4 1 Introduction 1.1 This procedure details the end-to-end process for commissioning a secondary substation including the associated telecontrol pre and post energisation tests. 1.2 This procedure details the energisation procedures for secondary distribution substations, and includes high voltage insulation testing, energisation and postenergisation checks, which shall be satisfied before the substation can be accepted as fit for service. 1.3 This procedure shall be carried out by the Commissioning Engineer or his appointed representative, who shall be an Authorised Person having appropriate training and experience. 1.4 This procedure shall be carried out in accordance with the requirements of the UK Power Networks Distribution Safety Rules. 1.5 This procedure shall be carried out having regard to the requirements and recommendations of the equipment manufacturer. If conflict exists between the requirements of the manufacturer and those of UK Power Networks, the matter shall be referred to Asset Management (or your UK Power Networks nominated contact). 1.6 The results of all observations, tests, adjustments and all relevant remarks shall be recorded on the appropriate test form. 2 Scope 2.1 The commissioning procedures and test forms apply to the commissioning of a secondary substation on the EPN, LPN and SPN networks. 2.2 This document is intended for use by UK Power Networks field staff, contractors and external connection providers. 3 References 3.1 This procedure should be read in conjunction with the following references: ECP Secondary Commissioning Requirements. 3.2 This procedure should be used with the following forms: ECP a Secondary Substation Commissioning Form. 5 4 Abbreviations and Definitions 4.1 The following abbreviations are used throughout this procedure. 6 5 Ordering, Installation and Commissioning Process 5.1 Overview It is recommended that the telecontrol commissioning process is carried out in two separate visits, the first visit after the network equipment (switchgear, transformers, RTUs, LV board etc.) has been installed, but before it is made live on the network. The second visit after the site has been made live. However, if necessary the telecontrol commissioning can be carried out in a single visit after the site has been made live, providing the network can be configured to allow the operation of all automated switches/circuit-breakers and the FPIs can be properly tested by injecting current at the switchgear. 5.2 Design The network design will be carried out by the Distribution Planning or Connections Design Engineer. This will determine what installation type is required (GRP, brick, outdoor) The Commissioning Engineer shall determine which mobile network provider to use (O2 or Vodafone), or if there is no signal from either supplier PAKNET can be used (EPN and SPN only). This should be carried out during the pre-energisation commissioning. 5.3 Equipment Ordering and Supply The Commissioning Engineer shall order the required equipment. The ordering timescale is 4 weeks for delivery of equipment The Commissioning Engineer shall submit the SAN for the drawing office to build the site on PowerOn. The SAN should be submitted a minimum of 2 working days before proposed energisation of the site, and a maximum of 3 months All of the equipment ordered by the Commissioning Engineer shall be delivered to site by Logistics in a single delivery. 5.4 PowerOn Once the PowerOn drawing office team receive the SAN the site shall be created in a patch on PowerOn with a generic RTU symbol; the actual RTU symbol type cannot be added until the RTU is delivered to site. 6 Equipment Installation and Commissioning 6.1 Once the equipment has arrived the fitter/jointer shall install the equipment and connect it together. 6.2 The Commissioning Engineer shall then commission all individual items of equipment in accordance with the relevant commissioning procedures listed in Appendix A. 7 7 Telecontrol Pre-energisation Test 7.1 Before the site has been made live on the network carry out the pre-energisation commissioning tests (as detailed on test form ECP a) to fully commission the switchgear to the RTU using the RTU batteries as follows: Connect the batteries to the RTU and power it up. Configure the RTU using the RTU commissioning wizard (use a dummy DNP3 address such as 1 ). Check operation of all automated switches/circuit-breakers (open/close) with the RTU set to Local. Check operation of all automated switches/circuit-breakers do not work with RTU set to Remote. Set the RTU to Local. 8 Current Analogue Test 8.1 Primary inject current into each switch and check the corresponding analogue readings on the RTU are correct Carry out the test as follows: Connect the injection test set between the L1 and L2 phase bushing in the cable box. Increase the current and check that the corresponding current analogue in the RTU changes. Repeat for phase L2 and L Repeat the test for all switches and circuit-breakers. 9 Fault Passage Indicator Test 9.1 Test all FPIs (both RTU and relay) using primary and secondary injection as detailed in the following sections. 9.2 FPI Primary Injection Carry out a primary injection test from the relevant cable box to test the FPI earth fault threshold Carry out the earth fault test as follows: Close the earth switch associated with the cable box under test. Connect the injection test set between the L1 phase bushing in the cable box and earth. Increase the current until the FPI illuminates this should be around 90A. Record the actual current on the test form. Reset the FPI. Repeat for phase L2 and L3. The earth fault threshold should be similar in all three tests. Open the earth switch Repeat the test for all other FPIs. UK Power Networks 2017 All rights reserved 7 of 14

