3 ABC Company PAYMENT METHOD Permit Common Full-Service Terminology CUSTOMER IDENTIFICATIO N CRID MAILER IDENTIFICATIO N MID Permit Permit Permit - permission to use a certain postage payment method for bulk and commercial mailings. For commercial mailings, an annual fee applies. There can only be one CRID for each physical business location. However, there can be multiple Permits and MIDs associated to the one CRID. CRID - unique ID number used by USPS to identify a customer s physical business location (address). MID MID - A six- or nine-digit number the USPS assigns to a Mail Owner or Mail Service Provider based on calendar-year mail volume 3
4 November 2014 Non-Profit Timeline PostalOne will use MID, CRID or Permit to validate Non-Profit Status in edoc April 2015 Every Non-Profit mail owner will be validated through edoc regardless of volume USPS Will no longer accept hard copy non-profit validation reports 4

10 January 2015 Full Service Invoicing edoc evaluation based on monthly average Not individual mailings January invoice will be for December 2014 performance Postage adjustments only occur if a particular error is over the threshold Number of pieces in error over threshold times $.003 for first class $.001 for standard class A piece will only be charged for a single error Example: 1,000,000 pieces mailed in the month with 6% error, threshold is 5%. 10,000 pieces in error times $.003 = $30.00 Additional postage due 10
11 Invoicing for Full-Service errors will be activated in January 2015 Verification Checks that Threshold Service Type ID Unique Piece Barcode (IMb), Tray Barcode (IMtb), and Container Barcode (IMcb) STID is appropriate for the class of mail and service level of the mailpiece Mailer ID MID is valid 2% Co-Palletization Are across all mailings for 45 days, excluding some small mailings Exception: mailings with < 10,000 pieces can use the same serial number, if postage is affixed to each piece at the same price or the pieces are of identical weight and separated by price Mailings have an edoc submitted by both the origin facility and consolidator to describe the movement of trays and sacks Entry Facility Location listed in the edoc is valid 5% By/For Information includes appropriate Mail Owner and Mailing Agent identification Exception: By Mail Owner, mailings with <5,000 pieces are not required to perform the By/For association Mailers will be expected to be below thresholds before activation 2% 2% 5% 5%
12 Postage adjustments based on monthly average Full Service Invoice Generation Timeline January, 2015 All postage adjustments will be performed at the edoc Submitter CRID level Mailers will have 10 days to review the invoice and all mail preparation errors: During this period of time, mailers can elect to dispute errors If contested, invoice will be placed in a dispute queue report made available externally Mailers should monitor Scorecard daily to avoid month end surprises 10 Days 10 Days 5 Days 3 Days End of Invoicing Period (Month End) Invoice Generation Pay/Dispute Update/Reject/ Invoice Close Dispute VAE BMS Reviewer Verification Assessment Evaluator If unpaid, invoice will be marked as overdue Pay Invoice VAE 12

14 How to Access Mailer Scorecard Users have the option to choose I m an edoc submitter or I m a Mail Owner or Mail Preparer from the launch page, which takes them to the prompt page of the scorecard selected If the user selects the edoc submitter option, the breakdown of metrics by CRID use for the submission of edoc. If the user selects Mail Owner option, the metrics are filtered by mail owner and mail preparer. 14
15 Mailer Scorecard: CRID Prompts Mailer Scorecards may only be viewed according to a single calendar month CRID search function 15 edoc Submitter CRID prompt An edoc Submitter CRID prompt has been added to the Mailer Scorecard, which will display edoc Submitter CRIDs associated to a user s account. Multiple CRIDs may be selected for viewing in the same Mailer Scorecard. For each CRID, first select it in the left pane and the click on the button to add the CRID before running the complete report. If you wish to select all CRIDs available, simply click on the button.
16 Mailer Scorecard: Profile Tab Mailer Profile, New Percentage Metrics The new Mailer Scorecard has 4 tabs for which updates will now be discussed: Mailer Profile Electronic Verification einduction Seamless To begin, the Mailer Profile perspective of the Mailer Scorecard provides a dashboard overview of the types of mailings submitted by a mailer. New percentage metrics have been added to the % Metrics view and enabled by default on the % Trending view from the Mailer Profile perspective of the Mailer Scorecard. 17 Full-Service Tab Renamed Electronic Verification Made up of 5 components 1. Volume Information: Provides the count of container, handling units, and pieces that were provided in edoc and included in the verification results on this tab. 2. Full-Service Verifications: These verifications compare the edoc against the Full-Service preparation requirements for Full-Service mailings. 3. Move-Update Validation: This validation will replace the MERLIN Move-Update verification for mailers providing more than 75% of their volume as Full-Service. 4. Entry Point Validations: This validation checks the correctness of the USPS entry facility in the edoc for mailers providing more than 75% of their volume as Full-Service. 5. edoc Nesting/Sortation Validations: This validation checks the presort in the edoc against labeling lists and presort rules for mailers providing more than 75% of their volume as Full-Service. 31 Mailer Scorecard Enhancements Threshold Displays Error Thresholds What are error thresholds? Error thresholds for Full Service, einduction and Seamless aid in identifying mailer issues and potential mailer issues When a mailer exceeds a given threshold, an invoice will be issued for that error metric USPS will also work with mailers to identify and highlight metrics for which a mailer is in danger of exceeding a given threshold How are error thresholds determined? Custom thresholds can be set only for By/For Errors All other error thresholds are static thresholds Reminder: Whenever a mailer exceeds a threshold, it displays on the Mailer Scorecard highlighted in yellow.
32 Mailer Scorecard Enhancements (cont.) Threshold Displays The Mailer Scorecard will display custom By/For thresholds per CRID in the View Thresholds page. For By/For thresholds, the Mailer Scorecard is updated to use a threshold where the month selected is between effective start date and effective discontinue date for the specific threshold, using last day of the month. The CRID selector dropdown on the View Thresholds page allows toggling between the thresholds for different CRIDs. CRID selector 32
