6 This document serves to define the business procedures associated with Entegrate GTMS and Entegrate Web, and Entegrate WebExchange applications with NAESB1.6 and partial day recall features. This guide assumes that the user has a background in gas operation and currently is using Entegrate GTMS and Entegrate Web, and Entegrate WebExchange products. The descriptions in the following sections cover the partial day recall and transactional reporting functions used to operate and manage interstate pipelines as required by Order No. 587-R. Partial Day Recalls Implementation Guide NAESB16.DOC 1 SES
7 1. Data Setup The partial day recall feature is within the NAESB 1.6 product key. It will not be functionally available unless the product user has the required product key. This section highlights the setup requirements for users to perform capacity recall/reput. All setup can be done in the Data Admin module. 1.1 Recall/Reput Feature The user can configure recall/reput features through Data Admin Pipeline Configuration Functional Area: Configuration Manager: Capacity Release module Recall/Reput Group. The following table describes new functions for recall/reput. TABLE 1. CONFIGURING RECALL/REPUT FEATURES Function Auto Recall Value (Default in Bold) T/F Purpose True: The system automatically adjusts the quantities upon a recall from CW. False: The recall from CW will be marked as pending and the pipeline will need to approve it from the GTMS. Enter the name of the SMTP server the back office will use to send s. True: Capacity Release in CW will use the local SMTP server to send Recall Notification. Support for recall/reput is at the pipeline level. All the above settings are date effective. 1.2 Define Recall Cycles The existing Nomination Cycles screen has been modified to allow pipelines to define the recall notification period deadline for each standard nomination cycle. 8 FIGURE 1. DEFINE RECALL CYCLES A new default line will be added to the Dates grid. It displays the Notification Deadline for each cycle. The following table includes the default values for this new Date Type. Standard Cycle Notif Day Notif Hour Timely Evening Intraday Intraday Notif Minute Predefined values will be populated based on NAESB standards. 9 1.3 Setup Contact for Notification If shippers have not provided the contact with Address during the offer and bid process, pipeline users must set up address in the back office for each affected parties (releasing and replacement shippers) so that they will receive the recall notifications. Modifications to Existing Offer, Bid, and Award Processes This section describes briefly the modifications made to the existing capacity release process. 2.1 Offer Process Three changes have been made to the offer process Offer Summary Page The Offer Summary List now includes Recall Notification Period(s) and Business Day Recall Notification restriction as indicated in the Offer. Also, it can be filtered by these elements. FIGURE 3. EXISTING OFFER SUMMARY LIST SCREEN (WEB) Create an Offer During the offer creation process, if the shipper specifies Capacity is recallable, then at least one of the five recall notification period indicators must be checked. Also, a shipper can decide whether the recall can be placed on a business day or not by checking/unchecking the Business Day Indicator. Implementation Guide NAESB16.DOC 5 SES

EXISTING CAPACITY RELEASE OFFER DETAIL SCREEN (WEB) Releaser Contact Information An alternative address field is provided to the shippers for receiving recall notifications. 2.2 Bid Process Similar to the offer, the shipper can enter an alternative address for a bidder company during the bid process. 13 3. Recall from Web Shippers can submit a recall request from Entegrate Web. Also, they can view the history of capacity release and recall on their own contracts. Each pipeline will be able to see all shipper s capacity releases and recall Information. 3.1 Recall List with Filter A recall can only be created against a previously awarded recallable offer. The Recall List Screen is divided into 2 sections. The upper section (first three rows) contains the filter fields. The lower section contains the results from the filter. When a user selects a TSP and/or Releaser Name or Releaser Contract, the system will display a list of the releasing contracts with their Release Start Date, Release End Date, Max Qty for recall, Business Day Recall Notification restriction, Recall Notification Period(s), release status and action allowed. The release cannot be recalled either because the release end date is prior to the current date or the available capacity for recall is zero. No recall has been placed to the release. The release can be recalled. Recalled Partial The release has been recalled and the recall quantity is the full release quantity and recall ends when release ends. The release cannot be recalled. Releasing capacity has been recalled with only partial quantity and/or for partial period of the release. The release cannot be recalled. 14 Status Action: View Action: Recall The release can be recalled. Revoked Indicate the release has been revoked. The release cannot be recalled. 3.2 View Screen When the user clicks the View button from the Recall List Screen, the system will display the history of the release and/or recall information as illustrated in the following figure. This screen is strictly informational. The Type column in the grid indicates whether the record is a release or recall. FIGURE 8. NEW VIEW RELEASE/RECALL HISTORY SCREEN (WEB) 3.3 Recall Screen If the user clicks the Recall button from the Recall List Screen, the system will display a new Recall Screen. There are three sections on this screen. The upper section displays the original release to be recalled. Also, it will automatically populate the cycle information for today and tomorrow based on the current system time. Such information will be used to determine the Recall Notification Period when the recall is placed. There are four Recall Levels for users to select from: Offer, Contract, Contract and Path, and Path Only. The default value is Offer. The middle section is driven by the selection of Recall Level. The lower section of the Recall Screen is for users to view the Release/Recall history. Implementation Guide NAESB16.DOC 9 SES

