Benchmarking - The Old and The New Section A: Orientation Whether you have been benchmarking your building for a while now, or just starting, completing the benchmarking process can help you: Determine your comparative energy use in relation to other buildings of a similar size and nature View your monthly energy costs Figure out how to lower your building s environmental footprint and save on your energy bills Comply with local and/or statewide regulations requiring certain buildings to disclose their energy use So What s New? In September 2015, the California Legislature passed Assembly Bill 802, replacing AB 1103 and updating benchmarking requirements for building owners and utilities. California s new benchmarking regulations have created a much easier way for building owners to gain access to energy usage data. II. Who Does AB 802 Affect and What Exactly Is It? Under AB 802, building owners will receive aggregate whole-building energy usage data. For a building that has multiple active utility accounts, this is a change from AB 1103, where data was uploaded per individual meter. The new legislation also allows building owners to obtain energy usage data without tenant authorization if certain meter thresholds are met. Specifically: If you own a non-residential building with 3 or more active utility accounts per commodity and/or You own a multi-residential building with 5 or more accounts per commodity, You can receive aggregate energy use data without customer data release authorizations. How does AB 802 Change Benchmarking services provided by PG&E? You can only manage what you can measure, and the key to benchmarking your building is receiving all of the building s energy usage data. However, if your building has separate meters for tenants, it can be a challenge getting together all the individual usage data for the whole building. AB 1103 o Obtaining the necessary meter authorizations from tenants is arduous and time-consuming. AB 802 o If you meet the threshold requirements described above, no more individual authorizations o If your building meets the threshold, and the tenant changes, there is no need to obtain a data release authorization from the new tenant. The energy usage data automatically uploads 3

4 o PG&E will provide you with the aggregate data within 28 days of your request if all details are correctly entered and the building is set up accurately III. What Does This Mean for Building Owners? The Building Benchmarking Portal (BBP) allows you to register your building and request whole-building aggregate data be uploaded to your Energy Star Portfolio Manager (ESPM) account I ve already benchmarked using individual meter data per AB Why should I switch? After its passage in September 2015, AB 802 has replaced AB AB 802 requires all commercial, mixed use and multifamily buildings over 50,000 square feet be benchmarked using Energy Star Portfolio Manager. Compliance dates are as follows: Owners of commercial buildings (no residential units) are required to open an Energy Star account and request energy information from PG&E by March 1, They must then enter the energy use data provided by PG&E in their ESPM accounts by June 1, Owners of buildings with residential units are required to open an Energy Star account and request energy information from PG&E by March 1, They must then enter the energy use data provided by PG&E in their ESPM accounts by June 1, The process for building owners to receive building usage data is now defined by AB 802. Because of this, PG&E will be ending the AB 1103 service. IV. The Process for Benchmarking in AB 802 Building owners, or agents working on behalf of the owner, initiate the benchmarking process by formally requesting energy data from PG&E. This is done by registering, creating, and mapping your building on the Building Benchmarking Portal (BBP) PG&E reviews your requests and notifies you within two weeks of the request if information is missing (including building owner permission, when applicable) or if the request is complete. 4

Next Steps If you are new to benchmarking, or if you have already setup an ESPM Property with AB 1103 (individual meter data upload), the next section guides you step-by-step through the detailed process of: setting up your building in the Building Benchmarking Portal and making the request for aggregate data if you are new to benchmarking, how to setup your Energy Star Portfolio Manager account If you have already benchmarked your building, changes you ll need to make in your Energy Star Portfolio Manager account linking your BBP and ESPM accounts for automatic whole-building data transfer Click on the section you need from the Table of Contents and go straight to the information and help for a particular part of the Building Benchmarking Portal or the Energy Star Portfolio Manager. We ve also included a section on Frequently Asked Questions at the end, and can be jumped to by clicking on FAQ in the Table of Contents. 6

