2 PAGE 2 POSTAL BULLETIN (7-3-97) Administrative Services REMINDER Utility Deregulation The electric industry is in the process of restructuring, and some of its services will be deregulated. This eventual deregulation will result in the Postal Service s ability to competitively purchase electricity. In the interim, the progress of deregulation in the industry is being monitored, and appropriate additional policy guidance is evolving. Postal Service employees might be contacted by some servicing utility companies to sign long-term contracts for promised discounts or stable rates. In view of the pending changes, long-term agreements might not be in our best business interest. Any such offer must be coordinated with your area or district environmental compliance coordinator and your Purchasing and Materials service center. Policies, Planning and Diversity, Purchasing and Materials, Official National U.S. Postal Service Zone Charts Postal facilities will not receive hard copies of the Official USPS Zone Charts for the annual distribution in July. Instead, Postal Explorer will contain the 1997 Official National USPS Zone Chart data. Postal Explorer will permit postal facilities to print (local) zone charts for mail originating from their service area for customers, free of charge. During fiscal year 1996, ZIP Code 341 was assigned to Ft. Myers FL from the Miami FL area; this change required a modification of the Official USPS Zone Charts. This change must be made manually in the 1996 Zone Charts. The 1997 issue, due in July, will include this change. These postal facilities will receive the Official USPS Zone Charts via Postal Explorer instead of hard copy: CAG A D Post Offices Postal Business Centers (PBCs) Area and District Marketing and Sales offices Area and District Customer Service offices Rates and Classification Centers (RCSCs) Inspection Service Divisions Bulk Mail Centers (BMCs) Traditionally, the Zone Chart Program (ZCP) is distributed annually in hard copy to 620 postal facilities for implementation in July. Distribution via Postal Explorer will decrease printing and shipping costs. Postal Explorer includes all valid three-digit distance codes and identifies the appropriate distance code assigned to all originating and destinating ZIP Code pairings in the nation. The distance codes (or zones) are designated as local and one through eight. Using these zone assignments, postage is based on the mailpiece weight and the distance the mailpiece is being sent. Administration of these charts and customer order fulfillment are handled by the National Customer Support Center (NCSC) in Memphis, Tennessee. Postal Bulletin ( ) contained PS Form 8184, Zone Chart Data Order Form (January 1997); customers should use this form to purchase the Zone Chart data products. The NCSC fulfills only the complete set (526 pages) in hard copy, magnetic tape, diskette, or cartridge. 3 POSTAL BULLETIN (7-3-97) MDC Customer Service Changes In striving to continually improve service to our customers, the material distribution centers MDC Customer Service is being centralized to handle all customer concerns at one toll-free phone number. In the past, customers that were serviced by the South River MDC called South River s commercial phone number. Effective July 21, 1997, all MDC customers must call MDC Customer Service at The following options are available at this number: Press: 1. Emergency Parts Orders. 2. Technical Assistance such as reporting quality issues, cross-referencing part numbers, and reviewing characteristics. 3. Purchases must be made within the manager s spending authority. Split invoices for the purpose of avoiding spending limits are prohibited. 2. Gifts received as a result of an order for promotional items become the property of the USPS and shall not be converted to personal use. Disciplinary action can and will be taken subsequent to violations of the above. 8 PAGE 8 POSTAL BULLETIN (7-3-97) RETAIL EMPLOYEES ALERT Customer Requests for Merchandise Return Service MCI Telecommunications Corporation is distributing merchandise return service (MRS) labels in return kits to their customers. Although the postage-due computation area on the MRS label includes a space for the insurance fee, the label does not bear the additional endorsement Insurance Desired by Permit Holder for $ (value). Please do not deny insurance to customers who request it at the time of mailing when using these merchandise return labels to return packages to MCI. Insure the package in the amount requested by the sender by entering the insured fee in the postage-due computation area below the postage and the merchandise return fee. Also place the appropriate marking, either the blue numbered insured label or the insured elliptical stamp, on the package. Make sure you give the insured mailing receipt to the customer