8 Chapter 1: Getting Started The NJ SVRS provides an end-to-end Voter Registration System (VRS). Users navigate the NJ SVRS interface from a single point of control called the Dashboard, which consists of primary system modules and daily system reminders. This guide is structured in chapters by system module. The interface, use provides a workflow that is logical, intuitive, and work-centric. 9 1.4 Supplemental Equipment If scanning or printing from NJ SVRS, the following peripheral devices are required: Desktop printer Label printer Document scanner 1.5 Key Features of the Interface The following key features are available within the user interface: Single Point of Control The Dashboard is the landing page, and serves as a single point of control for all tasks within the system. 10 Smart Search Smart Search, which uses Soundex phonetic search and predictive search capabilities, refines search criteria. Smart Search makes it easier and faster to find data with a partial information set. 11 Pre-Populated Drop-Down Lists Where applicable, fields contain drop-down lists that are pre-populated with system data for that field. Automated Interoperability with External Data Sources NJ SVRS automates many repetitive tasks that are required of users. When interacting with external interfaces, such as the Motor Vehicle Commission (MVC), State Parole Board (SPB), Administrative Office of the Courts (AOC), and the Department of Corrections (DOC). NJ SVRS also processes deceased voter records from the Department of Health and Human Services (DHSS). Chapter 1: Getting Started Page 10 of 325

12 Context-Sensitive Menus and Embedded Functionality Workflow task navigation is streamlined and context-sensitive menus are populated with relevant actions based on the current page and record selected. For example, when a voter record is selected, users can view the information and perform actions directly in the voter record without to navigating back to a specific area of the interface. 13 1.6 Accessing the Voter Registration System The following sections describe the steps required for authorized users to log in and out of the NJ SVRS. The login process uses multi-factor authentication (MFA), which requires a username, password, and a verification code Multi-Factor (MFA) Card Authentication From the system login page, users will be asked to enter their verification code as part of the MFA login process. Each NJ SVRS user is assigned an individual MFA card, which displays a unique verification code each time the user logs in. To access the verification code, press the button on the front of the card. The verification code displays in the window on the front of the card, and is used during the MFA login process Logging In Follow these steps to log into the NJ SVRS: 1. To display the login page, navigate to from the web browser on an internet-connected computer. Chapter 1: Getting Started Page 12 of 325

14 2. In the Username field, enter the assigned username. 3. In the Password field, enter the password. 4. Click LOGIN. The 2-Step Verification page displays. 5. From the 2-Step Verification page, enter the verification code displaying on the MFA card and click CONFIRM The Dashboard displays First-Time Login For first-time login, an MFA card is assigned to a user. This card displays unique codes that are needed at login. The first time a code is used from the MFA card, it must be synchronized. When the user is added, they are also given a default password. Follow these steps to log into the NJ SVRS for the first time: 1. To display the login page, navigate to from the web browser on an internet-connected computer. 15 2. In the Username field, enter the assigned username. 3. In the Password field, enter the default password. After initial login, users are prompted to update the password and answer security questions. The new password is then used to log in. 4. Click LOGIN. 5. From the 2-Step Verification page, press the button on the MFA card and enter the code displayed on the MFA card. The system will automatically detect first-time use and prompt for synchronization. The entered code is displayed in the First Code field. 6. When the displayed code begins to flash, which can take up to 60 seconds, press the button on the MFA card once more to display a new verification code. Enter the new verification code in the Second Code field. If the button is pressed without waiting for the first code to flash, the first code will display again. 7. Click CONFIRM to complete the login process. A message displays on the bottom right corner of the screen, confirming that the MFA card has been synchronized. 16 Incorrect Login In the case of an incorrect login, repeat steps 1 through 4 of the First-Time Login section and proceed as follows: 1. Wait for the code display area on the MFA card to go blank, and press the button on the MFA card once more to display a new first code. 2. After entering the new first code, wait for the code to flash on the MFA card before pressing the button again to display the second code. If the button is pressed without waiting for the first code to flash, the first code will display again Logging Out To log out of the system, click Log Out from the bottom left corner on any page. 17 1.7 System Module The System module provides users the ability to search for, add, view, and update system users, roles, and preferences Creating Roles and Setting Permissions as a Super Administrator The NJ SVRS super administrator role is ready to use, out of the box. This role is used to create additional users and roles in the system. The first step in creating user roles must be performed by the super admin user. The super admin user creates roles for both state and county personnel. After creating the roles, specific permissions or sets of permissions are assigned to each role. 18 Adding a State-Level User Role Follow these steps to add a state-level user role while logged in as a super admin: 1. From the left navigation panel, click System > Roles. The User Roles page displays. 3. Click Add User Role in the upper-right corner of the page. Chapter 1: Getting Started Page 17 of 325