7 Section B: Requesting Energy Usage Data in the Building Benchmarking Portal (BBP) This section will guide you through how to use the BBP for requesting aggregate whole building energy data for your building. BBP - Log in & Register Building Go to the Building Benchmarking Portal If you: o Are a New User, create a Username and password o Have registered before but forgotten the password, click on the hyperlinks and reset Username and password by answering the security questions developed during registration o Are already a Registered User, enter Username and password to log in First page - Manage Buildings Dashboard This is where you manage all registered buildings o Top tabs: Manage Buildings lists all of your registered buildings My Profile - you can make changes to your profile 7

8 Register a New Building There are 3 steps to register a building. If you are a New User, click on the Manage Buildings tab Step 1: Create Buildings o Click on Add Building o Enter the following building information Building name Street number (Separate from the street name) Street name (Do not use a suffix: Ave, Blvd, Street, etc) Unit number City Zip code We recommend using similar information in your ESPM account when entering building information above o Click Next 8

9 Step 2: Upload building verification Documents o Registration requests require supporting documentation verifying the requestors relationship to the building Documentation must show that the requestor is either the building owner, or working on behalf of the owner (with their permission) o Click Browse to locate files on your computer o Upload supporting document (1 at a time; total of 5 documents up to 5 MB each). Recommended documents: deed, mortgage (for proof of ownership), or letter of authorization (LOA) from the building owner if you are an authorized agent working on behalf of the building owner o Click Submit Step 3: Review and Agree Before finalizing the registration, you can o Make final edits to the building registration, if necessary o Add or remove the attached documents To complete registration o Please review the terms of agreement o Review then check the I Agree box o Click Submit Return to the building dashboard page and you will see that your building has been added. Next to the building name and address, the 3 status columns show Registration, Mapping, and ESPM (Energy Star Portfolio Manager) Status is Pending as PG&E needs to review the documents upon receiving a building registration request 9

10 Notification You will receive two notifications from PG&E after submitting a building registration request o 1 st notification confirming that your building registration request has been submitted o 2 nd notification confirming approval of the request or informing the user that more information is needed Once approved, the status of the building changes to Approved. If more information is requested by PG&E, User will receive an On Hold notification. 10

12 BBP - Map and Manage Buildings Here, you are creating a building definition by mapping the building. Mapping refers to the process of identifying and connecting meters to your building. This is done by connecting premises to your building. A premise includes the premise address plus any active electric and/or natural gas meters. Tip to User: Please make sure you have as much information as possible on hand before you start mapping, for instance total number of meters at the building, and utility bills to help confirm both Meter IDs, and the service address How to map a building after it has been registered At this point, the building registration has been approved and the building is ready to be mapped On the building dashboard, you will see the registered building name and address with o Registration Status: Approved o Mapping: Undefined Click on Undefined to begin the process of mapping your building There are two options to map your building o Option 1- Create a new building definition o Option 2- Review and accept an existing building definition (This option only exists if someone has registered a building with the same address and mapped premises to the building) Option 1: Create a new building definition Search, view, and add unmapped premises associated with the building address Click Go to New Building Definition The next page may display default search results based off of the address used for the building in your registration If any premises are listed, review and select the premises that you want to add to your building, then click Add to New Mapping If no premises are listed: Click on Update Mapping and then Search Premises. 12

