4 First-Class Package Service Changes: evs Customers SSF must be populated with the correct zone File Price Change File Changes Non-eVS Customers PS Form 3600 FCM (First-Class Mail) has been updated to support zone-based pricing. Customers must populate the updated postage statement with the correct zone based on the origin entry location ZIP and destination ZIP Mail.dat and Mail.XML Zone is a required field in edoc. 5 Price Change Plant-verified drop shipment (PVDS) mailings will be verified and accepted as follows: Current Prices PVDS mailings verified and paid for on or before January 26, 2019, using the current prices, will be accepted at destination entry postal facilities through Monday, February 11, 2019, when presented using einduction or evs processes or with appropriate verification and payment documentation (PS Form 8125 or PS Form 8017) New Prices PVDS mailings may be verified and paid for beginning January 13, 2019, using the new prices, provided the shipments, when presented using einduction or evs processes, or with appropriate verification and payment documentation (PS Form 8125 or PS Form 8017), are not deposited at destination entry postal facilities before January 27, 2019 For mailings with electronic documentation, mailers must enter a Mail Arrival Date that is on or after January 27, 2019 For mailings with hard copy postage statements, USPS acceptance employees must enter a Mail Arrival Date that is on or after January 27,

22 Prepare New Labels To use Automated Returns, Merchandise Return Service (MRS) traditional shippers must update their return label design with the simplified layout. Merchandise Return Service Label USPS Return Service Label No changes to mailing labels required for current Scan- Based Payment (SBP) shippers. Refer to Section of the DMM for further details on the labels Once the new mailing labels are being used, customers have to enroll in either SBP or Automated Returns. The return address in Automated Returns labels will be addressed directly to the shippers and not the Postage Due unit 22

23 Analyze Data EPS Portal Shippers will have the ability to review summary and transaction reports through the Enterprise Payment System Package Platform will charge the linked EPA for a package on the day that it is delivered If the EPA provided during enrollment is a Trust Account, EPA will be drawn down immediately If the provided EPA is a Debit Account, transactions will be held until 6pm EST and billed as a daily transaction Shippers will have the ability to review summary and transaction reports through the Enterprise Payment System or subscribe to a data feed through Informed Visibility First-Class Package Service Returns 23

24 Analyze Data IV-MTR Data Feeds and Data Elements With IV-MTR users are able to choose: Which data elements you want included in your report What order the data elements appear in the reports Two types of data are available for the Automated Returns: Pricing Notifications are available as soon as the package is priced Final Notifications are available once the package is delivered First time users can enroll in the IV-MTR service through the BCG. 31 MSSC Pilot Feedback All customers calling the MSSC from any of the seven pilot locations are invited to respond to a survey. Overall satisfaction rate 94% Over 5,000 calls since August 1 st Survey feedback has included: The two individuals I spoke with were very helpful I can't think of anything they didn't already do. I appreciate the customer service! They could not have been more helpful It was perfect. I got a real person on the phone immediately and she solved my issue. MTAC Volunteers have reported feedback on over 20 calls: Overall satisfaction rate 100% 31

35 Outstanding Items Category Streamline Periodical Application and Identity Management Mailing & Shipping Solutions Center (MSSC) SKU Package Platform Action Items Action Items Topic on the agenda for the next PAG Meeting. Update anticipated early December. Proposed Charter Statement: The project is to work with PAG to evaluate and streamline the application, approval and pending periodical process. The initial idea, to discuss with PAG and PCSC, is to bring the process into the existing PostalOne! online permit creation page. The complexities involved would be the requirement to bring sample copies to a BMEU for review and application approval from PCSC. The initial meeting will take place on December 12 where recommendations will be discussed in order to move forward. Kickoff meeting for Mailing/Shipping Solutions Desk Training was held 11/8 to engage industry in MSSC Training Expose Mailing & Shipping Solutions Knowledge Base was shared during kickoff call on 11/8 Create a SKU mapping for Mail.XML Work with industry volunteers; Post a technical SKU specification to PostalPro Update Mailer Download label to specify SKU & Price Files Determine & share how long previous files will be available for download Review Outbound Verification Document with Workgroup 182 on October 11th meeting. 37 Prepare New Labels Choose the Service Type Codes (STC) based on Mail Class for use in Automated Returns. The Service Type Code (STC) is a unique identifier, included in the IMpb, which specifies the Mail Class. A limited set of STCs can be used for Automated Returns. MRS Traditional customers will need to transition to a new STC as part of their label redesign. SBP customers can use existing STCs but should note that insurance is not offered in Automated Returns at this time. No Errors: Package Platform will price all packages 2. Errors Auto-Correction: auto-correction logic uses valid attributes to calculate price based on Rate Combination table 3. Errors No Auto-Correction: Package Platform will reject the package data in error and the shipper will be notified.
