3 1 ABOUT ILSE 1.1 PURPOSE OF ILSE The Index of Locations for Statistics in Europe (ILSE) can be considered as an interactive search/conversion tool for postcodes, locality names and railway-station codes, mapping these codes and names to NUTS 3 or NUT 2 regions (NUTS: Nomenclature of territorial unit for statistics). The tool can also search for distances between airport-pairs, as well as for distances between NUTS regions. The graphical user interface is simple and straightforward. The number of user interactions are limited to the minimum. 1.2 SYSTEM REQUIREMENTS ILSE is a stand-alone application for the Windows XP environment. The use of a Unicode font is required to support special characters. In digital typography, Microsoft's Arial Unicode MS OpenType font is designed to support all characters defined in the Unicode standard, version 2.0, including support for most previous Microsoft code pages. It is a variant of Microsoft's Arial font. Arial Unicode MS was previously available for download for free, but now is only distributed along with Microsoft Office 2000/XP/2003. It is not installed by default, it is listed as "Universal font" under "International support" under "Office tools" in the Microsoft Office installer. More on Microsoft s Arial Unicode font: DATA SOURCES USED The MS Access database, on which the ILSE application is based, is built with information available at Eurostat. The sources are: NUTS regions database LAU database containing communes or equivalent administrative regions GISCO settlements database NIMA geographic names database (gazetteer) Railway-stations codes mapped to NUTS regions, available from Eurostat Airport-pairs distances tables available from Eurostat PC2NUTS database containing postcode and locality information The version of the NUTS codes stored in the database is NUTS version DATA AVAILABILITY This release of the ILSE application contains the following data: NUTS regions database, version 2003 LAU database, except for HR (Croatie) SETTLEMENTS database GAZETTEER database C05474B/HW/hw/006/v01 ( ) 1

6 2 WORKING WITH ILSE 2.1 MENU Menu File Exit: Quits the application Menu Edit Copy: Copy the selection to the clipboard Paste: Inserts the contents of the clipboard to the insertion point, replacing any selection Clear: Removes all text in the form Menu Tools Preference...: To select the language of the graphical user interface (English, French, German). 7 2.2 LOCALITY GAZETTEER How to search on Locality 1. Select the tab Locality gazetteer. 2. Select the option Locality to search on. 3. Select the country of your interest from the Country list. The drop-down box displays all NUTS countries. 4. Enter the search text in the Search string text box. The use of wildcards ('*' for any number of characters or '?' for one character) is allowed. It is not necessary to add a wildcard at the end; this is done automatically. The use of any Unicode character is allowed. 5. Activate the checkbox Show all postcodes if you want to display the postcodes in the result. Unique combinations of postcodes and localities are shown, if the information is available. Activating this option may result in a long result list showing the same locality. 6. Activate the checkbox Fuzzy search if you want to use the trigram search algorithm. This algorithm divides the search text in words of 3 characters (a trigram). To compare the search text with a locality name, the application counts the number of trigrams which are equal in both of them. The locality name with the highest counter is the best search result. With this method, it's not necessary to enter the exact locality name. This is especially useful when you're not sure about the correct spelling, and don't get any result with a regular search. For example, you could search for 'Frascatti' and still find 'Frascati' (Italy). 7. Click the Search button to start searching. 8. Matching records are displayed in the data grid. The resulting number of records is indicated on top. You get a warning message if the resultset contains more than 100 records. This allows you to interrupt time consuming data collecting. You can alter the width of each column by dragging the separator of the header fields. 9. If one of the records from the data grid is selected (by clicking on it with the left mouse button), the detailed information about the NUTS hierarchy is displayed at the bottom of the window. 8 How to search on Postal Code 10. Select the tab Locality gazetteer. 11. Select the option Postal code to search on. 12. Select the country of your interest from the Country list. The drop-down box displays all NUTS countries. 13. Enter the postal code in the Search string text box. The use of wildcards ('*' for any number of characters or '?' for one character) is allowed. There is no wildcard automatically added at the end. 14. Click the Search button to start searching. 15. Matching records are displayed in the data grid. 11 2.3 DISTANCE GAZETTEER How to search on Airport distances 1. Select the tab "Distance gazetteer". 2. Select the option "Airport" to search for the distance between two airports. 3. The first drop-down box displays all countries with known aviation distances. Select a country from this list. 4. The second drop-down box displays all airports of the selected country, with known aviation distances. Select an airport from this list. 5. The third drop-down box displays all countries that have an airport, with known aviation distances to the airport selected in step 4. Select a country from this list. 6. The fourth drop-down box displays all airports of the second country, with known aviation distances to the airport selected in step 4. Select an airport from this list 7. 12 How to search on Region distances 1. Select the tab "Distance gazetteer". 2. Select the option "Region" to search for the distance between two NUTS regions. 3. The first drop-down box displays all NUTS countries. Select the country of the first NUTS region from this list. 4. The second drop-down box displays all NUTS regions of the selected country. Select the first NUTS region from this list. 5. The third drop-down box displays all NUTS countries. Select the country of the second NUTS region from this list. 6. The fourth drop-down box displays all NUTS regions of the selected second country. Select the second NUTS region from this list. 7. As soon as both regions are selected, the detailed distance information is displayed at the bottom of the window, with the indication of the distance calculation methodology ("road" = distance over the road network, "bird" = as the crow flies). 8. Click on the button "Detail" (if available) for travel distances per country that is passed. Remark : the distances per country only show distances over land.