13 To Search for Premises: o Begin by using the building mailing address and/or the Service Address on your bill to search but remember to exclude suffixes like Street, Road, Lane, etc. o The columns in the search results provide the following: Premise Address Premise Status Gas Service Electric Service Address of utility service (gas and / or electric) Notes if the Premise has been mapped to a building or is unmapped and available to add If 1 = active gas meter at Premise If 0 = no active gas meter at Premise If 1 = active electric meter at Premise If 0 = no active electric meter at Premise o If you think you are missing meters, search for variations of the address (e.g. 1 st St., First St., etc.). Also be aware of any side street or other mailing addresses associated with your building. Try to include all possible addresses for the building when searching o If needed, for more information on Premises see the FAQs Note: if a premise is already mapped to another building, it will show up in the premise search results but it will not be available to be mapped. premises cannot be mapped to more than one building Select the premise(s) you want to add to your building and click on Add to New Mapping. This will add the Premises to your cart If you want to search for another address, click Search Premises on the same page and repeat the steps as necessary. You can view the Meter IDs to check for accuracy and ensure that all premises are included Once you have added all necessary premises, Click Save New Mapping. Note: You can only map up to 50 premises at a time. If your building has 51 or more premises associated with the building, you will need to complete the mapping in more than one stage. If you click and return to the Manage Buildings page, under mapping status column, it will show as Defined 13

14 Option 2: Review and accept an existing building definition At this point, registration is approved and now user is able to map the building Click Undefined. If a User has previously created and mapped a building with the same address, an existing Building Definition will appear Click on the address and review the existing building definition which a user has already created. At this stage, you are reviewing the premises. If you feel the building definition (mapping of premises) is incorrect and a change is needed, contact benchmarking customer service at PG&E. Users are not able to change the existing building definition on their own in the portal. If you agree to the existing building definition, accept the existing mapping o Note: Requesting the existing definition of a building requires approval from the PG&E Administrator. You will be alerted once this is completed o Once approved it will show Defined under mapping status on building dashboard 14

15 When you have completed mapping and defining your building, an updated Status will be reflected on your Manage Buildings page see that Mapping has been updated to Defined. You have now completed the setup of your building in the BBP. The next step will be to setup and connect your ESPM Property so it can receive the aggregate data for the building. 15

16 Note these next steps take place in Energy Star Portfolio Manager (ESPM) Now that you have mapped and defined your building in the BBP, the next step is to share and connect the property in ESPM. This guide provides instructions on how to share and connect your building for both existing users with an ESPM Property Profile, and for new users who are creating new ESPM Property Profile. 1. Existing User: This next section is for users who have already created a Property Profile in ESPM or are changing the Property from an individual meter connection to the aggregate whole building connection. 2. New User: If you are a new ESPM user or need information on how to set up an ESPM account, please refer to Appendix I: How to create an ESPM Account ESPM - Setup your Portfolio Manager Account to Receive Aggregate Data Create 2 New Meters for Aggregate Data Your Account will only need one electric, and one natural gas meter in ESPM Click the Energy tab to create two new meters: Aggregate Electric and Aggregate Natural Gas o Click Add a Meter o Choose Electric o Choose the energy source (from the grid, solar panels, turbines, etc) o Confirm How Many Meter is 1 o Click on Get Started o Name the Meter - User can name the meter(s) whatever works best for them. However, we recommend adding Aggregate in the name (image with the sample name is shown below) o Next, finish the Units, Date Meter became Active, and In Use Radio Button For the new aggregate meter, be sure to use today s date as the Date Meter became Active If you already have a property in ESPM receiving individual meter data from PG&E (AB 1103), you will need to: Deactivate those meters and create new ones for the aggregate data. First step is to make all existing meters in ESPM Inactive o Click the Energy tab o Click on the meter o Click on Basic Info tab o Uncheck the Still In Use box o Put in today s date in the Date Meter became Inactive field 16

17 o Save changes NOTE: In ESPM, you need to change the structure of your meters in order to avoid double-counting. However, we do not recommend deleting old meters (versus de-activating them) as you may want access to the historical data from those meters. Next step is to remove access to the Property for the PG&E AB 1103 Benchmarking Account o Click the Summary tab o Scroll down to Sharing this Property o Find the Pacific Gas and Electric (PACIFICGASELECTRIC) contact and in the Action drop down column, select Remove Contact s Access to Property o Select Continue when the confirmation pop-up appears Repeat this process for all electric and natural gas meters previously connected to PG&E Once you have deactivated all the old meters, return to the Energy tab to create two new meters: Aggregate Electric and Aggregate Natural Gas* o Click Find a Meter o Choose Electric o Choose the energy source (from the grid, boiler, etc) o Click on Get Started o Name the Meter - User can name the meter(s) whatever works best for them. However, we recommend adding Aggregate in the name Go back to your profile and click on the Energy tab to review that the aggregate meters are selected to be used for energy metrics Once you have completed creating the two new meters, you are ready to Connect and Share the Property 17

