1 Management Support Unit Terms of Reference (TOR) for an Assignment Requiring the Services of an Individual to be engaged through an Individual Contract (IC) Web Designer Retainer Contract A. Project Title UNDP-RBAS Regional Programme Division - Management Support Unit (MSU) B. Project Description The Regional Bureau for Arab States of the United Nations Development Programme has an office located in Beirut (Lebanon) which serves as a platform for operation for the Regional Programme Division projects and/or activities that are implemented across the Arab countries. The Management Support Unit (MSU) provides management, coordination, monitoring and oversight roles to all UNDP-RBAS Regional Programme Division projects and/or activities that are implemented across the Arab countries; from basic information management and administrative duties to complex business activities. Under the general guidance of the Result and Resource Management Specialist and the direct supervision of the ICT Coordinator, the Contractor will be responsible for undertaking Web Design tasks. The services required from the Web Designer shall meet the needs of any of the projects mentioned above. C. Scope of Work The task of the Web Designer is to assist the ICT coordinator in internally developing several required web designs by the regional projects (e.g. responsive websites design, mobile applications graphic design, interactive online brochures, animated infographics, HTML5 animations). Under the overall supervision of the Resource Management Specialist, and under the direct supervision and directions of the ICT Coordinator the Web Designer shall perform the following tasks and responsibilities: Liaise with the ICT coordinator and team members to understand users' needs and identify corresponding user interface requirements, workflows, and functionalities. Read and understand the needed software project requirements received from the ICT coordinator, the management and the CTAs. The Web Designer will be responsible of: A. Creating Branding and Logo: the required system brand identity to reflect a more unique presence in the market, such that it will highlight end-users main interests, among which is data accessibility. This will include the creation of the logo with its typeface, development of branding guidelines, development of key messages, and the development of branding elements such as: Logo, mechanism and application. Color Scheme, Typography palette Stationary (business cards, notepads, etc.) Premises posters, E-Banners, etc. signature. PowerPoint slides.

Visual Design: Creating the Look-and-Feel in line with the proposed visual identity, such that it includes developing the website layout, design, and content to reflect the authority s new vision. This shall include: Sitemap and sketching: The Web Designer shall create and deliver the sitemap and wireframes of pages to serve as a blueprint for the required system. During this process, all key pages and modules inside shall be taken into consideration while creating the sitemap, showing their relationship to each other and defining how the overall navigation should be structured. The Wireframes shall be provided by the incumbent to highlight the recommended detailed view of the content that will appear on each page. It represents a guide for defining content hierarchy on the page. Template designs: upon approval on the sitemap and wireframes, the incumbent shall create and deliver at least 2 responsive template design proposals. These templates shall include but not limited to the following elements: interface design look and feel, colors, font sizes, pages (or sections) header and footers, pages titles, style sheets icons, buttons, tables, popup windows styles, related graphics and images. General template compatibility guide: Chrome 7.0 and higher. Safari 5.0 and higher. Opera 9.5 and higher. Firefox 3.0 and higher. IE 7.0 and higher. All mobile browsers/os. All screen sizes in portrait and landscape layout. C. Prototype: upon approval on the selected template, the incumbent shall prepare the Prototype; this will serve as an online like website using the template and guidelines defined in the template design. At this stage the web designer will be responsible of delivering all materials (design files, html, vector, etc ) to the ICT coordinator and the developer team. D. For online brochures (requiring HTML5 animation): Develop interactive online version of the brochure based on the same selected design for webpages, s exchange and social media, and for presentations (e.g. using interactive touch screens). Advise on the programs options and techniques, i.e. user friendly interfaces, compatible layouts, etc. Develop a responsive design for the interactive brochure; provide optimal user experience across wide range of devices (mobile, tablets, laptops and huge presentation screens) changing to different layout format (portrait or landscape). User Experience/User Interaction: Advise on multiple interaction scenarios based on user selection for any component/module inside the brochure. The brochure shall be well structured and easy to navigate. The interactive brochure shall be developed using well-known technology (preferably HTML5); usage of software such as Adobe EDGE Animate is encouraged. The interactive brochure shall be cross-platform compatible; ios, Android, Windows mobile, Microsoft Windows, Mac OS, etc... The developed interactive brochure might be integrated inside other parties information systems (e.g. websites), it should be exported to html, pdf and image format. Social media integration for the online version; ability to share any part of the brochure on social media pages.
