3 POSTAL BULLETIN 21895, , PAGE 3 Two New Consumer Publications Now Available The Postal Inspection Service has produced two new publications that postmasters are encouraged to order from the material distribution centers. The first, Publication 546, Sweepstakes Advertising, describes the differences between sweepstakes promotions, premium promotions, and lotteries. It also tells consumers how to determine when a sweepstakes promotion is likely to be fraudulent. The second, Publication 548, Mail Fraud Targets Young Consumers, warns secondary school age consumers of the various mail fraud schemes that target young consumers, such as work-at-home schemes and credit card and advance fee loan scams. The brochure contains valuable tips for recognizing and avoiding fraudulent schemes and lists hot line phone numbers for the Inspection Service and the National Consumer s League. Inspection Service, Selective Service System Registration Program The U.S. Postal Service and the Selective Service System (SSS) have an interagency agreement whereby the Postal Service agrees to administer Selective Service registrations at all classified post offices, stations, and branches. Selective Service registration is still an ongoing function, and window service personnel are reminded that registrations are to be accepted from our customers. SSS reimburses the Postal Service for its participation in this program. The SSS Form 6, Transmittal Sheet, is mailed directly to post offices from the Selective Service office. Return SSS Form 6 by First-Class Mail only. Do not use any special service (such as certified mail) in addition to the First- Canceled Wanted Circulars Destroy the Wanted circulars for: Alfred Idabie Itua, dated December 21, Martin Arnold Bramson, dated February 15, Inspection Service, Class rate. SSS reimburses the Postal Service only for First-Class postage. Customers who wish to receive a complete set of national zone charts may purchase the complete set from the National Customer Support Center (NCSC) on electronic media at $35 each or computer-printed hard copy (526 pages) at $15 each. The NCSC accepts Master- Card or VISA as a method of payment. An order form is attached for your convenience (see page 17). Customers may obtain official zone chart local data (1 2 pages) free of charge upon request from the postmaster at the office of mailing. 6 PAGE 6, , POSTAL BULLETIN Conditions Applied to Mail Addressed to Military Post Offices Overseas Mail addressed to, from, or between military post offices overseas is subject to certain conditions or restrictions of mailing regarding content, preparation, and handling. The table below outlines these conditions by APO/ FPO ZIP Code through the use of footnoted mailing restriction codes, which appear on the last page of the table. Acceptance clerks should use this table with the integrated retail terminal (IRT) to determine whether an APO/FPO ZIP Code is active and what conditions of mailing apply. For Express Mail Military Service (EMMS) availability, refer to Handbook PO-514, Express Mail Military Service, and the local EMMS directory. The entire table appears in alternating issues of the Postal Bulletin. Computer listings must include a description of the items, the dollar values of the items, and complete address including the PSC box number and APO of the addressee, the date of mailing, the insurance registry number, if applicable, and the serial number of any item over $25 in value and any electrical item with a plug over $15 in value. B3. Form 2966-A is required for mailing between MPOs. 38 PAGE 38, , Domestic Postal Money Orders As detailed on pages 36 through 38 of Postal Bulletin 21887, dated February 16, 1995, and on pages 26 and 27 of Postal Bulletin 21892, dated April 27, 1995, the domestic postal money order form will no longer be sold for payments outside the United States, its territories and possessions, and the Freely Associated States. To enforce this action, the following restrictive endorsement is being placed in bold red lettering on the lower right face and in black ink on the reverse of all domestic postal money orders: NEGOTIABLE ONLY IN THE U.S. AND POSSESSIONS Domestic money orders bearing this restrictive endorsement will be available for sale after June 15, You may use existing supplies of the current domestic money orders until supplies are exhausted. In anticipation of changing sales patterns resulting from this action, all retail clerks should maintain a supply of the pink international postal money order form (MP1) and the authorization to issue an international money order form set. If operational conditions dictate, offices are permitted to break packages of the pink international postal money POSTAL BULLETIN orders and individually assign them to retail clerks. A record detailing which serial numbers have been assigned to each clerk must be maintained. Lobby posters advertising that domestic postal money orders will be honored only domestically are being prepared in English and Spanish, and will be disseminated to all offices. In addition, a notice will be placed on the Postal Vision system. Retail clerks are not required to inquire of postal customers at the point of sale as to whether they will be sending domestic money orders to foreign countries; however, if clerks have reason to believe that customers intend to send funds to a foreign country, they should direct the customers attention to the lobby posters. A sample tip sheet appears below. Also, a correction is necessary in the news release titled (Name of Local Post Office) and (Local Animal Shelter/Humane Society) Deliver Dog Bite Prevention Tips, which appeared on page 28. A list of upcoming events for which pictorial cancellations are authorized appears below. If available, the sponsor of the pictorial cancellation appears in italics under the date. Also provided, as space permits, are illustrations of those cancellations that were reproducible and available at press time. People attending these local events may obtain the cancellation in person at the temporary post office station established there. Those who cannot attend the event, but who wish to obtain the cancellation, may submit a mail order request. Pictorial cancellations are available only for the dates indicated, and requests must be postmarked no later than 30 days following the requested pictorial cancellation date. All requests must include a stamped envelope or postcard bearing at least the minimum First-Class Mail postage (32 cents per envelope or 20 cents per postcard).
