3 1.0 Introduction and Purpose The purpose of this document is to show an overview of the process flow of unmetered connections carried out by Independent Connections Providers (s) as part of Unmetered Connections (UMC) Jointing to Services (UJ2S) activity. 2.0 Scope This procedure applies to the connection of services to existing live low voltage service cables for unmetered Connections Activity for Street Furniture by s. For Work in the LPN area where the Low Voltage (LV) Network is Inter-connected or is Radial with fusing excess of 400A, it is necessary for the DNO, or as permitted in CON , to complete advance network pre-conditioning work prior to the commencing Works. This Linking and Fusing Service as described in NOC can be carried out by the DNO as a chargeable service on request from the. For assistance with the LPN Inter-connected area, a map is located on the UKPN G81 Internet site; this information is illustrative and provided for planning purposes only. The areas highlighted in red show where the low voltage network is operated on a normally Inter-connected basis. Other areas outside of the areas shown in red may also be operated on an Inter-connected basis under abnormal conditions e.g. in response to network faults or abnormal network demand. The responsibility for ensuring a Safe System of Work rests with the. The must ensure that its own Safe Systems of Work take due consideration of UK Distribution Safety Rules and any relevant supporting procedures. All works will be inspected and audited in accordance with HSS The Safe System of Work should satisfy as a minimum the standards required within the UK Distribution Safety Rules and supporting procedures. The will ensure that its own Safety Rules and relevant procedures are to a standard at least equivalent to those of UK. It will be the responsibility of National Electricity Registration Scheme (NERS) to check that the understands that its safety management system must meet this standard. The mandatory and advisory Document Checklist for s is situated here: cklist.docx. The live working assessment will be carried out by the in consideration of Regulation 14 of the Electricity at Work Regulations The will indicate that it has carried out the assessment on its application which will be checked within the auditing arrangements. 6 shall carry out the Works to no lesser standard than HSS The shall carry out any necessary Operational Activity in accordance with CON For the avoidance of doubt and in accordance with Engineering Design Standard EDS any street lighting asset to be repositioned/replaced and/or any new street lighting asset must be reconnected/connected to one of the main phase cores of the LV mains cable and shall not be connected to a fifth core or fifth wire even if this has been permanently connected to a phase core. Before carrying out any Works in relation to any UK Low Voltage Service Cable the shall follow the cable identification process to no lesser standard than DSR to positively identify UK Low Voltage Service Cable. If the is unable to identify UKPN s Low Voltage Service Cable with absolute certainty in accordance with the cable identification process, the shall not proceed with the Works. The use of a cable signal injection device is deemed Operational Activity and the shall carry out any necessary Operational Activity in accordance with CON Where the cannot carry out Operational Activity works is limited to LV Connection Activity only. One of the other methods of positive identification must be used. UK can provide a chargeable Approved Signal Injection Service as described in COP LV Cable Approved Signal Injection Service. The should contact UMC@ukpowernetworks.co.uk to request provision of this Service in accordance with NOC The must be certified under the Lloyds Register NERS scheme as accredited to carry out the specified work on UK distribution system; where UJ2S is being performed, this must include the connection activity scope Unmetered (unmetered). For Operational Activity this must include the LV Network Connection Operational Activity scope. Where the does not have full NERS accreditation it will be required to be in possession of partial NERS accreditation (safety management system etc.) upgrading to full NERS accreditation when the begins work in a new DNO area. NERS will be present on site when the work begins in order to carry out audits leading to full NERS accreditation. All of the s employees carrying out all or any part of the Works shall be competent and trained; the shall provide to UK the details of all its employees who are to carry out Works, confirming NERS Passport Numbers for each individual, and where applicable the UK Certificate Numbers of AP(s) performing Operational Activity. The shall only connect to UK network such permissible items of unmetered street furniture as defined within the Agreement. The shall provide UK with: An electronic request for Site Specific Permission in a UK specified spreadsheet format; a set of as-built drawings of the Works and in accordance with the Specification as defined in EOS ; the RIGS information. The Works are to be carried out in accordance with EDS The shall ensure that a Quality Label is attached to the end of each fitted joint and cut out. The shall not undertake the Works at a Site without first obtaining the consent of UK to undertake the Works at that Site by way of Site Specific Permission. The Minimum Information required with the Site Specific Request is: Site Specific Request details on the s own spreadsheet, Relevant and valid UK 1:500 network record plan, Page 6 of 11
