4 Why CCS Sleipner Vest? The natural gas from Sleipner contains 9 per cent CO 2 CO 2 needs to be removed from the gas in order to fulfil the requirement by onshore consumers (2.5 per cent CO 2 content) In 1991 a CO 2 -tax was introduced in Norway, including offshore installation (extended in 1996) The CO 2 -tax made it profitable to inject the removed CO Side 4

12 Reported under UNFCCC since 2003 Based on the monitoring of the Sleipner reservoir captured and stored CO 2 is considered not emitted Vented emissions from injection platform during maintenance are reported under Category 1.B.2.c (Fugitive Emissions from Venting and Flaring) Emissions due to energy need for the capture and injection plants are reported under Energy Combustion (Energy Industry 1.A.1) Reported as a Key Source (Qualitive Assessment) Documentation of methodology for monitoring has been developed following recommendation from UNFCCC Expert review team (ERT) Side 12

13 The NIR has been reviewed by the ERTs under UNFCCC since 2003 Recommendation in 2004: Include more documentation of the monitoring of the reservoir.. Conclusions and recommendation in 2005 :.the ERT welcomes the increased level of detail and discussion provided in the NIR, and encourages Norway to continue improving this aspect... By integrating more details from key reports into the NIR in a separate annex Conclusions and recommendation in 2006 (initial review): The NIR provides a thorough description of CO 2 capture and storage at the Sleipner West field the ERT recommends Norway to improve the transparency of the inventory by providing a description of other potential emissions from the recovery process even if the emissions from these are negligible Side 13

14 CCS at Sleipner and Snøhvit under the Kyoto Protocol As long as the monitoring program can prove that no CO 2 has been emitted from the reservoirs, Norway will report stored CO 2 as not emitted Vented CO 2 and minor process emissions from capture installations, pipelines and injection sites will be accounted for during the commitment period The CCS installation was not operating in 1990, hence CSS has not influence Norway s allocation of assign amounts Side 14
