1 REQUEST FOR PROPOSAL (RFP) Network Infrastructure Upgrade Issue Date: 11/06/2017 Bids Due 12/04/ # The purpose of this Request for Proposal (RFP) is to solicit sealed proposals to establish a contract through fair and competitive negotiations for Network Infrastructure upgrades. The goods and services requested in these documents are part of the E-Rate filings for St Joseph Grade School for the 2018 funding year. Further information can be found at the USAC Website The specific filing is 470 application # The vendor must provide their E-Rate Service Provider Identification Number (SPIN) number on proposal in order to be eligible for consideration. BACKGROUND St Joseph Grade School is a unique school building consisting of several floors (2-3 depending upon the side of the building). Some classrooms have existing cabling, but most do not. There are wiring closets (one located in the basement; the other in the new gym area which is designated the headend as this is where the dark fiber enters the school building). St Joseph Grade Schools is seeking to do the following in this project: Add CAT 6 cabling to all classrooms, offices, cafeteria, gym, and outdoor areas currently without estimate is 46+/- rooms/areas Add wireless access points to all the above areas with the knowledge that 2-3 WAPs should be of the type able to be installed outside the building Add a wireless controller Add/replace/update switches as necessary A mandatory pre-bid meeting is schedule for 11/13/2017 at 10:00 am EST at St Joseph Grade School, 216 North Hill Street, South Bend, IN Please enter through Door 1. SPECIFICATIONS Listed below are part numbers and quantities for proposal. When a brand name and model is used, it is for the purpose of establishing quality; however, they are not intended to restrict other considerations. If other brands are presented, St Joseph Grade School requires them to be 'equal to or better than' the referenced brand in quality, availability, and performance. Following a review, St Joseph Grade School decisions will be final. It is required that all other brands and models offered must be identified in the bid and current specifications are provided with the bid. St Joseph Grade School reserves the right to adjust quantities prior to purchasing to meet the needs of the corporation. St Joseph Grade School is only interested in doing business with service providers who have a SPIN with the Universal Service Administration Company that administers the federal FCC E-rate Program. Service

2 providers must use the FCC Form 474 SPI method of invoicing. The successful bidder will also complete the USAC FORM Item 21 for the corporation s 471 filing for each school listed. Wireless Access Point Specifications: Wireless access points should be designated as Wave 2 or similar designation showing adherence to the ac update. Wireless access points should be capable of Bluetooth LTE beaconing whether through built-in hardware or additional add-on capacity. Requirements for add-on capacity, including hardware costs and additional licensing, if any, should be itemized and included separately of wireless access point costs. Bidders should provide bids for both an on premise hardware controller as well as cloud-based solution that would provide similar functionality. Appropriate radio frequency (RF) cell sizing in both the 2.4 GHz & 5 GHz spectrums is required, with a minimum 20% RF cell overlap between adjacent or contiguous RF cells, which facilitate optimal wireless client handoffs, or wireless client roaming between RF cells, without losing connectivity. Appropriate channel planning, in both the 2.4 GHz & 5 GHz spectrums is required, and must be validated post configuration to prevent, eliminate, or minimize co-channel interference within both spectrums, which can degrade the wireless experience for wireless clients. o If leveraging auto channel selection via a centralized or decentralized controller architecture, scenarios where a wireless client can detect the same Service Set Identifier (SSID), or within an Extended Service Set (ESS), being broadcast from physically separate access points, or wireless hardware, on the same channel (within either spectrum) must be eliminated or kept to a minimum when feasible. Manual cell sizing on individual access points, or wireless hardware, may be required outside of auto cell sizing via a wireless controller. The ability to restrict or throttle the amount of bandwidth given to each associated wireless client, regardless of spectrum is required. For 2.4 GHz operation on all access points, or wireless hardware, only channels 1,6, and 11 should be enabled all others should be turned off or disabled. If using auto-channel selection via a centralized or decentralized wireless controller, only channels 1, 6, and 11 should be enabled for auto-channel selection. For 2.4 GHz operation on all access points, or wireless hardware, channel bonding must be disabled, or if necessary, limit available bonding channels to 1, 6, and 11. The ability to prevent or block wireless clients from associating to the wireless infrastructure, with client radios that do not minimally support the n revision to the IEEE framework is desirable, but not required. Wireless infrastructure design must be ready to facilitate transition to 5 GHz only operation, with the ac revision to the IEEE wireless standard in mind. A transition to 5 GHz only operation must not introduce improper cell overlapping, or create new dead spots, where a signal reading of - 65 db is not attainable within 5 GHz, or cause poor wireless client roaming conditions. Wireless access points should include any hardware required for mounting to a standard plaster ceiling and as well as 2-3 outdoor installations. Please quote separately the cost for the installation of all wireless access points and the activation and setup.

3 Cable Run Specifications: St Joseph Grade School requires the use of Category 6 (CAT6) cable for all cable runs. Cable should be plenum rated. All cabling will be run through cable management (J hooks, conduit, etc) and be included in the proposal. All cabling will be terminated into patch panels utilizing wire management that should be also included in your proposal. Equipment Specifications: St Joseph Grade School desires to have a wireless system that does not need on-going licensing, but include 5-year licenses if product bid requires licenses; an appliance-based controller; switches that do not need on-going licensing, but include bundled 3-year licenses if necessary. 4 Evaluation Proposals will be evaluated according to the following criteria: Price Financial Stability Compliance with specifications or RFP document Successful bidder must provide printed and in electronic format shop drawings with all cable drops marked for each school building. Bidders will be provided with copies of school buildings plans. The level of service/support/maintenance provided in the proposed service without additional cost. Satisfactory previous business/working relationship with the provider. References from other school districts supporting satisfactory performance of the service from the vendor. Vendors providing discounted (SPI Discounts) invoicing will be given preference. Pricing Each proposal shall provide a separate section listing all costs associated with the proposal Proposals MUST separate eligible and ineligible services by line item for all services to which service provider responds. All cost proposals must reflect the LCP (Lowest Corresponding Price), GSA pricing, and any available governmental unit discounts. Each line item on proposal should clearly list the following information: o Location (Building Name) o Quantity o Manufacturer o Part Number o Description o Unit Price o Extended Price o Classification (See categories below) List the classification for each line item of products/services in a separate column on the proposal/bid from one of the following categories: o Cabling or Connectors o Miscellaneous (installation or training) - Please note that you should include who is doing the training, who is being trained, and when the training will take place. o Rack/Panels o Software (Operating System Software of Eligible Equipment) o Wireless Data Distribution (Antenna, Access Point, or LAN Controller) Labor pricing for installation of hardware must be listed separate. Any ongoing subscription pricing must be listed separate. Licenses, software, and basic maintenance for the adequate performance of eligible components should be included in proposal. If applicable, vendor to specify change fees, freight assurance fees, shipping charges, taxes, surcharges and contingency fees for eligible equipment.
