1 REPORT ON PHILIPPINE GRID CODE 2016 EDITION INFORMATION DISSEMINATION Prepared by the: June 2017
2 EXECUTIVE SUMMARY The Grid Management Committee, Inc. (GMC) has set another milestone in fulfilling its Vision and Mission for its task of the Grid operations. With increasing importance of sustainable energy coping up with the dynamics of the Grid and the rising levels of demand power plus the penetration of the renewable energy power plants, it underscores the importance on the agenda of the power industry stakeholders to meet and discuss the latest issues in energy policy planning and the operational requirements in the Grid. Following the approval of the Philippine Grid Code (PGC) 2016 Edition on 5 October 2016 to cater the more enhanced enforcement of safe, reliable and efficient operation of the Grid, the GMC was mandated to conduct an information dissemination regarding the major changes in the latest edition of the PGC. Given this, the GMC had successfully conducted five (5) series of Information Disseminations (also known as PGC 2016 Edition Roadshows). With over 600 attendees from a broad section of Power Industry Stakeholders of the Philippine electric power industry, the roadshow clearly delivered its purpose of informing the participants about the major changes in the latest PGC. Keynote presentations of each chapter of the PGC were presented and an open forum was also conducted to have interactions with the participants. In addition, inquiries which were not answered during the PGC Roadshows will be answered after due deliberation of the GMC and answers will be posted at the GMC website. This report summarizes the activities of the GMC pertaining to the conduct of the PGC 2016 Edition Roadshow from its pre-planning stage up to its post evaluation results. It provides data and analysis to reflect on how to improve and increase the efficiency of the Committee s future workshops and seminars. The GMC is looking forward to continuing dialogues and discussions with the main goal of continuing the safe, reliable and efficient operation of the Grid. INTRODUCTION Section of Energy Regulatory Commission (ERC) Resolution No. 12, Series of 2010, entitled Resolution Adopting the Rules and Procedures in the Revision of the Philippine Distribution Code and Philippine Grid Code, mandates the Grid Management Committee (GMC), Inc. to conduct an information dissemination regarding the latest version of the PGC and print sufficient number of copies for distribution to interested parties. Also, aligned with the ERC Resolution No. 22, Series of 2016 entitled A Resolution Approving the Publication of the Approved Philippine Grid Code 2016 Edition which was published at the Daily Tribune newspaper last 21 November 2016 and posted at ERC website last 24 October 2016, the GMC had successfully conducted five (5) series of information disseminations called PGC 2016 Edition Roadshows. The event brought together representatives from different sectors of the Philippine electric power industry, including government agencies and other regulatory bodies to create a comprehensive, transparent and collaborative environment that removes barriers to information sharing on the major changes and developments in the PGC. This information dissemination was a one-day event conducted in North Luzon, South Luzon, Central Visayas, Western Visayas and Northern Mindanao, respectively. It was indeed an appropriate platform for meeting and exchanging of knowledge about the Philippine electric power industry situation. The location and date of each of the roadshows are shown in Table 1. Table 1. To be able to comply with these new provisions being required by the PGC, it is imperative to ensure that the Grid Users and the Stakeholders are made aware of these changes. SCOPE OF THE PGC 2016 EDITION ROADSHOW The core of the discussion during the information disseminations is the presentation of the major changes in Chapter 1 to Chapter 10 of the PGC 2016 Edition. The topics are shown in Table 2. Table 2. It also specifies the general provisions that apply to all the chapters of the PGC and contains a section on the definition of terms and abbreviations used in the PGC. Grid Management (GM) which provides the requirements and guidelines on the required GMC governance. Performance Standards for Transmission (PST) which provides standards, requirements, guidelines and monitoring on the requirements to promote Reliability of the Grid. (Related to Performance Incentive Scheme (PIS) of the Transmission Network Provider) Grid Connection Requirements which provides standards, requirements, measurements and guidelines required to secure a Connection Agreement. (Related to Connection Agreement to NGCP) Chapter 5 Grid Planning (GP) which provides standards, requirements, measurements, guidelines and monitoring on the required system planning studies such as load flows, short circuit, Stability, etc. (Related to OATS/SIS) Chapter 6 Grid Operations (GO) which provides standards, requirements, measurements, guidelines and monitoring on the requirements to maintain system Reliability, Adequacy and Security of the grid during normal and contingent conditions. 