19 The Add New User Role page displays. 4. (Optional) Enter the required information in the Role Name, Role Code, and Role Description fields. 5. Under Location Type, click State. Chapter 1: Getting Started Page 18 of 325

20 The Assign Permissions menu displays. This menu will not contain any user roles when the super admin first logs into the system for state or county. Parent roles appear in the drop-down list once they are created. 6. If an optional parent role assignment is desired, from the Apply Parent Role drop-down menu, select the desired parent role and click Apply. Parent roles allow users to apply a subset of permissions from the selected parent role to the new role being created. The parent role will then be able to manage all user roles and users that are created with that parent role. 7. Click Apply. 8. Choose one of the following options to assign permissions: Click the desired toggles along the right side of the page to assign all permissions affiliated with that section. Expand the section and enable only the permissions you want to assign to the role. Once enabled, the toggle will turn blue and display Enabled or All Enabled when permissions are assigned. 22 Adding a County-Level User Role Follow these steps to add a county-level user role while logged in as a super admin: 1. From the left navigation panel, click System > Roles. 25 7. If an optional parent role assignment is desired, from the Apply Parent Role drop-down menu, select the desired parent role and click Apply. 26 Updating an Existing User Role The procedure in this section is the same for both county and state user roles. Follow these steps to update an existing user role: 1. Log into the NJ SVRS as a state-level super admin. 2. From the left navigation panel, click System > Roles. The User Roles page displays. 3. Type the name of the role in the search bar. 27 4. Click Update to the right of the role to update. 5. Edit the information as desired. See the sections Adding a State-Level User Role and Adding a County-Level User Role for detailed instructions. 6. Click Update at the bottom of the page Deleting an Existing User Role The procedure in this section is the same for both county and state user roles. Follow these steps to delete an existing user role: 1. Log into the NJ SVRS as a state-level super admin. 2. From the left navigation panel, click System > Roles. 29 1.7.2 Adding Users as a Super Administrator Once user roles and permissions have been established, users are added to the system, where they are assigned roles. The following sections detail how to add both state and county users Adding a State User Follow these steps to add a new state user while logged in as a super admin: 1. Log into the NJ SVRS as a state-level super admin. 2. From the left navigation panel, click System > Users. 3. Click Add User in the upper-right corner of the page. 30 The Add User page displays. 4. In the First Name field, enter the user s first name. 5. In the Last Name field, enter the user s last name. 6. In the field, enter a full, valid address for the user. 7. (Optional) In the Expiration Date field, enter an expiration date for the user in mm/dd/yyyy format, or select the desired date from the calendar click menu. 31 8. In the Location Type field, click State. This populates the Role field with role types specific to state users. 9. Select the desired role from the Role drop-down menu. 10. To assign an MFA card to a user, enter the serial number from the back of the card in the Multi-Factor Authentication field. Chapter 1: Getting Started Page 30 of 325

32 11. Click Add to save the new state user Adding a County User Follow these steps to add a new county user while logged in as a super admin: 1. Log into the NJ SVRS as a state-level super admin. 2. From the left navigation panel, click System > Users. Chapter 1: Getting Started Page 31 of 325

35 Deactivating a User Follow these steps to deactivate a user while logged in as a super admin: 1. From the left navigation panel, click System > Users. The Users page displays. 2. Click View to the right of the user to deactivate. Chapter 1: Getting Started Page 34 of 325

