2 Summary and Background: (CLP) is seeking information on the development, design, and delivery of solutions to three critical aspects of our current WordPress-based website. The current website was developed in partnership with Bearded, a (now-defunct) web design and development firm, and was launched in The purpose of this Request for Information (RFI) is to solicit feedback from various candidates, conduct a fair and extensive evaluation based on the criteria listed herein, and assemble a proposal in order to better identify a candidate who is able to accomplish our goals. Since 1895, CLP has been a trusted resource in engaging the community in literacy and learning. As a community anchor, we recognize the increasing prevalence of the globally-connected world of information seekers and sharers of knowledge in our region. As information needs change, library infrastructure needs to evolve alongside. A website that is properly equipped to keep responding to community needs is an essential part of this service model. Proposal Guidelines: This Request for Information (RFI) represents the requirements for an open and competitive process. Responses will be accepted until 5pm EST November 20, Any responses received after this date and time will be returned to the sender. All responses must be signed by an official agent or representative of the company submitting the response. A strong RFI response should include an overview of necessary work to be done to accomplish the deliverables listed below. If possible, please treat each of the three tasks as its own project. The information received in response to this RFI will help determine the approach taken for further website maintenance. Responses will be used to properly budget and scope this work in order to ensure a successful resolution. This is not a solicitation for quotations, bids, or proposals. CLP may contact respondents for additional information. CLP is not obligated to contact any respondent to purchase goods or services related to this RFI, nor is a response to this RFI mandatory to be considered for future website development.

3 Project Purpose and Description: s current web site was implemented in 2016 utilizing a large amount of custom code, plugins, and development to meet our specific needs within the WordPress framework. Further information is required to address three key areas. 1. Navigation Our current WordPress website uses a custom solution for navigation which has some limitations. Most notably the lack of more than two levels of navigation. We would like to replace this limited structure with the native WordPress navigation functionality and integration. Development of tools for creating flexible left-hand, header, and footer navigation Assessment of existing verticals for clarity and ease of navigation Functional sitemap of new navigation structure Technical documentation of processes with instructions for use (creating nav menus, etc) 2. Decouple Theme The current WordPress site utilizes Node, NPM, Bower, Grunt, Gulp, and some additional tools and technologies. The binaries and associated files and structures currently reside within the active WordPress theme folder. We would like to decouple these from the theme. A secondary goal is to allow for better abstraction from the single active custom theme so that the entire site could be re-themed for specific events or for other reasons such as troubleshooting. Successful extraction of core WordPress files from theme folder, with provision to dev, staging and production sites Technical documentation of WordPress backend file structure Documentation of procedures for re-theming or subtheming 3. Prepare for Upgrade to Gutenberg To ensure compatibility and future upgradability, we are looking to have the newest WordPress features and updates fully tested with our existing custom code base, templates, and plugins that make up the current website. Successful upgrade of site to Gutenberg-compatible version of WordPress Audit of existing plugins and tools Recommendations for staff training on using Gutenberg

4 Project Scope: The scope of this project includes all discovery, design, development, coding, licensing, testing, delivery, and implementation related to achieving the Project Purpose and Description as listed above. Beyond the individual deliverables listed above, the following criteria must be met to achieve a successful response: Estimated timelines for discovery and implementation If other deliverables are identified, description of any additional requirements necessary for successful completion of this project Estimated budget, including breakdown of costs Samples of technical documentation Request for Information and Forecasted Timeline: All responses to this RFI are due no later than 5pm November 20, 2018.If additional information or discussions are needed with any bidders during this timeframe, the bidder(s) will be notified. CLP will provide necessary information for a RFI response, provided it does not run counter to its internal or patron privacy policies. Forecasted Timeline CLP intends to issue an RFP based on information gathered from the RFI once responses are properly collected and analyzed. If the decision is made to proceed, an RFP will likely be published in early Once a proposal is chosen, the organization will proceed to contract with the selected vendor. Estimated Budget: All responses must include estimated costs to complete the tasks described in the project scope. Costs should be stated as one-time or non-recurring costs (NRC) or monthly recurring costs (MRC). Respondent Qualifications: Respondents should provide the following items as part of their response: General description of company, including description (with examples) of experience building WordPress websites Estimation of project budget, including anticipated resources (number of staff, roles, tools, and hours spent) Proposed timeline for implementation of project deliverables
