1 STATEMENT OF WORK: GRAPHIC DESIGN FOR IAP2 CERTIFICATE TRAINING PROGRAM The work identified in this statement involves the creation of presentation materials, supplemental classroom visuals, and a master format or manual template that can be used for a suite of student and instructor manuals for IAP2 s certificate training program. SCOPE OF WORK IAP2 seeks services of a graphic designer to create a template for student and trainer manuals, classroom visuals, and presentation materials including PowerPoint slides for the IAP2 Certificate Program and the Decision Makers courses. The Certificate Program includes three modules, including the Planning for Effective Public Participation, Communications for Effective Public Participation, and Techniques for Effective Public Participation modules class and their appendices and attachments. Course materials include: 1. Planning for Effective Public Participation Student and Trainer Manual 2. IAP2 Toolbox for Public Participation 3. Communications for Effective Public Participation Student and Trainer Manual 4. Techniques for Effective Public Participation Student and Trainer Manual 5. Tipsheets 6. Public Participation for Executives and Decision Makers Student and Trainer Manual Goals of this project are to: Develop a unified design look and feel for IAP2 s training program materials that complements IAP2 s existing corporate identity (including IAP2 logo, newsletter and Web site.) Use IAP2 s existing electronic documents, material, and copy produced for the IAP2 training program. Include the complete content of existing IAP2 training course materials with accuracy. Develop a suite of products that communicates a professional, consistent, coordinated image to target audiences, students, IAP2 members, and prospective members. Be eye-catching, easy to read, innovative, and visually interesting, Complete work on time, and on or under budget. Include both existing and signature graphic images that are readily recognizable as belonging to IAP2. Develop new and original graphics to illustrate key learning points. Reflect cultural awareness and competence in the final design of these documents. Develop materials that will appeal to a diversity of students, learning styles and methodologies. FRAME OF REFERENCE IAP2 Certificate Program materials currently include: Student manual for the Planning course (approximately 111 pages) Trainer manual for the Planning course (approximately 280 pages)

2 Techniques toolbox guide (approximately 10 pages) Student manual for the Communications course (approximately 82 pages) Trainer manual for the Communications course (approximately 170 pages) Student manual for the Techniques course (approximately 100 pages) Trainer manual for the Techniques course (approximately 110 pages) Tip Sheets (approximately 80 pages) Student manual for the Decision Makers course (approximately 39 pages) Trainer manual for the Decision Makers course (approximately 84 pages) IAP2 will provide existing and previously used material to the selected and contracted firm for their use in completing this project. Representative samples of existing and currently used IAP2 training program materials may be found at IAP2 will provide fully edited content for manuals. The content in the final product should not deviate from materials provided by IAP2. The final deliverable will be in the form of printed and electronically reproducible documents and files (in their native file formats) that effectively and compellingly communicate the key learning points and details of the course material and are reader friendly regardless of the educational or cultural background of the student. (All deliverables will be developed under a work-for-hire arrangement and are solely owned by IAP2.) One or more tasks outlined in this statement may be assigned to the selected contractor. Tasks include: 1. Develop a cohesive, unified graphic look and feel for IAP2 s Certificate Program training modules that includes presentation materials, classroom visuals, and a template for student and trainer manuals. 2. Produce a master set of presentation materials in PowerPoint for each of the Certificate program modules. 3. Produce a master set of classroom visuals in Illustrator for each Certificate program module 4. Produce a complete master template for each student and trainer manual in Quark or InDesign 5. Provide verbal or written weekly project status reports, including budget, progress and other information as required by the project manager PROJECT DELIVERABLES INCLUDE: Three draft graphic approaches/looks for IAP2 to choose from. Samples and proof documents may be delivered electronically to IAP2 as PDF files for ease of review. Draft documents of all material in IAP2 s selected format (Quark or InDesign for manuals), PowerPoint for presentation graphics, and Illustrator or Photoshop files for posters or other classroom visuals). All deliverables are to be provided in their native file applications and include all elements including fonts, embedded graphics and illustrations, (See graphic requirements below.) 2