3 E. Animated Infographics : Create infographics and images to convey the main messages. All infographics to be created based on statistics and information provided. The infographics and images will be added to the brochure design, i.e. in the printed copies, and interactive forms of the infographics will be used in the interactive online version of the brochure. Deliver final designed materials in vector format. D. Expected Outputs and Deliverables Progress towards achieving each task during the contract will be monitored on a regular basis and with reference to a clear set of deliverables, including, where needed/applicable: Static systems (e.g. online brochure not linked to database): delivering the final systems including all source code which is the sole property of United Nations Development Programme and should be delivered upon project s closure along with all third party licenses (including graphics). Dynamic systems (e.g. websites, mobile application linked to database): delivering the design files with all materials(design files, html, vector, etc ) to the ICT coordinator and the developer team. These files will be the sole property of United Nations Development Programme and should be delivered upon project s closure along with all third party licenses (including graphics). Weekly Progress Reports. Issues Logs. Source codes of the application when applicable. Deliverables/ Outputs Completion of the requested services detailed and listed under section C above and upon submission of relevant progress reports. Estimated Duration to Complete Since this is a retainer contract, tasks are not pre-determined and each task assigned will have its own timeframe on a daily basis. This is to be agreed between the ICT coordinator and the Contractor. However, the maximum number of working days expected for this contract should not exceed 260 working days. Review and Approvals Required (Indicate designation of person who will review output and confirm acceptance) The ICT Coordinator and / or the Result and Resource Management Specialist.
4 E. Institutional Arrangement The Web Designer is to be contracted on retainer basis. The work is expected to start upon contract signature. The Web Designer will be accountable to the ICT Coordinator. The supervision will include approvals/acceptance of the outputs as identified in the previous section. The Contractor is required to maintain close communication with the UNDP-RBAS team in order to monitor progress. In the event of delay, s/he will inform UNDP promptly so that decisions and remedial action may be taken accordingly. F. Duration of the Work The duration of the assignment is expected to be 12 months upon contract signature. The work is expected to start upon contract signature. G. Duty Station The Web Designer Consultant home based. He/She might be required to attend meetings at the Regional Programme premises in Lazarieh Building - Bloc 02A 2 nd Floor, Down Town, Beirut Lebanon or via video conference. The delivery place of the software will be indicated by the ICT Coordinator. He/She may be asked to travel, in such case UNDP will cover the travel expenses according to the United Nations Development Programme rules and regulations. H. Qualifications of the Successful Individual Contractor I. Academic qualification: University Degree in graphic design, Information Technology or any related field. II. Work Experience: At least 7 years of relevant experience in web design and html development. Previous UN experience is a plus. III. Functional Competencies: A well-established track record in graphic designing, branding, online content design and infographics creation. Excellent graphic design and creative skills; Proficiency in design software; Experience in development of charts; Experience in wed development. Experience in mobile application design is a plus.
5 Experience in arts and graphics software (Adobe Photoshop or Corel Draw, Adobe animate) is required. Experience at least in one of the following design programs is required: (Visual Studio, Adobe Dreamweaver, HTML, DHTML, XML.). Knowledge of Adobe Illustrator and Flash or edge is desirable. Ability to plan, prioritize, manage a demanding workload and meet the set deadlines. Demonstrated ability to adapt quickly to the working environment. Proven ability to work proactively and as part of a multi-sectoral cross cultural team. Languages: Fluency in English and Arabic is required. Knowledge of French preferable. I. Scope of Price Proposal and Schedule of Payments All proposals must be expressed in Daily Fee. This amount must be all-inclusive. Please note that the contract price will be fixed regardless of changes in the cost components. Payment will be effected upon submission an IC Time Sheet by the Contractor, duly approved by the Individual Contractor s supervisor, which shall serve as the basis for the payment of fees as per the scheduled deliverables identified in the Major Outputs for this Assignment above.