8 Chapter 7 Chapter 8 Chapter 9 Grid Protection (GPr) which provides standards, requirements, guidelines and monitoring on the requirements to maintain system Stability and Security of the Grid during a contingent Event. (Related to OATS/SIS) Scheduling and Dispatch (SD) which provides standards, requirements, measurements and guidelines to define the linkage between the Adequacy (supply) and Reliability (delivery) cognizant to the requirements of the Market, and System Operator. Grid Revenue Metering (GRM) which provides standards, requirements and guidelines to ensure accuracy of the measurements/recording of Energy delivered/ absorbed by the Grid. Chapter 10 Transitory Provision (TP) which specifies the rules pertaining to the compliance of the Users of the Grid, Market Operator, System Operator and Transmission Network Provider with the provisions of the PGC during the transition period from the existing industry structure to the new industry structure. In addition, the roadshow also covered the question and answer portion after all chapters have been discussed. It discoursed pertinent situations and scenarios that require collaborative solutions to move forward on key power system challenges related to the PGC. III. PARTICIPANTS The PGC roadshow is intended for Entities and other Power Industry Stakeholders that are materially affected by and required to comply with the PGC. Participants from different regions particularly those that are directly connected to the Grid attended the event. These Entities are from the following sectors: (a) Transmission Network Provider; (b) System Operator; (c) Market Operator; (d) Generation Companies; (e) Distribution Utilities; (f) Suppliers; and (g) Any other entity with a User System connected to the Grid. IV. METHODOLOGY OF THE PGC INFORMATION DISSEMINATION Following the approval of the amended Philippine Grid Code on 5 October 2016, the GMC, mandated to conduct information dissemination for the benefit of Power Industry Stakeholders, prepared procedures and plotted plan to execute such requirement. Given this, the Rules Revision Subcommittee (RRSC) drafted and finalized its procedures called Procedures in Conducting the Information Dissemination of the PGC pursuant to the GM entitled GMC Rules and Procedures of the Philippine Grid Code (PGC) 2016 Edition. This document was approved by the GMC Board of Trustees on 8 December 2016 and coordinated accordingly with the ERC. Report on the Philippine Grid Code 2016 Edition Information Dissemination Page 3
9 The procedures in conducting the information dissemination of the PGC defined the activities and the roles of the GMC in conducting the information dissemination process. This procedure is meant for the GMC to effectively perform the information dissemination of the PGC offering standardized templates and forms, as well as more detailed guidance on certain steps of the process. A. Planning Stage The RRSC planned the subsequent activities ensuring the effective information dissemination of the PGC 2016 Edition to all stakeholders. For Calendar Year (CY) 2017, the RRSC was able to finalize the information dissemination plans and schedule in the form of six (6) PGC 2016 Edition Roadshows, which was subsequently changed to five (5) series of roadshow. 1) Plans and Program On 18 January 2017 RRSC meeting, it was agreed to conduct two (2) roadshows for each of the three (3) Philippine Grids for the convenience of all stakeholders from different regions. The approved location and date of each of the roadshows are shown in Table 3. Table 3. Considering two (2) participants per entity, it was assumed and estimated that there will be 898 participants on all roadshows excluding GMC Board of Trustees and Staff. These are: a. For the GMC Board of Trustees: Responsible for presenting the recent amendments in the PGC 2016 Edition, including definitions, and/or Interpretations to the Stakeholders during the conduct of information dissemination. Responsible for answering queries and clarifications during the information dissemination of the PGC 2016 Edition. b. For the RRSC Members and Staff: Responsible for overall implementation of the information dissemination of the PGC 2016 Edition. For the GMC Support Staff: Responsible for preparation on presentation per chapter of the PGC 2016 Edition based upon instruction of the GMC Board of Trustees, execution of the plans based on procedures approved and instructions, reporting the results of the information dissemination of PGC 2016 Edition, including comments, arguments, data and justifications related to the amendments of the PGC. 3) Preparation of Frequently Asked Questions (FAQs) As part of the information dissemination planning stage, the GMC also prepared a Frequently Asked Questions (FAQs) document (See Annex A) that display answers to commonly asked questions by the Entities related to the PGC 2016 Edition. This served as perfect opportunity in order to address common concerns and questions about the PGC 2016 Edition and to act as the first point of contact for the participants looking for answers before they ask the GMC Board of Trustees directly with their questions. This document is contained in the participants kits. 4) Notification and Invitation to the Stakeholders On 14 and 15 February 2017, the notification to the power industry stakeholders (See Annex B) about the PGC 2016 Edition Information Dissemination was posted at the ERC and GMC website, respectively. It contains relevant information like the location and date of each roadshow, contact person and contact number for any inquiries from the participants. Subsequently, the GMC sent a letter of invitation to each roadshow to all the Grid Users and other Stakeholders to attend the PGC 2016 Edition Roadshow. The GMC invitations were addressed primarily to the Regulatory Compliance Officer (RCO) or other authorized person of the recipient. It contains the schedule and venue of the information dissemination of the PGC 2016 Edition and other important details. Along with the invitation are the Registration Form (See Annex C) and Information Sheet. (See Annex D) The Registration forms were filled up by the participants as their confirmation that they would be attending the roadshow. It contains the participant s basic personal information and their expectation on what to learn from the roadshow. On the other hand, the Information Sheet contains vital information about the PGC Information Dissemination. It contains a short overview of the roadshow, its coverage, date, time and venue of the event and other necessary requirements upon registration. 