3 Final work products delivered to IAP2 in both a print sample and native application electronic file format. Regular and frequent (written or verbal) status reports to the project manager. Deliverables must comply with the following graphic requirements: 1. Electronically reproducible documents must be in software that meets printer s standards as far as being common to the industry, like Quark, Adobe InDesign, Adobe Photoshop or Adobe Illustrator. 2. PDFs which are ed need to be in a small a file size as possible (under 5 MB recommended). Fonts should also be checked on different platforms to insure the correct fonts display on screen. 3. Publication software like Quark and InDesign, when prepared for printing, need to include their support files before going to press. Support files include: All imported photos and graphics (text in graphics should be converted to outline) All fonts used in the publication and graphics if not outlined All colors used should be in Pantone Matching System (PMS) Paper specifications and specific printing instructions 4. Posters and classroom visuals produced in Adobe Illustrator and Photoshop need to be saved in their latest versions. If the fonts are not outlined then the fonts need to be sent with the document. Any linked or imported files within Illustrator and Photoshop need to accompany the art. 5. All artwork, documents, and imported graphics must have proper file extensions. QUALIFICATIONS IAP2 seeks a designer that can demonstrate the following qualifications: An ability to translate complex principles in a compelling and understandable way. Knowledge and effective use of graphic standards, design criteria, and the use of multipurpose communication tools. An ability to be flexible in your approach to project development and implementation. An ability to relate to and communicate with the IAP2 President, IAP2 Training Committee Chair and her designees, and IAP2 professional staff. Experience working with government and/or non-profit organizations. Knowledge and effective use of Microsoft Word, PowerPoint, Quark or InDesign, and Adobe Illustrator and Photoshop. An ability to complete DRAFTS and Final product in a timely manner(see timeline attached) An ability to design and implement projects in a cost efficient manner. PROCESS FOR SELECTION Proposals including samples or copies of work products from interested parties must be submitted to IAP2 no later Tuesday, January 17, 2006 at 5:00 p.m. Mountain Standard Time. Proposals will be evaluated based on how well the response demonstrated the contractor s ability to meet the qualifications outlined above. Note: Qualifications are not necessarily listed in order of importance or priority. 3

4 Responses shall include three parts: (1) A written statement setting forth the following: Experience and capabilities relevant to the above-stated project that demonstrates the listed qualifications Experience working with projects related to adult educational and presentation material. List of recent clients, contact information, project dates and brief description of each project. Date your firm was established; location of office and team (including bios), and who will work on this project. Billing policies. Sample product (including your best and most creative educational and presentational work). Web site address. Other information your firm believes is pertinent to meet the evaluation objectives. (2) Statement of Required Content: At a minimum, the statement must contain the following information: A statement of the scope of the project, as understood by the designer or firm. Activities to be achieved during the life of the project. The desired results and/or information to be gathered during the life of the project. (3) Budget Please include all budgeted hourly rates and expenses and a not-to-exceed proposed budget for completion of this project. It is anticipated that the total cost of this project will NOT exceed $10, U.S. (4) Optional sample One approach of how the designer would propose to visually lay out IAP2 s Public Participation Spectrum. A current sample of the Spectrum is available on IAP2 s Web site at TIMETABLE The estimated* selection process shall be as follows: Statement of work distributed January 3, 2006 Responses due by Thursday, January 17, 2006 at 5:00 p.m. Mountain Standard Time IAP2 Review January 17 through January 26, 2006 Selection of Contractor and Contract Award January 26 through January 31, 2006 Project start January 31, Three DRAFT Graphic approaches/looks due to IAP2 February 16, 2006 IAP2 Review of Graphic approach and selection of final look and feel for project February 16 through February 23, Final manual format and style guides (using IAP2 s selected look) with sample pages to demonstrate new graphic material and total look March 2, 2006 First DRAFT of all presentation materials due to IAP2 March 23, 2006 at 12:00 p.m. Mountain Standard Time. IAP2 Review of First DRAFT of all material March 23 through March 30,

5 Final materials in both printed form and in an electronic form that may be manipulated by IAP2 due to IAP2 no later than April 13, 2006 at 12:00 p.m. Mountain Standard Time. This statement of work is not an offer by IAP2 to contract but is an invitation to interested parties to make an offer, which IAP2 may accept or reject at its sole discretion. The selection of the agency shall be the ultimate decision of IAP2 and will reflect IAP2 s determination as to which firm it believes will provide the best overall product and service. Cost will be a factor in the selection of the successful contractor but will not be the sole criteria or necessarily the most important. The selection of a firm shall not be conclusively presumed to create any legal or equitable obligations or other duties against IAP2 unless or until IAP2 actually executes a written agreement with the successful agency. All DRAFTS and Final materials in both printed and electronic forms produced by the selected contractor will become the property of IAP2 to be used by IAP2 at its sole discretion. IAP2 retains the ownership and copyright of all material and images that have been previously produced for these courses and will be produced under this contract by the selected contractor. SUBMISSION INSTRUCTIONS Please submit, no later than Tuesday, January 17, 2006 at 5:00 p.m. Mountain Standard Time, an original (marked ORIGINAL ) and four (4) exact copies (marked COPY ) of all of the above stated requirements. The original and copies must be packaged together with the words IAP2 SOQ clearly printed on the outside of the delivered box or envelope. The narrative (section 1 and 2) must be no longer than 5 pages, single spaced, along with the budget (accompanied by a budget narrative). Pertinent information may be included in an appendix. Reimbursements will not be allowed for any costs prior to the authorization of the contract by IAP2, including costs incurred for preparation of the Statement of Qualifications. 5