36 The User Profile page displays. 3. Click the drop-down arrow next to Update in the upper-right corner of the page, and click Deactivate. A message displays confirming the user is deactivated Creating Roles and Setting Permissions as a County-Level Administrative User The county administrator role is created by the super admin user. The following sections describe how to create roles and set permissions Adding a User Role Follow these steps to add a user role while logged in as a county-level admin user: 1. 38 2. Enter the required information in the Role Name, Role Code, and Role Description (optional) fields. 3. (Optional) If a parent role is desired, click Apply Parent Role, select the appropriate role, then click Apply. Parent roles allow users to apply a subset of permissions from the selected parent role to the new role being created. The parent role will then be able to manage all user roles and users that are created with that parent role. 4. Assign permissions for the role by clicking the toggles to enable or disable the desired permissions. Once enabled, the toggle turns blue and displays Enabled. 5. To save the new county user role and permissions set, click Add Updating an Existing User Role Follow these steps to update an existing user role while logged in as a county-level admin user: 1. Choose one of the following to update permissions: Click the desired toggles along the right side of the page to assign all permissions affiliated with that section. 41 3. Click Delete to the right of the role to delete. The Confirm Password dialog displays. 4. Enter the password, and click Confirm Password. A message displays to confirm the deletion of the role Adding Users as a County-Level Administrative User Follow these steps to add a new user while logged in as a county-level admin user: 1. 42 2. Click Add User in the upper-right corner of the page. 3. Enter the user s information in the First Name, Last Name, and fields. 4. (Optional) In the Expiration Date field, enter an expiration date for the user in mm/dd/yyyy format, or select the desired date from the calendar click menu. If this field is left blank, the user will never be deactivated by the system. 5. Select the desired role from the Role drop-down menu. 6. In the Multi-Factor Authentication field, type the serial number on the back of the authentication card. 7. Click Add to add the new county user. Adding a new user generates a username and default password. The user will receive notification of the password. 43 1.8 Modifying User Information The following sections describe how to modify user information, roles, and preferences for both the county and state-level admin Reset State or County User Passwords Follow these steps to reset the state or county user password: 1. From the left navigation panel, click System > Users. The Users page displays. Chapter 1: Getting Started Page 42 of 325

44 2. Click View to the right of the user to view. The User Profile displays. 3. Click Update > Reset Password in the upper-right corner of the page. The Confirm Password page displays. 4. Enter the admin password and click Confirm Password. Chapter 1: Getting Started Page 43 of 325

52 Chapter 2: System Dashboard The System Dashboard provides an overview of the election calendar with relevant events and required tasks, and displays alerts for incoming new or changed records from external interfaces. Users with the correct role and permissions can add or edit calendar events requiring completion prior to an event. When an election is added, all standard electionspecific deadlines are added to the calendar automatically. Note: The election calendar feature is scheduled to be fully functional in future NJ SVRS releases. Dashboard for NJ SVRS Interface Once the user logs in, the system displays the Dashboard, which includes the Elections Calendar and notifications. The left navigation panel displays a list of expandable tabs. Each tab contains user activities related to that module. The navigation panel along the left side of the page displays on every page in the NJ SVRS interface. 53 Reports Scanning System Module navigation panel activities are explained in chapters 3 through 9 of this guide. The following sections of this chapter will describe the activities available using the Dashboard notifications. 2.1 System Dashboard Notifications The Dashboard is the NJ SVRS home page, which allows users to access numerous functions and information, including Dashboard notifications, which serve as reminders for users to complete outstanding tasks: Dashboard Notification Functionality Voter Letters and Cards External Interfaces 1. Users can display a list of voters who updated their registration through external media Letters and Cards The Letters and Cards notification list displays a list of voters that registered through a letter or a card, and provides a verification of the change date Letter Updates From the Letters and Cards notification list, users can view or print any documentation update regarding a voter into the voter s profile. This includes manual tasks that are typically required to interact with external interfaces for outside data management resources, such as the Administrative Office of the Courts (AOC), Comprehensive Automated Probation System (CAPS), Department of Corrections (DOC), and State Parole Board (SPB). 109 3.1 Searching for a Voter Follow these steps to search for a voter: 1. From the left navigation panel, click Voter. 2. Click in the Search box. 3. Type a voter s first or last name, or partial first or last name. The list of profiles below the search box automatically updates with matching voter profiles based on the information entered. NOTES 1. To sort by Voter ID, Voter Name, or Date of Birth, click the up or down triangles next to the category name to make the results ascend or descend by that criteria. 2. To change the number of the profile results delivered during a search, click the down triangle in the Show NN entries per page and select 5, 10, 25, or 50 voter profiles per search page. 3. Address changes not reported to the USPS or non-residential addresses are flagged as invalid geocodes. Follow these steps to add a manual geocode address for a voter: 1.