8 9.3 FPI Secondary Injection Carry out a secondary injection test from the CT terminal block to test the FPI earth fault and overcurrent thresholds If primary injection was not possible carry out the earth fault test as follows: Connect the injection test set between the L1 phase CT and earth at the CT terminal block. Increase the injection current until the FPI illuminates this should be around 180mA for a 90A primary setting. Record the actual current on the test form. Reset the FPI. Repeat the test for L2 and L3 CTs. The earth fault threshold should be similar in all three tests Carry out the overcurrent test as follows: Connect the injection test set between the L1 and L2 phase CTs at the FPI CT terminal block. Increase the injection current until FPI illuminates this should be around 1.2A for a 600A primary setting. Record the actual current on the test form. Reset the FPI. Repeat the test for L2-L3 and L3-L1 CTs. The overcurrent threshold should be similar in all three tests Repeat the tests for all other FPIs. 10 PLTU Test 10.1 If installed, commission the PLTU in accordance with ECP PLTU Commissioning Procedure. 11 Substation Energisation 11.1 Energise the substation in accordance with ECP Secondary Substation Energisation Procedure. 9 12 Telecontrol Post-energisation Commissioning 12.1 Complete the RTU Build Sheet tab of form ECP b and submit it to the PowerOn commissioning team via (using the button on the form) a minimum of 1 working day in advance of site going live Collect the modem from the office and to take to site The Control Engineer runs the switching schedule and applies the patch to PowerOn The PowerOn Commissioning Engineer checks patch is applied The PowerOn Commissioning Engineer loads SCADA and provides the DNP3 Address and IP Address, and the site specific Radius User Name to the commissioning engineer Run the RTU commissioning wizard on the laptop and change the dummy DNP3 Address used during pre-energisation commissioning to the site specific DNP3 Address provided by the PowerOn Commissioning Engineer Install the modem into the RTU Change the Radius User Name on modem from the dummy Radius User Name used in the office, to the site specific Radius User Name provided by the PowerOn Commissioning Engineer Check the correct IP Address is applied (as supplied by the PowerOn Commissioning Engineer), and enter the Site Name into the router config. If this information is available before attending site this step can be carried out in the office (recommended) After the site has been made live on the network carry out the post-energisation commissioning tests detailed on the test form ECP a, a summary of the procedure is as follows: Apply the correct comms settings to the comms bus connected devices (power meter/protection relay etc) and confirm it is communicating to the RTU. Initiate actuator disconnected alarm for each automated switch/circuit-breaker. Call PowerOn Commissioning Engineer. Ensure site is not communicating with PowerOn. Initiate AC fail alarm and confirm the RTU calls into PowerOn and alarm is received. Switch the RTU to Remote. PowerOn Commissioning Engineer disconnects RTU from PowerOn. PowerOn Commissioning Engineer initiates dummy circuit-breaker. Confirm PowerOn connected to RTU and dummy circuit-breaker operation received Reinstate the actuators on each switch/circuit-breaker in turn and check the corresponding alarm is reset on PowerOn to confirm the switch/circuit-breaker destinations are correct. 10 12.12 For LPN Spec RMUs with external FPIs, send each FPI in turn and check the corresponding alarm is received on PowerOn. The PowerOn Commissioning Engineer will then reset the FPI Disconnect the comms bus at each comms device (power meter/protection relay) and check the correct device comms alarm is received. (Note, there is a delay of approx seconds in receiving the alarm) Commission the power meter as follows: If the power meter is installed in an LV cabinet, or connections to the power meter are made via connections in the LV cabinet, check the values received on PowerOn are the same as on the power meter. If the power meter is connected to external CTs/voltage connection use an ammeter/voltmeter to check the values received on PowerOn are correct Check the current analogues (one per switch/circuit-breaker) on PowerOn match those in the RTU. 13 Final Checks 13.1 On completion of the commissioning: Check correct protection settings applied. Check all equipment is correctly labelled. Check all connections/plugs are secure. Check cable guard if fitted to RTU and switchgear (outdoor sites only). Ensure the RTU is set to Remote. PowerOn Commissioning Engineer to set site on PowerOn to Commissioned and provide the Commissioning Engineer with date/time of commissioning. 14 Test Equipment 14.1 Record the make, type, serial or asset number and calibration date of all test equipment used during commissioning on the test form. 15 Certification 15.1 When all the tests have been satisfactorily completed, sign and date the test form.
