6 2 Solution What is the solution proposed by LEOS?

7 About the solution The ISA² programme supports the development of digital solutions that enable public administrations, businesses and citizens in Europe to benefit from interoperable crossborder and cross-sector public services. LegIT Legislation Interoperability Tools LegIT is an action funded by ISA² that aims to make the process of drafting new legislation more efficient. Action is defined in Work Programme 2016 and LEOS Open Source Software LEOS is the Open Source Software created within the LegIT action as a result of the analysis of best practices and reusable solutions for drafting new legislation.

8 Q2/2016 Action under ISA 2 Q3/2018 Third execution phase Q4/2015 ISA Action 1.13 ends In Q4 2015, the ISA Action 1.13 funded under the ISA Programme ends delivering a study on existing solutions and various proof of concepts. Actions kicks of under ISA 2 with a project charter covering the different activities grouped in three clusters. Q3/2016 First execution phase An execution phase is done every year. Each phase usually includes a technical analysis and a new release of the prototype. Q3/2017 Second execution phase LEOS-Pilot is launched across the Commission services. Council of the European Union selects LEOS for internal use. NEW: An open CMIS implementation, Ref2Link (automatic links to Official Journal creation based on known text patterns) and Hypothes.is integration. Q3/2019 Last execution phase Last execution phase is performed and close of action Q3/2020 Close of action

10 Solution Q QUALITY EFFICIENCY INTEROPERABILITY Control of text being drafted with less manual corrections and less new text to be translated Computers can read drafted legislation Some manual tasks become automated like consolidation, translation, publication EU institutions can easily exchange and process the drafted legislation