returning the package to MCI even though you do not collect the postage and fees from that person. (The MRS permit holder pays all postage and fees.) In the event of loss or damage, the customer needs the mailing receipt to file an indemnity claim. The correct form appears on pages Effective July 1, 1997, customers mailing Global Package Link (GPL) paid by permit imprint must use a new postage statement, PS Form 3654, Global Package Link - Postage Statement - Permit Imprint (June 1997). The mailer must enter the total pieces, weight, and postage for each country by service level on the postage statement and submit a signed hard copy of PS Form 3654, or an approved computer-generated facsimile, with each GPL manifest mailing. The postal acceptance employee will input in the Permit System, the total pieces, weight, and postage for any row on the PS Form 3654 where there is activity. The Permit System will not calculate the postage charges but will display postage rate charts for each GPL country and level of service. GPL Volume Discount Rates The International Business Unit will send an initial supply of PS Form 3654 directly to each Global Package Link customer. The form is available to post offices on the USPS public web site ( Post offices may print the on-line version as needed, or photocopy the form on pages of this Postal Bulletin. Offices may order the form from their servicing material distribution center using PS Form 7380, MDC Supply Requisition, or through Touch Tone Ordering Entry (TTOE). IMM Issue 19 will include this change. A GPL customer is eligible for a volume discount rate when the number of pieces to a specific country reaches the 100,001-piece threshold during a 12-month period (see International Mail Manual (IMM) ). The date of the first mailing to a country begins a 12-month period for volume tracking. Once the threshold volume has been reached for a specific country, the appropriate volume discount rates for that country will apply for the remainder of the 12-month period. After one 12-month period, a new volume threshold term begins for that country. Note: The percentage discount applies only to the combined volume of pieces for all service levels for a country that meets or exceeds the required threshold. If the volume threshold amount is reached within a mailing, the discount can only be applied to that portion of the mailing that exceeds the threshold and the customer must split the mailpieces into two manifests: one for pieces that qualify for the base rate and one for pieces that qualify for the discount rate. If the customer s system cannot separate the pieces into two manifests, the discount will be effective on the next mailing. The stamp will go on sale statewide on August 9 in Pennsylvania only. The stamp may also be purchased by mail order from the Philatelic Fulfillment Service Center. Copyright USPS 1996 Designed by Carl Herrman of Laguna Niguel, California, and illustrated by Daniel Moore of Birmingham, Alabama, the stamp features a portrait of Glenn Scobey Pop Warner in a familiar scene associated with his career as a college football coach. A list of upcoming events for which pictorial cancellations are authorized appears below. If available, the sponsor of the pictorial cancellation appears in italics under the date. Also provided, as space permits, are illustrations of those cancellations that were reproducible and available at press time. People attending these local events may obtain the cancellation in person at the temporary post office station established there. Those who cannot attend the event, but who wish to obtain the cancellation, may submit a mail order request. Pictorial cancellations are available only for the dates indicated, and requests must be postmarked no later than 30 days following the requested pictorial cancellation date. 57 POSTAL BULLETIN (7-3-97) PAGE 57 Postal Employees Equipment Maintenance Allowance Schedules for Rural Routes In accordance with the provisions of Article 9, Section 2.I.3 of the Rural Carrier National Agreement, effective July 5, 1997 (Pay Period 97-15), the equipment maintenance allowance (EMA) will decrease from 36.5 cents per mile to 36.0 cents per mile. The EMA will be 36.0 cents per mile or a minimum of $14.40 per day, whichever is greater. Employees providing auxiliary assistance or serving auxiliary routes (auxiliary rural carriers, rural carrier reliefs, rural carrier associates, and auxiliary assistance under provisions of Article 9, Section 2.I.5) will receive an EMA of 36.0 cents per mile or $4.20 per hour, whichever is greater, not to exceed the amount provided in the special equipment maintenance for the route stops and miles. The EMA schedule on pages supersedes all previously published EMA schedules. The optional EMA rate, effective October 24, 1996, remains at $0.455 cents per mile.
