1 Parkway School District Web Services Committee (WSC) Web Publishing Standards and Guidelines (April 11, 2006) I. Web Standards A. Educational Value - Material published on Parkway School District web sites must not display or access content that is offensive. All published material as well as linked sites must have educational value and/or support the district goals and policies. B. Publishing Agreement - Only materials authorized by a district organization or district sponsored organization will be published on the Parkway School District Internet/Intranet servers. C. MOREnet s Acceptable Use Policy Parkway web sites must comply with policies and procedures of the state sponsored internet services provider, MOREnet (see D. Privacy Policy/Terms of Use - The district's privacy policy and terms of use statements will be standard links from every site (see Attachment 1). E. Student Privacy - At no time shall any student's personal information (home address, address, or phone number) appear on Parkway School District Internet/Intranet published materials. Student work will be identified by first name only, unless written parental permission is provided. (Parkway Form 1005-see Attachment 2) F. Student Safety - To ensure student safety, student's picture and full name shall not appear on the same page unless written parental permission is provided. (Parkway Form 1005). The content sponsor (see below) is responsible for compliance. G. District Identity - All school/division web sites must display the name Parkway School District or its standard logo. H. Navigational Links - School/division web sites must link back to district web site and district web site must link to all school/division web sites. I. Standard Elements - All web sites will, as appropriate, link to the standard district calendar and staff directory in providing calendar and employee information. J. Copyright Laws - All sites will comply with copyright laws. Subject to the provisions of Policy EGADA.BP, individuals who write a document published on the Internet, create graphics, scan their own photographs, or design a web page own the copyright to their creative works. 1 of 5
2 Web-based material is copyrighted as are other forms of communication. Notification of copyright status is not required. Permission and proper rights for graphics, designs, logos and photos used are required. K. Students own the copyrights to their own work. Before publishing original student work or posting it on the web, parental permission is required. (Parkway Form 1005). Current Copyright laws state that student work is copyrighted as soon as it is created and the permission form must be completed to post the work. L. Content Monitoring/Auditing - The content sponsor should regularly "visit" Internet/Intranet-accessible content to monitor appropriateness, quality and educational value. Accordingly, Parkway School District Administration or the Technology Department reserves the right to audit and/or adjust materials and/or activity on any Internet/Intranet Server sponsored by a Parkway School District organization. M. Active Links - Links from the Parkway School District web site are to be checked regularly by the content sponsor or webmaster to insure that links are going to sites that are active and that, at a minimum, those links' home pages do not contain offensive/objectionable material. N. Site Hosting - District/school/division web sites will be hosted on district server(s). This does not include school associated activity sites. O. Security - Web site must comply with district security requirements. Fully qualified addresses must not be published on any web page which allows harvesting of addresses by Spammers. Suggestion 1: For questions, please contact our webmaster jdoe AT pkwy.k12.mo.us. Suggestion 2: For questions, please contact our webmaster <a href = /contact/contacts.cfm?userid=jdoe >John Doe</a>. Students will have limited authority over web pages. Content will be approved by an administrator and uploaded by webmaster or web coordinator. P. Advertising - Individuals involved in the development of any portion of the Parkway School District web site are not to use District resources for individual gain or profit. With the exception of the "Buy and Sell" page of Inside Parkway, there will be no advertising, sale or solicitation by individuals on sites sponsored by the Parkway School District. External sites linked from Parkway School District that contain excessive ads may have their link removed if the ads distract from the educational value of the page. Q. School Templates - Every (deleted data) school home page will include as a minimum the following components -- School name, address, phone, school hours, links to: school profile; school staff directory; calendar; curriculum & 2 of 5
3 development; library (PANDA); lunch menus; parent resources; map to the school; a school contact link; and a link to the district web site. R. School Handbooks - Effective August 28, 2004, state law (Section ) requires every school that has a student manual to publish it on the school's web site. 3 of 5
4 II. Publishing Guidelines A. Current Files - Files that are not currently part of the operation of the Parkway School District web site can be removed from the server and archived on disk, at the discretion of the district webmaster. B. File Size - Due to limited storage space and varying network speeds, it is recommended that file sizes should be kept under 75 Kilobytes. In rare cases, where larger file sizes are required, please inform users by making a note on referring documents. C. Default Home - In each directory there should be an "index.htm" or index.html or index.cfm. D. Credits - All external resources or code must be appropriately credited to the source. E. Navigational Links - Each page of individual sites should contain clear links to the sponsoring site's home page and other higher-level pages as appropriate. F. There should always be navigational clues to help users find their way around (a "back" button is not always adequate). G. Links that open in a new window should be clearly noted. H. Font - Font face should generally be Arial, Helvetica, sans-serif. Font size will be at least the equivalent of 10 pt (-1, smaller, 80%) in text areas and 12 pt (normal, 100%) on headline areas that do not utilize a graphic for the headline. Font size should be as large as possible for readability but not so large as to be distracting or cumbersome. Relative font sizes (-1, smaller, 80%) are preferred over fixed sizes (2, 10pt) to make pages more accessible. I. Background - Background color should generally be white or a very light color for readability. J. Contact Information - Out of courtesy to Internet/Intranet users, each page shall contain contact information or a way to contact the content sponsor. Each school will have a generic (schoolname@pkwy.k12.mo.us) established as a contact for the school web site. K. Design view - All web pages should be developed to render correctly on industry standard browsers and platforms. III. Responsibilities for Administration of the Parkway School District Web Site A. Web Services Committee - The Web Services Committee (WSC), with approval of the Parkway Technology Council (PTC), is authorized to establish, enhance and maintain web publishing standards and guidelines. 4 of 5

Webmaster/web coordinator - The Webmaster/web coordinator is responsible for: creating and posting updates to each school/division web page according to established standards; completing annual WSC checklist with the assistance of Information Systems staff; and other activities as determined by the WSC. C. Content Sponsors - School/division administrators serve as content sponsors and are responsible for: ensuring the web site is current and meets district standards; approving content, including external links and student information; ensuring that messages to the generic school web site mailbox are read and responded to on a regular and timely basis; and other activities as determined by the WSC. D. Violation of Guidelines Appropriate disciplinary action may be taken against any student or employee who violates these guidelines. 5 of 5
