NERC EAS Update Tim Reynolds Sr. Reliability Engineer
2 Changes to the ERO EAP Changes to the EAP to facilitate collecting data Events involving near-misses Inverter disturbances Other things as identified in a ERO audit
3 EAS Documents Generating Unit Operations During Complete Loss of Communications Review Going over comments, issue was they did not get everything in time. Clarify what is redundant and diversely routed from TOP-001-4, R20 and R21. Hope to finish in May 2019.

5 New Lessons Learned 2018 LL Loss of Substation Data Circuits to SCADA LL Firewall Failure After Time Limit Exceeded
6 LL Numbers 10 NERC Lessons Learned have been published to date in Generation Facilities 4 Communications 5 Transmission Facilities 9 NERC Lessons Learned were published in Communications 1 Facilities Design, Commission, and Maintenance 3 Generation Facilities 1 Transmission Facilities
Lessons Learned Submitted to NERC being currently worked Lessons Learned submitted to NERC currently under review 7 FRCC 0 MRO 1 NERC 0 NPCC 2 RF 1 SERC 0 TRE 0 WECC 1 WECC LL174 Substation Fires and First Responders This LL comes from two 2017 events. Getting several expert Firefighter inputs. NPCC LL184 Avoiding IROL Exceedances by Rigorous Commissioning & Clear Procedures Transformer differential tripped, remaining transformers picked up load, causing an IROL (post contingency thermal limit). IROL reduction actions were not completed before exceeding T V. RE/Entity answers to questions are being incorporated. MRO LL188 Networking Packet Broadcast Storm When a 2 nd network cable was connected from a Voice Over IP (VOIP) phone to a network, a packet broadcast storm prevented network communications. SCADA was lost for several hours. This should be ready for approval on next EAS call. RF LL178 Initiatives to Address and Reduce Misoperations A misops reduction initiative success story. This should be ready for approval on next EAS call. NPCC LL189 Field Modification & RAS Operation Lead to Partial System Collapse A relay mod enabled line stub bus protection, which misop ed. The mod also kept a RAS from working right. The review team is selecting a time to meet.
Lessons Learned Submitted to NERC still needing info Lessons Learned ideas submitted to NERC for review, consideration and development of potential lessons learned waiting for draft or initial review of draft. 8 FRCC 1 +½* MRO 0 NERC 0 NPCC 0 RF 0 SERC 0 TRE ½* WECC 0 FRCC LL173 Static Wire failures (mostly on Preformed Deadends) Needs a draft. *TRE/FRCC LL179 Use of Drones in Storm Recovery Post Harvey/Irma success stories - accelerated assessment of damage, allocation of resources, prioritization, estimates of materials needed, access to difficult to enter locations. Waiting for a draft. Could use photos, links to videos, & some info on expediting FAA permissions. This LL may be taken over by WECC.