18 Share and Connect the Property with PG&E in ESPM The first step is to connect with PG&E (AB 802) as a Portfolio Manager contact. o Click on the Contacts link on the top right corner of the page. This will lead to a list of My Contacts o Search for PG&E by entering pge_agg_benchmark in the Search for New Contacts field o When the page refreshes, pge_agg_benchmark (Pacific Gas and Electric Whole Building) will appear on the right side of the page. Click Connect o Complete the required Authorized By and fields o Read and Agree to Terms of Use o Send Connection Request 18

19 o The next page will confirm that your Connection request was sent to the PG&E Aggregated Data contact Note: You are not yet connected to PG&E Whole Building/Aggregate. PG&E must first accept your connection request. You will receive a Connection Accepted notification in Portfolio Manager on the My Portfolio tab. This typically takes less than 24 hours. After your connection request is processed, the next step is to share your property with the PG&E Portfolio Manager account o Click the Sharing tab on the property s ESPM page o Click Share (or Edit Access to) a Property o Select One Property o Select the specific property 19

20 o Share with pge_agg_benchmark from list of contacts o For Permissions, choose Personalized Sharing & Exchange Data ( Custom Orders ) and click Continue o Select the radio button in the Exchange Data Colum o This opens up a pop-up box. 20

21 o Enter Building and User ID from the Building Detail page of the BBP (screen shot below for reference) o Select Full Access for both the Property and each aggregate meter o Goals and Recognition are recommended for Full Access, but not required Note: do not select Read Only for any item it will override the meters o Set permission level for any non-aggregated data PG&E meters, and any non-pg&e meters such as water, to None o For Share Forward, check the radio button for NO o Click on Apply Selections and Authorize Exchange o The pop-up window will now close o It is very important that you click Share Property(ies) to complete the data exchange request o A green banner will appear at the top of the page confirming that your site sharing request was submitted. NOTE: The Notifications page is a good place to watch for status changes. Initially you will see a notice saying you just sent a sharing request. Later there will be a notification that PG&E has accepted your share. This usually takes 24 hours. Once connection has been established, the Status columns in the Building Details page of the BBP will show that the building has been linked to ESPM 21

22 CISR - Tenant Authorization (If Applicable) Depending on the number of active meters at your building, individual tenant authorization may be required. If required, you will note the Tenant Authorizations banner at the top of the Building Detail page. You will also notice an Auth Required note for each meter that requires tenant authorization Click Learn More to understand the tenant authorization threshold Rule: you need customer authorizations if: o A non-residential building has less than 3 meters per commodity o A residential building has less than five meters per commodity 22

If you still see the This building is not linked to your ENERGY STAR Portfolio Manager Account message, this needs to be completed first Note: If you need information on how to create an ESPM Account, please refer to Appendix I: How to create an ESPM Account How to Complete Authorizations on Building Benchmarking Portal after sharing property from ESPM If Authorizations are required, they will need to be completed by the customer / account holder at the following website: Portfolio Manager Web Services Data Authorization form. Reminder: Please make sure you share the property in ESPM first How to fill out the online authorization forms: On the first page, enter the account number affiliated with the meter, then enter either the meter number or phone number affiliated with the account Complete the security code, then hit submit 23