5) Resource Speakers and Facilitators The Roadshow resource speakers and facilitators are the GMC (Board of Trustees and government representatives) with the ERC. 12 The members of the GMC Board of Trustees who are experts from the different sectors of the electric power industry, along with ERC, are the ones who presented the chapters of the PGC 2016 Edition. The presenters, who were assigned to present the major changes of the PGC 2016 Edition, were selected based on their chairmanship or membership in the respective subcommittees. They are technically knowledgeable in understanding and evaluating aspects of Grid in terms of operation, reliability, protection and planning. They are specialists in different aspects of the power system and have involved in management and supervision of an electric utility or in services related to electric power industry. 6) Presentation Materials Info-graphic type of PowerPoint presentations were prepared and used by the resource speakers for every chapter during the roadshow. (See Annex E). This is to visually represent the information and data about the major changes of the PGC 2016 Edition and to present it quickly and clearly. Hardcopies of the presentation materials were given during the event proper while the electronic copies are available in the GMC website. Participants may download it from the said website. 7) Preparation of Program Flow The standard program flow format for the PGC 2016 Edition Roadshows is shown in Table 5. Table 5. 13 The assigned persons especially on the welcome and closing remarks, introduction of guest speakers, and the main presentations were made interchangeable in order for all GMC Members to have their participation. 8) Pre-event Preparations Prior the events, the RRSC always prepare and coordinate with all the respective presenters their corresponding presentation assignments. The RRSC staff also worked alongside with the finance and administrative staff for all the logistic needs of the roadshows. The GMC staff was able to conduct ocular inspections for prospect venues as well as travelling in advance to prepare PGC roadshow venues and address in advance any case-to-case problems prior the arrival of the speakers and conduct of the event. Inviting stakeholders, preparing event programs and printing handouts were also part of the group s accomplishments. The assigned presenters also had a special meeting on 23 February 2017 to present a dry run of all the presentations in the PGC 2016 Edition Roadshow. Event Proper Over 600 participants attended the five (5) series of PGC 2016 Edition information dissemination held in North Luzon, South Luzon, Central Visayas, Western Visayas and Mindanao. 14 1) Keynote Opening Address Opening of the event with warm greetings were ensued by Engr. Carlito C. Claudio (Rules Revision Subcommittee Chairman) for North Luzon, South Luzon and Western Visayas legs, Engr. Valentin S. Saludes III (Grid Planning Subcommittee Chairman) for Central Visayas leg and Engr. Reynaldo B. Abadilla (GMC Vice Chairman) for Northern Mindanao leg. The speakers described the strong and collaborative relationship of the GMC and the power industry stakeholders as it gave the returns to the effort they all put in from the proposals and comments to public consultations until the publication of the PGC 2016 Edition. They also pointed out that GMC would always be opening doors for collaborations and deliberations as well as contemporary ways and means in order to provide a technical feasible solution for consideration of the policymakers to develop policy for the betterment and restructuring of the Philippine bulk power system. Saludes III 2) GMC Overview The description, functions, composition, vision and mission of the GMC were among the topics explained by the GMC Executive Director, Engr. Tomas B. Vivero in his presentation (Please see Annex G). He explained how the GMC was created and the particular roles that the GMC plays in the electric power industry. Vivero 3) Introduction of the Guest Speakers As a sign of courtesy, there were assigned GMC Board of Trustees and staff in introducing the Guest Speaker through their personal, academic and professional experience and achievements. 