4 1 Introduction This bulletin provides a framework for the pilot scheme for limited live work upon overhead lines and will enable Independent Connection Providers (ICPs) operating on behalf of asset owners to shroud LV cables and replace street lighting attached to UK Power Networks owned assets, specifically ESQCR labelled LV distribution network poles. This bulletin also provides guidance for ICPs operating on overhead line supplied ground mounted unmetered equipment. This pilot shall be coordinated by the Highway Services team within UK Power Networks. 2 Scope This bulletin applies to the limited live work on overhead lines pilot carried out by ICPs on UK Power Networks EPN, LPN and SPN distribution networks. The pilot is limited to the following specific activities: Connection of ground mounted unmetered assets to LV overhead lines where no underground LV main is present. Replacement of LV pole-mounted unmetered assets on a like for like basis. 5 4 Requirements The Incentive on Connections Engagement pilot shall be coordinated by the Highway Services team of UK Power Networks including all requests for information regarding street lighting and the LV distribution network as well as reports of variations to the overhead line LV distribution network. Consent for ICP working shall be requested from, and can only be granted by, the UK Power Networks Highway Services team for unmetered connection overhead line work within the UK Power Networks regions. In addition to relevant CDM, safety, working at height and regulatory restrictions and requirements, all overhead line street lighting and pole supplied ground mounted unmetered connection work shall be in accordance with the following: EDS Distribution Safety Rules. Overhead line construction manual. LV jointing manual. All work shall be to the approved construction standard and in compliance with all UK Power Networks procedures and practices. All existing pole bracket mounted street lighting shall be replaced on a like for like basis. No new pole bracket mounted street lighting shall be accepted on to UK Power Networks distribution network overhead line poles. UK Power Networks 2017 All rights reserved 5 of 8

6 5 Pilot Approved Networks 5.1 Overview The following sections of the overhead line LV distribution network are approved for ICP working during the pilot. Refer to the UK Power Networks Overhead Line manual for additional information. 5.2 Condition A LV Poles and Poles without Data The ICP working under the pilot is authorised to undertake work upon LV poles that are of condition A, without condition records or condition markings All poles shall be tested on site immediately prior to work commencing in accordance with the Overhead Line Construction manual; prior condition data or poles displaying a condition A marking is not sufficient evidence to guarantee pole condition. If a pole is found to have been recorded, marked as or is indicated by testing as either condition S or D refer to Section ABC Networks The ICP working under the pilot is authorised to upon overhead line LV distribution networks consisting of aerial bundled conductor. 5.4 Four-wire Open Networks The ICP working under the pilot is authorised to undertake work upon overhead line LV distribution networks consisting of four bare wire conductors where the lowest height conductor is the neutral conductor. If testing does not confirm that the lowest height conductor is the neutral conductor, refer to Section Five-wire Networks The ICP working under the pilot is authorised to undertake work on overhead line LV distribution networks where records indicate a fifth wire public lighting network is in operation in accordance with EDS However, if a fifth wire network is found on site, the network shall be reported to UK Power Networks. 7 6 Pilot Prohibited Networks 6.1 Overview The following sections of the overhead line LV distribution network are not approved for ICP working during the pilot. Whilst this list covers most variations found on the overhead line LV distribution network it is not an exhaustive list. If other arrangements are found the ICP shall contact UK Power Networks. Refer to the UK Power Networks Overhead Line manual for additional information. 6.2 Condition S and D LV Poles The ICP working under the pilot is not authorised to undertake work upon LV poles recorded, marked or determined by testing as condition S and D. 6.3 Shared HV/LV Poles The ICP working under the pilot is not authorised to undertake work on UK Power Networks poles that carry both LV and HV conductors. Access to HV poles is prohibited. In addition, access to LV poles where HV conductors are present at a higher level but on separate supports, is also prohibited. 6.4 Four-wire Open Crossed Networks The ICP working under the pilot is not authorised to undertake work on overhead line LV distribution networks where records indicate the lowest height conductor is not a neutral conductor. If no records are available and the required on site phase / neutral demonstration indicates that the lowest conductor is a live line, the work shall not proceed on that section of LV distribution network. The tested LV network shall be reported to UK Power Networks. 6.5 Split-phase Networks The ICP working under the pilot is not authorised to undertake work on LV distribution networks where records indicate three-wire, two-wire, split-phase or other variations of overhead line LV distribution network that do not utilise a three-phase and neutral network. If any variations of overhead line LV distribution network are found on site the work shall not commence on that section of the overhead line LV distribution network.