25 After you have selected the proper Service IDs (meters), and selected the AB 802 radio button, you will need to enter the 10-digit Building ID associated with your building from the BBP Note if you haven t successfully shared your BBP building in ESPM, this step will not work. Type (do not copy / paste) the 10-digit Building ID. When you complete entering the ID, a pop up box listing details of your BBP Building should appear Confirm its your Building and select Finally, review and submit NOTE If this last step is not completed, and a Building ID does not generate in a pop up box, the Authorization will not process. This is a sign that your ESPM sharing request has not been completed or processed. Authorizations via the online form should finalize and process shortly after submission. Return to your BBP Building Detail, and you ll notice the removal of the Authorization banner, and find that the Auth Required note has been replaced by Authorized 25

26 Un-sharing and Re-sharing Now that you have connected your building in ESPM (and completed Authorizations, if necessary), the final step is to Un-share and Re-share the Property in ESPM. This Un-share/Re-share process kickstarts your data upload connection. These steps will allow your data to arrive within 24 to 48 hours. If you skip this procedure, your data will arrive in a week to ten days To get started, go to the Summary tab of your property profile in Portfolio Manager Under the Summary tab, in the lower right corner, look for the Sharing this Property section. In the I want to dropdown box to the right of Pacific Gas and Electric Company, choose Remove Contact s Access to Property A pop-up window will ask you to confirm your intentions to remove PG&E s access to this property. Click Continue. When the page refreshes, PG&E will no longer appear in the list of Contacts who have access to your building Next we will establish a fresh site share connection with PG&E. Note: Your Contact Level connection with PG&E has not been broken, and as such, does not need to be re-established Now, restore PG&E s access to the property and meters 26

27 Next, find and click the Sharing tab at the top of the page next to the MyPortfolio tab. Click the Share (or Edit Access to) a Property button Select the Property you wish to Re-share Select the pge_agg_benchmark contact for re-sharing Select Personalized Sharing & Exchange Data ( Custom Orders ) Click Continue Select the Exchange Data radio button A pop up screen will appear, and should already be populated with the Building ID, User ID, but you will need to reset the Property and Meter settings Confirm all the details are accurate and make sure to provide Full Access for Goals, Improvements, & Checklists, as well as for Recognition. Select No for Share Forward permissions: Finally, click Apply Selections and Authorize Exchange. Once you complete the un-share / re-share historical Aggregated Data will populate your meters in Portfolio Manager within 48 hours 27

28 Sample historical Aggregated Data in Portfolio Manager: To view, go to the Energy Tab, and click on the meter name By completing this, you trigger the PG&E system to "look for" the authorization you submitted. Note: The PG&E system looks for these authorizations on a regular basis, but un-sharing and re-sharing your meters will allow you to receive your data much faster. 28

29 Appendix I: How to Create and Link an ESPM Account How to create ESPM account Go to the ENERGY STAR Portfolio Manager Login page ( and click Register Now. If you already have a User Name and Password, enter it below. Fill out the required information (fields marked with red asterisk). When complete, click Create My Account. Note: your Username can t be changed later, so be deliberate with your selection. Note: Portfolio Manager s default (Yes for Searchability) allows others to search for your account, to facilitate making Contact Connections. Don t change this default setting if you intend to enroll in PG&E s Web Services. Finally, click Create My Account to complete the registration process. How to create property profile in ESPM To benchmark your facility in ENERGY STAR Portfolio Manager, you will need to create a profile that has basic information about the property, how it is used, and the energy meters serving it. Have the basic information describing your building, such as o Gross Floor Area (not rentable square feet), o year built, o number of meters of each energy type, and o how you would classify your building s primary use. From the My Portfolio tab, add a property by clicking either Add a Property box to get started Enter your property s primary function, number of buildings, and construction status. Then click Get Started 29

30 Enter the property name and full address carefully. TIP: Make sure the city name is accurate and spelled correctly with no abbreviations (i.e. use Mount, not Mt.) to avoid an error connecting with PG&E s Web Services later. Finish entering the building data, then click Continue. Note: You can hover over the text in blue or click on it to access help filling out these sections. 30