NEW RECALL SCREEN (WEB) When Offer is selected, the system requires user to specify the Recall Term Start Date, Recall Term End Date and Recall Quantity as illustrated in the above figure. If there are multiple replacement contracts awarded for the offer, the recall capacity will be prorated and allocated among those replacement contracts. When user selects Recall Level as Contract, the system must display all awarded contracts for that offer. User may specify the Recall Term Start Date, Recall Term End Date and Recall Quantity for each contract. If Contract and Path is specified, the recall can be placed on a specific path on a specific contract. When the Segmentation feature is ON for the pipeline, additional information such as SegmentInd, SegPath and SegLevel will be displayed. Implementation Guide NAESB16.DOC 10 SES
16 If Path only is selected, the recall can only be placed on a specific path across the contracts created during the award process for a specific offer. Recall capacity will be prorated and allocated to each affected replacement contract. When the Segmentation feature is ON for the pipeline, additional information such as SegmentInd, SegPath and SegLevel will be displayed. Recall dates and quantities will be validated against the offer. Validations will be performed to ensure that: 1. Such recall complies with the Recall Notification Period(s) and Business Day Recall Notification restriction settings in the Offer. 2. Recall Start Date is on or after the Release Term Start Date or Recall Notice Date, whichever is later, and on or prior to the Release Term End Date. 3. Recall End Date is on or after Recall Start Date, and on or prior to the Release Term End Date. 4. Recall Quantity must be numeric and is less than or equal to the released quantity. (Please note that the released quantity is the award quantity less the quantity from previous recalls, if any.) Successful or error messages will be displayed to show the result of the validation. After passing these validations, the system will start the notification process and send recall notices to the pipeline and first replacement shipper and cc the releasing shipper. If the Auto Recall is set to True on the pipeline, then the system will automatically adjust the quantities on the releasing and replacement contracts for the recall term. The system will also send recall notices to each affected replacement shipper and cc the pipeline, if the Recall Notification From Pipeline is also set to True in Configuration Manager. The allocation of capacity between the releasing shipper and the replacement shipper(s) is based on the Elapsed Prorata Capacity (EPC). Implementation Guide NAESB16.DOC 11 SES

Modifications to the Capacity Release Process in Back Office Modifications have been made to the existing capacity release process for handling the new data element: Recall Notification Period(s) and Business Day Recall Notification restriction. 4.1 Specify the Recall/Reput Terms for a Released Contract Modify the Existing Create New Released Contract Screen by adding a new frame: Recall/Reput. It has a Recall/Reput Indicator with two columns in the dropdown: Indicator and Description for users to specify whether the release is recallable and/or reputtable. Defaults to Capacity not recallable. If the user changes it to be recallable, then six checkboxes will be enabled for users to indicate whether the recall is restricted to a business day and what recall notification period(s) will be allowed when capacity is recalled. Defaults to allow recall on business day only and only allow Timely Recall Notification. At least one of the five recall notification period indicators must be checked. FIGURE 10. 18 4.2 Custody Update Contract Users can view the Recall Notification Period(s) and Business Day Recall Notification restriction information by clicking the Detail button on the Custody Update Contract folder. A new window will be opened and displays the Recall indicators. Since these indicators were set during the capacity release, they are disabled. For existing capacity release contracts that do not have the recall indicators defined, the system will allow users to use this screen to set the indicators. Recall from Entegrate GTMS Pipeline personnel can recall released capacity through the Entegrate GTMS. 5.1 Recall/Reput A recall can be placed on released contract(s) on the Maintain Custody Transfer Contracts window when highlighting the releasing contract that released capacity and clicking ReCall button. FIGURE 12. NEW RECALL/REPUT SCREEN When the user selects an Offer ID from the dropdown, the system will automatically display the release information. It will also display the current recall notification period based on the recall notification deadline settings defined for the five recall cycles (See Sections 1.1 and 1.2). In order to recall capacity, the user must select the Recall Level and if the release is reputtable, then specify whether the recalled capacity will be reput to the released contract(s). Similar to the Recall Screen developed in the Entegrate Web, users can specify the recall level from the following four options. Implementation Guide NAESB16.DOC 14 SES

