1 STATE OF OHIO DEPARTMENT OF TRANSPORTATION SUPPLEMENT 1111 ATC V5.2b CONTROLLER QUALIFIED PRODUCTS LIST PROCEDURE January 19, Description Approval Product Evaluation Submittal Removal from the Traffic Authorized Products (TAP) List 11xx.05 Re-approval Modifications to Prequalified Model ATC V5.2b Controllers Annual Recertification Description. This Supplement describes the procedure by which the Department will prequalify Traffic Signal Controllers meeting AASHTO/ITE/NEMA ATC Specification 5201 v6.24 for inclusion on the Traffic Authorized Products (TAP) list. There are three main types of ATC 5201 controllers (sometimes overlapping) recognized by ODOT according to this Supplement: 1. Caltrans type: designed for rack mounting in Caltrans cabinets, and using the backside C1 connector as the primary controller-to-cabinet interface. 2. NEMA type: of which there are two sub-types defined by ODOT: a. NEMA TS-2 Type 1: with SDLC controller-to-cabinet connector b. NEMA TS-2 Type 2: with MS-style controller-to-cabinet connectors 3. ATC V2 Cabinet type: with C12S controller-to-cabinet connector.

2 Approval. The controller shall meet the requirements of ATC 5201 (October 4, 2015), including all errata and addenda, and a small number of ODOT-specific material requirements listed below and marked with an asterisk (*) Product Evaluation Submittal. Provide the following to both the Office of Roadway Engineering and the Office of Traffic Operations: A. Catalog cuts. B. Detailed performance specifications. C. User Manuals. D. * All Railroad Preemption input pin defined locations (minimum:ap-no,ap-nc,gd), per ODOT Railroad Preemption specifications SS 816/916. E. CPU module MAC addresses, if not displayed on the CPU module itself. F. * Two working samples of the ATC 5201 Controller unit for testing by ODOT, with signal application software installed. If the ATC 5201 Controller assembly passes the prequalification test, then one of the submitted ATC 5201Controllers and user manuals will be retained (without cost) by the Department for reference. If the ATC 5201Controller fails the prequalification test, all submitted materials will be returned to the vendor. ODOT will test controllers of the three types above as separate items. Controllers that are compatible with two or more of the types listed above need not be submitted separately. ODOT will list acceptable controllers on the Traffic Authorized Products (TAP) list. a. * The Department will test the samples by operating them in test cabinets in the shop and/or field. ODOT will check for check for proper operation of all basic traffic control application features. This includes, but is not limited to, NTCIP and ODOT signal network integration with a current version of one of ODOT-licensed central control software systems and Railroad Preemption operation as defined in the ODOT Railroad Preemption specifications. G. ATC 5201 Controllers with C1 connector interface shall be rack-mount, compatible with Type 332/334/336 cabinets. H. ATC 5201 Controllers with NEMA TS2 Type 1 and/or Type 2 connector interface shall be shelf-mount. I. ATC 5201 Controllers with C12S connector interface shall be rack-mount, compatible with ATC V2 cabinets.

To facilitate application level access to the ATC hardware, a Board Support Package (BSP) shall be provided by, or publicly available from the controller manufacturer for access to hardwarespecific drivers. K. The operating system shall include enabled support for cgroups (control groups) for the purpose of limiting, accounting for, and isolating resource usage (CPU, Memory, etc.) of all running processes to ensure the reliability and stability of the traffic signal control application. L. The Linux operating system shall include an application programming interface in compliance with the ITE, AASHTO, and NEMA Application Programming Interface (API) Standard 5401 v2.0 for the ATC. M. Written Memorandum of Agreement to immediately notify the Office of Traffic Engineering of any changes in production and/or materials before shipment. Significant build number changes will require a submittal of the new-build controller, and ODOT will retain the latest build controller for reference and return the older reference controller. N. A contact name, number and address. O. List of at least two (2) other state DOTs that have successfully used the submitted controller, and the appropriate contact person with and/or phone number included Removal from the Traffic Authorized Products (TAP) List. An ATC 5201 Controller shall be removed from the TAP list if the unit has substantially or recurrently failed to perform satisfactorily in the field Reapproval. An ATC 5201 Controller removed from the TAP list due to unsatisfactory field performance shall not be returned to the TAP list until the manufacturer identifies the reason for the failure and the problem has been corrected to the satisfaction of the Department. Experiences of other States and governmental agencies may be considered in this action. Additional tests may be required to satisfy the Department that the problem has been corrected Modifications to Prequalified ATC V5.2b Controllers. It is recognized that manufacturers will occasionally modify certain aspects of their products in an effort to enhance performance, improve durability, reduce costs, or for other similar reasons. Notify the Department whenever modifications are made to ATC 5201 Controller contained on the TAP list. Include descriptive literature of the modification and certify that the modified unit meets or exceeds the ODOT specifications. The Department will review the submittal and verify if the modified unit meets the specifications. Modified units meeting the specifications will be retained on the TAP list.

4 Annual Recertification. By January 1st of each calendar year manufacturers must recertify to the Office of Materials Management that the ATC 5201 Controller supplied meets or exceeds the ODOT specifications. Address modifications in accordance with above. Units not recertified will be removed from the TAP list effective February 1 st.

5 Designer Note: The standard construction item is an advanced traffic controller listed in the ODOT Supplemental Spec 809. It is suitable for standalone operation, but specification of this item is usually as part of a large closed-loop or centrally controlled traffic signal system that incorporates advanced features such as High-Resolution ( Purdue ) traffic signal performance MOEs and supports multiple applications at one time.