31 Enter the specific details requested. These may be changed later, if needed. NOTE: If using a default or temporary value, a true value must be added before submitting a benchmarking report to a government agency Finish adding the details describing your building, then click Add Property to finalize your building profile. The green banner confirms your success Setting up Energy Meters You will need to add two Energy Meters to your property profile: Aggregate Natural Gas and Aggregate Electric for each meter serving the building. Your Account will only need one electric, and one natural gas meter in ESPM Click the Energy tab to create two new meters: Aggregate Electric and Aggregate Natural Gas* o Click Add a Meter o Choose Electric o Choose the energy source (from the grid, solar panels, turbines, etc) o Confirm How Many Meter is 1 o Click on Get Started o User can name the Meters whatever works best for them. However, we recommend adding Aggregate in the name (image with the sample name is shown as below) o Next, finish the Units, Date Meter became Active, and In Use Radio Button 31

32 Share Property with PG&E and Link ESPM to BBP The first step is to connect with PG&E (AB 802) as a Portfolio Manager contact. o Click on the Contacts link on the top right corner of the page. Click Connect o Enter the name and address of the Customer of Record, or the individual authorizing the connection with PG&E on behalf of the Customer of Record o Read and Agree to PG&E s Terms of Use o Send Connection Request 32

33 o The top of the next shows a green banner confirming that your Connection request was sent to the PG&E Aggregated Data contact Note: You are not yet connected to PG&E Whole Building/Aggregate. PG&E must first accept your connection request. You will receive a Connection Accepted notification in Portfolio Manager on the My Portfolio tab. This typically takes less than 24 hours. Reminder: Please make sure you share the property in ESPM first How to fill out the online authorization forms: On the first page, enter the account number affiliated with the meter, then enter either the meter number or phone number connected to the customer account. Complete the security code, then hit submit. 37

39 After you have selected the proper Service IDs (meters), and selected the AB 802 radio button, you will need to enter the 10-digit Building ID associated with your building from the BBP Note if you haven t successfully shared your BBP building in ESPM, this step will not work. Type (do not copy / paste) the 10-digit Building ID. When you complete entering the ID, a pop up box listing details of your BBP Building should appear Confirm its your Building and select Finally, review and submit NOTE If this last step is not completed, and a Building ID does not generate in a pop up box, the Authorization will not process. This is a sign that your ESPM sharing request has not been completed or processed. Authorizations via the online form should finalize and process shortly after submission. Return to your BBP Building Detail, and you ll notice the removal of the Authorization banner, and find that the Auth Required note per meter has been replaced by Authorized 39

40 Unsharing and Resharing Now that you have connected your building in ESPM (and completed Authorizations, if necessary), the final step is to UN-share and RE-share the Property in ESPM. This Un-share/Re-share process kickstarts your data upload connection. These steps will allow your data to arrive within 24 to 48 hours. If you skip this procedure, your data will arrive in a week to ten days First, remove PG&E s shared access to the Property in Portfolio Manager Then, Re-share the Property and its meters with PG&E. To get started, go to the Summary tab of your property profile in Portfolio Manager Under the Summary tab, in the lower right corner, look for the Sharing this Property section. In the I want to dropdown box to the right of Pacific Gas and Electric Company, choose Remove Contact s Access to Property A pop-up window will ask you to confirm your intentions to remove PG&E s access to this property. Click Continue. When the page refreshes, PG&E will no longer appear in the list of Contacts who have access to your building, in the Sharing this Property section of the Summary tab Next we will establish a fresh site share connection with PG&E. Note: Your Contact Level connection with PG&E has not been broken, and as such, does not need to be re-established 40

