4 1.0 Purpose Page 4 of 6 To document the procedure to submit a Corrective Action Plan to FRCC Regional Entity upon the discovery of a failure of the recording capability of Disturbance Monitoring Equipment. 2.0 Terms and Definitions Disturbance Monitoring Equipment (As defined in the NERC Glossary of Terms) Devices capable of monitoring and recording system data pertaining to a Disturbance. Such devices include the following categories of recorders 1 Sequence of event recorders (SER) which record equipment response to the event Fault recorders (FR), which record actual waveform data replicating the system primary voltages and currents. This may include protective relays. Dynamic Disturbance Recorders (DDR), which record incidents that portray power system behavior during dynamic events such as low-frequency (0.1 Hz 3 Hz) oscillations and abnormal frequency or voltage excursions. Corrective Action Plan (As defined in the NERC Glossary of Terms) A list of actions and an associated timetable for implementation to remedy a specific problem. 3.0 Background The procedure was developed to communicate how a Generator Owner and/or Transmission Owner will submit a Corrective Action Plan (CAP) if the entity experiences a failure of the recording capability of Disturbance Monitoring Equipment (DME) and they are not able to restore it within 90-calendar days of discovery. 4.0 Applicability FRCC Generation Owner (GO) FRCC Transmission Owner (TO) 5.0 Responsibilities Approval of this procedure by Regional Entity Committee and Compliance Forum (RECCF) 1 Phasor Measurement Units and any other equipment that meets the functional requirements of DMEs may qualify as DMEs.

5 Page 5 of Policy/Procedure/Process Submitting Corrective Action Plan to FRCC In accordance with NERC Reliability Standard PRC R12; Each Transmission Owner and Generator Owner shall, within 90-calendar days of the discovery of a failure of the recording capability for the SER, FR or DDR data, either: Restore the recording capability, or Submit a Corrective Action Plan (CAP) to the Regional Entity and implement it GO and/or TO shall submit a CAP by to EA@frcc.com if the GO or TO discovers a failure of the recording capability for the SER, FR or DDR data and is not able to restore the recording capability within 90-calendar days of the discovery of the failure. GO and/or TO shall provide updates on the status of the CAP as requested by FRCC Regional Entity (RE) staff FRCC RE staff will provide acknowledgement of the receipt of corrective action plans. 7.0 Document Distribution/Notification Requirements This Procedure will be posted to FRCC website under Event after approval by RECCF A link to the procedure will be posted on the FRCC website under the Regional Criteria page 8.0 References NERC Reliability Standard PRC Disturbance Monitoring and Requirements 9.0 Attachments None