When clicking the OK button, the system will validate the recall data entry of Start Date, End Date and Quantity. If all validations pass, the system will adjust the quantities on the releasing and replacement contract(s) based on the EPC method, and send out the recall/reput notification to each affected replacement shipper. Clicking the Cancel button will close the Recall window with no further action. Clicking the Report button will open the Recall History Report window. It defaults the TSP and Releasing Contract from the previous recall screen. However, the user can view a different TSP/Releasing Contract by changing the filter. FIGURE 13. 21 5.2 Approve a Recall Request In order to provide the pipeline an override functionality on recalls, the Auto Recall in the Configuration Manager must be set to False. In this way, the system will mark the recall created from Entegrate Web as a pending recall request. The pipeline can use the Recall screen to view, modify, approve or reject each pending recall. All pending requests under the selected releasing contract will be displayed in the Pending Recall Request dropdown. Once selected, the detail on the pending recall will be displayed in the Pending Recall Request grid. When clicking the Modify button, the system will open up the Recall Start Date, End Date and Quantity fields. Users may change these fields, or simply click the OK button to approve the recall. Clicking the Undo button will reset the information on the recall request. When clicking the Reject button, the Recall Start Date, End Date and Quantity fields will be shaded in red. Click the OK button to complete the Reject process. Once recalled (with or without modification) or Rejected, the recall request will be removed from the Pending Recall Request dropdown. FIGURE 14. Modifications to the Data Sets Several capacity release datasets in Entegrate WebExchange have been updated to incorporate new recall/reput data elements. 6.1 New Validation Code Values For Offer Upload Quick Response (5.4.8 G843UDVL), the following new code values must be included in the G_CapR_Error_Message table. 24 7. Data Setup The Transactional Reporting feature is within the NAESB 1.6 product key. It will not be functionally available unless the product user has the required product key. This section highlights the setup requirements for using the Transactional Reporting feature. All setup can be done in the Data Admin module. Please note that all contracts with Contract Type as Title Track are excluded from audit process and Transactional Reporting. The system will not track the quantity changes during the Recall/Reput process. 7.1 New Settings Configuration Manager User can configure audit features through Data Admin Pipeline Configuration Functional Area: Configuration Manager: Contracts module Transactional Reports Group. The following table describes new functions for audit and transactional reporting. Function TABLE 3. CONFIGURING AUDIT/TRANSACTIONAL REPORTING FEATURES Value (Default in Bold) Purpose Contract Audit T/F True: The system automatically creates audit record(s) when a pre-determined contract event is triggered. False: No audit records will be created. Force Audit* T/F Cannot be set to True unless the Contract Audit is True. True: The Update Transactional Reports checkbox in Custody Contract defaults to checked. False: The Update Transactional Reports checkbox in Custody Contract defaults to unchecked. *This setting controls the default setting for the Update Transactional Reports checkboxes in the Custody Update Paths, Commodity, Path Demand, and Contract Demand folders. Please see the User Access Type section below for details. Support for audit settings is at the pipeline level. All the above settings are date effective User Access Type A new User Access Type (UpdtTransRpt) will be added to the User Access Screen. Only the users with this access can check/uncheck the Update Transactional Report checkboxes in the Paths, Commodity, Path Demand, and Contract Demand folders in the Custody Contract module. The default setting of this checkbox will be based on the value for the Force Audit as mentioned above. Implementation Guide NAESB16.DOC 19 SES
25 If the Force Audit is True (i.e. the Update Transactional Report checkbox is checked) and the user does not have the access of UpdtTranRpt, then changes that are made to the corresponding folders will be audited automatically. If the Force Audit is False (i.e. the Update Transactional Report checkbox is unchecked) and the user does not have the access of UpdtTranRpt (i.e. the user does not have the control on the Update Transactional Report checkboxes), then changes that are made to the corresponding folders will remain for the specified production period and no audit record will be created. Also, such changes will not be posted in the transactional reports Company Traits in Data Admin In order to view the transaction reports via Entegrate Web, the following steps must be followed for all pipelines. 1. In the Data Administration module, click the Partner button in the module toolbar. The Maintain Company Information window displays. FIGURE 15. COMPANY TRAITS SETUP SCREENS 2. In the Company Identifier field, select the appropriate pipeline from the dropdown list. 3. Click the Co Traits button. The Traits window displays. 