16 4) Guest Speakers Message One of the highlights of the PGC 2016 Edition information disseminations was the inspirational message from the Guest Speakers. The Guest speakers were: Atty. Floresinda B. Digal, Director of ERC-ROS for North Luzon Dir. Ellen C. Ebcas, Director of ERC-Finance and Administration for South Luzon Comm. Josefina Asirit of ERC for Central Visayas Engr. Alvin Ortega, ERC Chief, Tariffs and Rates for Western Visayas; and Atty. Deborah Layugan, Director ERC-MOS for Northern Mindanao. The Guest Speakers commended the GMC for its painstaking work in updating the PGC to be more responsive to the dynamics of the Grid. They also highlighted that the latest PGC 2016 Edition addresses gray areas in the existing technical and operational requirements of the Grid especially the frequency control. Moreover, the guest speakers also pointed out the unending need for coordination and cooperation of all Grid Users for the benefit of the consumers. Figure 5. Guest Speaker Atty. 19 5) Presentation of the Major Changes in the PGC 2016 Edition All presentations focused on the developments and major changes in the latest Philippine Grid Code. Introduction of new terms were clarified and carefully explained. Vague provisions and new requirements were clearly delivered to the understanding of the participants. Below are the summary of the presentations and the assigned presenter: Chapter 1 General Conditions The following were the speakers for this chapter: 1) Engr. Henry V. An open forum was conducted to answer the queries of the participants at the end of all the presentations. To manage the time of the Q&A, the GMC accommodated three (3) questions in each PGC chapter. Two (2) inquiries from the query box and one (1) question from the audience were taken during the Q&A. Replies to the remaining collected inquiries that were not answered during the PGC 2016 Edition Roadshow due to time constraints were announced to be posted in the GMC website at ( after due deliberation. Evangelista, GMC Chairman, delivered his message in the North Luzon leg after all PGC chapter presentations were discussed. He stressed the intention and importance of the new and modified provisions of the PGC for the efficient, reliable and quality service to all Grid User and customers. He also reiterated the roles of the GMC in enforcing the PGC. He added in that the GMC would still be establishing its Reliability policies, standards and guides which will be patterned in other jurisdictions like in the United States Northern America Electric Reliability Organization (NERC). 27 To end his speech, he underscored the excellent contributions and collaborations of GMC and the power industry stakeholders in maintaining the stability and reliability of the Grid. 28 V. POST EVENT STAGE The summary of feedbacks, inquiries and comments received by the GMC from the participants during the conducted roadshow were discussed in this section. A. Stakeholders Feedback and Comments The participants were encouraged to submit their feedback forms at the end of every roadshow. This feedback form was developed to gather information and observations from the participants on how the GMC have handled the technical and administrative aspects of the roadshow and used it to improve and increase the efficiency of its future workshops or seminars. The contents of the feedback form are as follows (See Annex H): 1) The objectives of the PGC 2016 Edition Roadshow were clearly defined. 2) The presenters were knowledgeable of their topics. 3) The content of the presentations was organized and easy to follow. 4) The materials provided were helpful. 5) The support staff were helpful and approachable. 6) The time allotted for the discussion was sufficient. 7) The PGC 2016 Edition Roadshow venue and food were comfortable and adequate. 8) The PGC 2016 Edition Roadshow helped me a lot. These statements were evaluated by the participants as: one (1) being the highest (Strongly Agree), two (2) (Agree), three (3) (Neutral), four (4) (Disagree) and five (5) being the lowest (Strongly Disagree). As a summary, the total number of attendees, total comments and feedbacks received and the participation rates of the participants per region are shown in Table 6 and Figure 21. Table 6. With regard to the participation rates or the number of participants that submitted feedback form for each region, the Western Visayas roadshow has the highest participation rate having 91.5%. Feedback Summary The garnered results from the feedback form show that all of the conducted PGC 2016 Edition roadshows are indeed well-handled and it clearly shows that the overall performance ratings of conducting the PGC 2016 Edition roadshows per region are way above the average. It also indicates that the participants were satisfied with the program flow of the roadshow. B. Inquiries The answers of the GMC in the summary of all inquiries received during the roadshows are attached in this report. (Please see Annex I) On the other hand, the summary of all the inquiries received during the whole roadshow is shown in Table 7 and Figure 23. Table 7. This is to grasp which sector has the highest number of inquiries or concerns during the roadshows. The summary is shown in Table 8 and Figure 24. Table 8. 34 VI. CHALLENGES AND ISSUES DURING AND AFTER THE ROADSHOW One of the general challenges encountered by the GMC in the PGC 2016 Edition Roadshow is the preparation time it needs for the Advance Party (GMC Staff) to prepare for the event. This is due to the use of venue by other person or entity prior the roadshow. This is why the Staff are obliged to sleep late after midnight to ensure that the venue and all the technical equipment are in a good condition prior the event. Secondly, on some of the roadshows, there are challenges in the projection of the presentation materials because of contrasting colors. Additionally, some hardcopies of the presentations were a bit outdated and are not synchronized to the actual presentations. Finally, the question and answer time is not sufficient to discuss all the submitted inquiries and to discuss deeply the major changes in the PGC 2016 Edition. VII. CONCLUSION Overall, the PGC 2016 Edition information dissemination was indeed a success for the GMC.