7 Marked up site plan, Relevant and valid UK line drawing. The shall submit the Site Specific Permission Request and supporting information to UKPN a minimum of 10 Business Days in advance of the commencement of Works. UK shall respond to the no more than 5 Business Days after receipt of the Request. The shall provide to UK specific daily whereabouts to UK Power Networks a minimum of 2 Business Days prior to commencement of Works. The shall carry out the Works to no lesser standard than all applicable UK Power Networks policies and procedures that UK has provided to it and shall ensure that all Works are compliant with G81, as can be seen at All materials used by the in undertaking the Works must be as specified in the Company s G81 Appendix. The shall carry out all Tests and Checks which are shown in the Agreement. The shall record the results of each Test and Check which it carries out immediately following the completion of each Test or Check. The shall record the results of all Checks and Tests on the form shown in the Agreement. Once the has completed works at a Site it shall inform UK no later than 1 Business Day following the day on which Works are carried out of the full details of the Works completed. Within 5 Business Days of completion of the Works at a Site the shall provide UK Power Networks with a completed form as required by the Agreement including accurately marked up as constructed records and an accurate as built drawing of each connection, all relevant test and check records, and all relevant RIGS Information. UK shall, where specific criteria are met, provide login details and electronic access for the to the emap records in accordance with CON Alternatively UKPN shall, upon written request to it at the Plan Provision department of UK, Fore Hamlet, Ipswich, Suffolk IP3 8AQ supply the with drawings showing the location of the Electric Lines comprising the Distribution System in the vicinity of the proposed Works. UK may acting reasonably withdraw Site Specific Permission at any time. Withdrawal of Site Specific Permission shall be made electronically and shall include written reasons for the withdrawal of the Site Specific Permission and shall have effect from the date upon which it is notified to the. The shall not connect or keep connected a Street Light or Street Furniture where any part of the Works fails any of the Checks, Inspections or Tests listed in the Adoption Agreement or it is otherwise not safe or appropriate to do so. The Parties acknowledge that after the Connection has been practically completed any work on the Connection comprised in the Works may be performed only by UK. UK or any sub-contractor engaged by UK will make good any defect or fault in the Works after the Connection has been practically completed. Page 7 of 11
8 7.0 Records The shall supply UK with all records, information, certificates and drawings, as required by UK and detailed within the Agreement, within 5 Business Days following completion of the Works. The shall maintain full and comprehensive records of records, information, certificates and drawings supplied to UK and these shall be made available by the at the earliest opportunity for inspection by UK. When any work to energise an item of street furniture is carried out, the appropriate Notification of Energised Electricity Apparatus Certificate must be completed by the with one copy being provided to UK within 5 Business Days and one copy left within the item of street furniture to which it relates. When any work to de-energise an item of street furniture is carried out, the appropriate Disconnection Certificate must be completed by the with one copy being provided to UKPN within 5 Business Days and one copy left within the item of street furniture to which it relates. Upon review by UKPN all relevant information shall be provided to the UK Network Records team in order that Network records can be updated. Should it be necessary UK will return any relevant information to the to confirm information and return to UK within 5 Business Days in order that Network records can be updated. 8.0 Process Process for Unmetered Jointing To Services (UJ2S) Process Task Descriptor Action By Stage PC: Pre-commencement Checks PC1 Checks carried out by UK after expression of interest received from / Asset Owner UKPN confirms that the following documents are in place and signed by the required parties: 1. Asset Owner Agreement 2. Connection Agreement for Unmetered Supplies 3. Appendix Three Letter of Appointment from Asset Owner or their Delegate 4. (Where relevant) Appendix Five Letter of Delegation from Asset Owner 5. Contractor Agreement for UJ2S 6. operatives satisfy all requirements of CON If some or all of these documents are not in place (including item 4 only where authority is being delegated) Stage A will not commence; liaise with and Asset Owner as appropriate and return to stage PC1 until complete Page 8 of 11
9 Stage A : Site Specific Permission requested and issued/denied A1 Request received a Site Specific Permission (SSP) request detailing works in a spreadsheet format as agreed with UK for UJ2S activity received in UMC shared mailbox a minimum of 10 Business Days prior to commencement of Works. All Minimum Information to be provided with the Site Specific Permission Request A2 Review request Open and check for Minimum Information; Contact and return to step A1 if insufficient information. If Minimum Information has been provided, compare task requests against UKPN Netmap and against EDS [and for LPN only, Power On] A3 Issue SSP / deny request with comments Complete 's own spreadsheet (as provided on ) with SSP issue date (if issued) or comment (if denied) and back to within 5 business days of receipt of request A4 Information is logged on UK by adding task details, column number, address, type of connection, to specific record Stage B : LPN Only - Consultation with UKPN LV Control [EPN & SPN move to Stage C] B1 Supervisor telephone contact with LV Control Engineer Upon receipt of confirmed SSP from the HWS Team the Supervisor will notify LV Control of planned works via a telephone call, this can be at any point > 2 days prior to the service jointing. & LV Control Engineer B2 Supervisor telephone contact with LV Control Engineer UK LV Control Engineer to pin LV diagram with Work Proposed pin and return Reference Number to Supervisor during the call. The LV Control Engineer will be available for the to make enquires by telephone to confirm the current LV diagram dressing at any stage between receipt of the reference number and the day of the service jointing. & LV Control Engineer B3 Operative telephone contact with LV Control Engineer On the day of the service jointing - Operative to contact UK LV Control by phone to request confirmation that the LV diagram dressing has not changed in a way that would prevent the works proceeding. If no material change indicated then work can commence. If the LV diagram dressing indicates a material change to running conditions then & LV Control Engineer Page 9 of 11
10 work cannot commence. B4 Operative telephone contact with LV Control Engineer On completion of the service jointing - Operative to contact UK LV Control by phone to confirm work is complete.