4. Click the Def Trait button in the Traits window. 26 5. Click the Add Ty button. The New Trait Type dialog box displays. 6. In the Enter New Value field, enter TRANSACTIONAL REPORTS exactly as shown. 7. In the Description field, enter a description. 8. Click OK button to save the data, and click Cancel button to reset data. The data displays in the Trait Type and Trait Type Description fields in the Maintain Trait Types and Ids window. 9. In the Maintain Trait Types and Ids window, click the Add Id button. The New Trait Id dialog box displays. 10. In the Enter New Value field, enter PATH (value exactly as shown). 11. In the Description field, enter a description. 12. Click OK button to save the data, and click Cancel button to reset data. The data displays in the Trait ID and Trait ID Description fields in the Maintain Trait Types and Ids window. 27 13. In the Maintain Trait Types and Ids window, click the Add Id button again. The New Trait Id dialog box displays. 14. In the Enter New Value field, enter SERVER (value exactly as shown). 15. In the Description field, enter a description. 16. Click OK button to save the data, and click Cancel button to reset data. The data displays in the Trait ID and Trait ID Description fields in the Maintain Trait Types and Ids window. 17. Close the Maintain Trait Types and Ids window. 18. In the Traits screen, assign traits and values for the pipeline as follows: a. Click in the Begin Date field of a new row in the grid. A default Begin and End date range displays. Repeat steps 1 18 for all pipelines that will have reports in Entegrate Web. 7.2 Maintain Pipeline Seasons for Seasonal Pipeline Operations A new screen is provided in Entegrate GMS/GTMS for users to enter the definition for pipeline seasons if more than one season exists. For non-seasonal pipeline operations, there is no need to enter any record in this screen. Users can add, update, or delete a pipeline season. Except for the first season, each season s start date must be after its previous season s start date. The user must press the Save button in order for any updates to be made to the database. 29 The Show Deleted radio button will default turned off. If the user checks Show Deleted, the Refresh will also display previously deleted pipeline season data. 30 7.3 Set Audit Process This is a user-driven data conversion process to set up the original contract records that the downstream audit process will be based on. This is a required step in order for the new audit and transactional reporting features to take into effect. FIGURE 17. EXISTING CUSTODY UPDATE PATHS FOLDER When changes have been made to certain fields as indicated in the list of audit contract data and the Update Transactional Report is checked, the system will create an audit record and the change will also be reflected on the transactional report for the corresponding contract. 8.2 View Historical Contract Data Users will be able to view the historical contract path data and the latest path data on the transactional report in the new Contract Path window by clicking the Paths button in the Paths folder Contract Path The Contract Path window displays all of the latest path related records for transactional reporting or all audit records on the default contract. A checkbox will be provided to indicate the type of records to be displayed. When the Show History checkbox is checked for displaying all historical records, the screen will become non-editable. When Non Seasonal is selected, the SeasonID will be 0 in the Path MDQ grid, meaning the corresponding MDQ is not seasonal and only one entry is allowed per path in the header grid. 35 When Seasonal is selected, all of the pipeline seasons for the specified pipeline that are defined in the Data Admin will be listed and be available for an MDQ update. MDQ field only accepts an integer that is greater than or equal to 0. When users change from non-seasonal to seasonal path MDQ, the non-seasonal MDQ will be zeroed out. When users change from seasonal to non-seasonal path MDQ, all seasonal MDQ (with SeasonID not equal to 0) will be zeroed out. Update button will be used to save changes made to the records on both the Contract Path and Path MDQ girds. The LocQtyType field is new to the GMS/GTMS and is used to indicate the quantity type for the corresponding path record. NEW POST CONTRACT BUTTON When the user clicks the Post button on selected contract(s), a new message box will be popped up: When clicking Yes and if the TSP has been setup correctly as specified in Section 7.1.3, the system will start the post process that will: 1. Create new audit records and mark them with a new VersionNo when certain contract changes have been made within last 90 days, and 2. Create the report based on the latest audit records and save it to the Report Location that has been set up in the Company Trait screen. Report name will be formatted as the TransactionalReportCapRel.txt, TransactionalReportFIRM.txt, TransactionalReportINT.txt. Depending on the number of audit records in the database, this process may take time. The following message box will be displayed during the Post process. 40 8.3.2 Potential Posting Error When the default installation is made for an XP Pro there may be some Access violation errors that will prevent GTMS from Posting the Transactional Reports. This can happen in some specific cases where one of the PC is a part of a Workgroup and not a part of a domain. 41 9. Entegrate Web Transactional Reporting Users are required to post the report in the back office so that the transactional report can be viewed via Entegrate Web.
