2 Streaming Media Survey Summary Purpose and Goals The Streaming Media and Storage Subcommittee was asked to look across campus to assess our streaming video-related use cases to determine if there was enough commonality to pursue a shared strategy or system. This survey was part of the research that informed our recommendations. We circulated it among campus JIT staff, and had 21 voluntary participants from professional schools, central campus, research institutes, and instructional divisions and departments. Participants were asked to provide information about their present and future video-related use cases, assessing needs in six categories. The survey collected data about overall goals and ratings for specific technical requirements. Findings Media Capture and Creation Participants indicated that 95% of their videos will be submitted through file uploads, but there was considerable interest in live capture or live streaming. Mobile capture and mobile upload trailed at 50%. All indicated that administrative or IT staff would be uploading or submitting files, but with about 50% of submissions coming from faculty and students Media Consumption Approximately 85% of videos will be instructional and 55% for research, training, and marketing purposes. Intended audiences were highest for UCLA students enrolled in courses, but spread evenly over research groups, the UCLA and Extension community, and the public. About 70% of videos require a few different access restrictions, including: password-protected sharable links, embed codes for UCLA and non-ucla hosted websites, integration with CCLE and and other campus services using SSO. About 50% of participants wanted their content available from public searches. Uploading, Encoding, and Distribution Workflows Three levels of video editing requirements (simple, intermediate, and advanced) returned results of less than 50% but no participants indicated that didn t require any editing tools, so while built-in tools may not be a priority, they should be considered. 80% of respondents were interested in automatic captioning, with about 65% indicating that captioning of any kind it is an accessibility requirement for their content. About 50% already have or will need to implement a captioning workflow.

3 Ownership, Authorship, and Stewardship 100% of participations indicating that their uploaders will need intellectual property guidance and resources for understanding and assigning copyright status. There was an even distribution of need for resources about attribution, credit, branding, and procedures for take-down requests. Storage and Archiving Approximately 80% of participants indicated that they would be responsible for their videos life cycle, including long-term use and short and long term-storage. The same number will need tools available to account for varying storage time periods and degrees of access. System Administration 95% of participants indicated a need for a role-based management console for administrative and IT staff, with about 40% and 60% for students and instructors, respectively. Media management, SSO integration, and a scalable system were among the top technical requirements as well. Recommendations Regardless of the strategy or service we choose, a few elements should be priorities. We will need staff support for system administration, media management, and enduser training. We will need standards and best practices for media storage and retention, and captioning. We will need guidelines and resources for intellectual property compliance. We need support to set standards and best practices, provide training to IT staff and end-users, and have adequate staff to do so. [ed. note: When creating the survey, our group joked that the IP section was a trick question; we wanted everyone to answer that they recognized its importance, and were pleased to see that they did]. Our system should allow uploaders or administrators to tag copyright status and we should provide outreach to be sure that everyone is aware of available IP resources. When assessing potential services, we will need to take into account our predominately instructional use cases and ensure that we include a strong LMS integration, captioning services, and detailed life cycle settings. The difficulty with captioning is that automatic captioning is less expensive, but often inadequate for advanced instructional topics. Manual capturing is more accurate, but expensive. We recommend implementing a workflow with a mix of manual and automatic captioning- e.g. allow the service to create captions as a first pass, then have someone with subject experience edit for accuracy.

4 We will need strong administrative tools, including robust role-based media management and system management, bulk uploads, and metadata. Our storage options should be flexible, ideally able to provide both local and cloud hosting. Gathering more information on this topic would be useful, because needs are very case-specific. Only a few participants had a need for local storage for legal reasons, but we should make sure that we either have centralized long-term storage or can advise smaller groups about how to manage their own archives. Our uploading and distribution use cases require a system that priorities uploading and live streaming, includes basic editing tools, and adaptive streaming.