41 Now, restore PG&E s access to the property and meters Next, find and click the Sharing tab at the top of the page next to the MyPortfolio tab. Click the Share (or Edit Access to) a Property button Select the Property to reshare Select the pge_agg_benchmark account to reshare Select Personalized Sharing & Exchange Data ( Custom Orders ) Click Continue Select the Exchange Data radio buttong A pop up screen will appear, and should already be populated with the Building ID, User ID, but you will need to reset the Property and Meter settings Confirm all the details are accurate and make sure to provide Full Access for Goals, Improvements, & Checklists, as well as for Recognition. Select No for Share Forward permissions: Finally, click Apply Selections and Authorize Exchange. Once you complete the un-share / re-share historical Aggregated Data will populate your meters in Portfolio Manager within 48 hours 41

Note: The PG&E system looks for these authorizations on a regular basis, but un-sharing and re-sharing your meters will allow you to receive your data much faster. 42

47 Appendix III: Frequently Asked Questions (FAQs) General What kind of document can I upload in support of my registration request? o PDF, Word doc, JPEG How do I connect my property to receive data uploads? o With the Building ID and the User ID in ESPM Why isn t my data uploading? There are several possible reasons o Data release Authorizations have not been completed for required meters o Property hasn t been shared with the correct PG&E ESPM Account (pge_agg_benchmark) o Wrong User and / or Building ID was inputted for the Web Services Connection o Full Access was not giving to both aggregate natural gas and electric meters o If any meter has Read Only access, this can override other settings and prevent data from uploading I ve double checked everything, and the data still isn t updating o Un-share / re-share your building What is a Premise? o Premises is the service address served by an electric and/or natural gas meter along with the active meter(s). The mapping search function helps you look for Premises by searching service addresses. As an example, if building 1234 Main St, San Francisco has tenants with their own active meter in Suites #100, 200 and 300, then searching 1234 Main St may return the following premises: 1234 Main St Suite 100 San Francisco CA 1234 Main St Suite 200 San Francisco CA 1234 Main St Suite 300 San Francisco CA BBP will aggregate all electric and natural gas services mapped in a building. Why are no premises listed after I click Undefined? o If no results list you will need to perform a premise search. Remember to not include any street prefixes in your search (e.g. st, street, blvd, etc.). It is recommended to search with the street number, street name (w/out prefix), city, and zip What should I do if no premises show up after I type in and search my address? o Make sure your search only includes the street number, street name (w/out prefix), city, and zip If I still cannot find a premise matching my address, what do I do? o Review the utility bill(s) for the Service Address; the Service Address will match the address for the premise. What data will I receive once my request is submitted and completed? o Authorization If I authorize a Service Address ID (SAID#), can I UN-authorize it? o Yes, you can UN-authorize it but only after a 24-hour period has passed. o Similarly, if you UN-authorize a SAID#, you cannot Reauthorize within a 24-hour period. Authorization in the BBP vs ESPM- Which comes first? o You have to share your property in ESPM with pge_agg_benchmark first before your meters can be authorized for release o The steps should be in the following order: 1. Share property from ESPM to BBP by using Building ID and User ID, and then 2. Meters can be authorized for release at the Portfolio Manager Web Services Data Authorization website 47

48 Why are authorizations (if necessary) the final step? o When an authorization is completed, it needs to know where to send the data associated with the meter. If the building is not defined in the BBP, and the Property has not been shared and connected in ESPM, our system will not know where the data is to be sent. o For a building that requires an authorization, the portal needs to know that: the data is authorized for release in ESPM, and where it is to be released in ESPM with 10-digit Building ID on BBP When do we need authorization? o Individual authorization is not required whenever a building comprises 3 or more active meters per commodity (electricity or gas) for NON-residential buildings, or 5 or more active meters per commodity at residential buildings. o If any account on the premises is Residential, the building must comprise 5 or more meters PER COMMODITY before Authorization can be waived. Can authorization be waived by using/requesting aggregated data? o If authorization is required, it cannot be waived.
