorin g SQL Server Data base
The near future for Water-Net: I We have to maintain and improve the existing Vann-Nett: Fix ad hoc solutions in the database Improve some of the GUI Change characterisation of groundwater and transitional water Set up a full English version Look into mass import of data
The near future for Water-Net: II We will set up new modules for: River Basin Districts where all creation of RBMP, POMs etc will be handled Models where we will set up all sort of analysis Will be happy to learn what other countries have done here Flood directive Other...
The near future for Water-Net: III We will inprove the Statistics and Reporting: Will redo the reporting application for better reports for the managers of data Will add a new report service for the public in Water-Net Statistics Looking av Viss for inspiration just now Set up «live» thematic layers for viewing what pressures we have got etc Other... still thinking about posibilities
