The nominal materials and supplies expenses are for items directly related to the equipment use. The technical support and assistance expense represents 0.01 FTE (approximately 20 hours) and 0.03 FTE (approximately 60 hours) of the Director, Flow Cytometry and Confocal Microscopy Facilities. These FTE commitments reflect the assumptions in the assisted rates in Part D below.

To offer competitive rates for internal and external users, the proposed internal rates are identical to or slightly less than confocal microscopy and flow cytometry analysis and equipment service fees currently charged by the University of Florida, the closest competitor in terms of geography. To achieve the desired competitive rates, significant discounts of eighty percent (80%) for confocal microscopy and ninety-six percent (96%) for flow cytometry are applied. Therefore, the proposed rates reflect an expected return of approximately twenty percent (20%) for costs associated with confocal microscopy and four percent (4%) for costs associated with flow cytometry. The external rates will be based on the indirect cost rate negotiated by FSU with the Federal Government. At this time, that rate is 47% for projects at the university other than the National High Magnetic Field Laboratory. Should the rate change at any point in the future, the external rates would be adjusted accordingly. These rates will be charged to any user not employed by FSU. D. 8 These estimates are based on the following assumptions: Confocal microscopy will account for $8, in revenues (60 hours of assisted, 60 hours of non-assisted, and 3 overnights for internal users; 10 hours of assisted for external users). Flow cytometry will account for $1,800 in revenues (20 hours of assisted, 20 hours of non-assisted, and 2 days for internal users). Stockroom activity will account for $10, in revenues (prior years activity averaged greater than $10,000; users expected to be internal only). Expenses incurred will always equal revenues, as equipment service contracts alone will exceed this activity. E. Source of start-up capital FSU COM has previously purchased equipment required for confocal microscopy and flow cytometry, and staff persons with the requisite expertise are currently available to provide analysis and equipment services. All start-up capital is supported by FSU COM E&G funds. F. Our present confocal microscope system is different from the system in the Department of Biological Sciences as we are using tunable photomultipliers and not the fixed emission filters. FSU National High Magnetic Laboratory has multiple confocal microscopes. However, this laboratory is not considered a core lab for service. They do provide a resource for instrumentation and methodology information. Several FSU Departments (Chemistry, Biological Sciences) have smaller confocal systems geared for specific applications and, as such, these systems cannot be considered core lab instruments.
