Ares(2019) /01/2019 TO: Reporters Large Combustion Plants (LCPs) under Directive 2010/75/EU (IED) Cc: Eionet NFPs, Eionet NRCs Industrial Pollution, Anita Matic and Ian Hodgson (DG ENV) 15 January 2018 Notification: Reporting on Large Combustion Plants (LCPs) under Directive 2010/75/EU 2017 reporting year Dear colleagues, This message addresses you as reporter on combustion plants (LCPs) according to the Industrial Emissions Directive 1. The European Commission invited countries to report on LCPs in its letter, dated Dec 21 st A scanned copy of that letter is included as Annex 1 for your convenience. This notification intends to provide additional information on the practicalities of the reporting cycle. Please remember that all reports shall be submitted through the reporting tool by March 31 st 2019 at the latest. We would like to remind you that this is the last year in which this reporting will be performed as a separate exercise. In 2020, thematic data of large combustion plants will be integrated with the E-PRTR. Reporting tool 2017 data A web-form to report 2017 LCP data has been made available to reporters. The use of this reporting tool is mandatory. The tool sits in the Central Data Repository (CDR) and its use is explained in a dedicated manual. The manual can be consulted here. 2 Resubmissions of corrected data for previous years Should a country wish to correct data from previous years, please contact my colleague Marthe Granger (Marthe.Granger@eea.europa.eu). She will arrange the practicalities of the resubmissions bilaterally. Quality assurance The European Environment Agency (EEA) will follow a process that is essentially the same as in previous exercises. The data reported by countries are checked with a two-fold mechanism 1) automatic and 2) expert-led. The automatic quality assurance is integrated in CDR. While a user is in the process of filling out the web-form, the tool highlights potential errors (please remember to turn the validation on at the bottom of the web-form see screenshot). The web-form saves the data into an XML file. The user can trigger, over that file, a series of quality assurance scripts in CDR (please see screenshot below). Run QA #1 triggers thematic checks (e.g. plausibility of the emissions in relation to the energy input) while Run QA #2 checks that all mandatory elements are filled in, code lists used as expected and the integrity of the file is not compromised. Please note that the automated checks are in the process of finalisation and they may not work properly in the next few days. Do not hesitate to contact us if you find bugs when using them. Our developers will take action to debug the tool where appropriate. Once all country reports are submitted to the EEA, an expert-led quality assurance will take place. Countries will be contacted on a bilateral basis in the course of April and May 2018 so that potential errors are addressed. If errors are confirmed, countries will be invited to submit a corrected report (using the tool). My colleague Marthe Granger will agree specific deadlines with you on a case-by-case basis. As an orientation, the standard process allows for around 15 working days for corrections as from the date you receive a notification from us.

3 Last year (2016 data), some countries did not complete the type of fuel in the subcategory of other solid fuel or other gases as it is requested by the Directive (article 72. 3(f)). EEA will require resubmissions from the concerned countries with a specific in order to complete the dataset.
