11 EURNTRL Specification EXEUTIVE SUARY This document is the EURNTRL Specification electronic Aeronautical Information Publication (eaip). To support the implementation of the ommission Regulation (EU) No 73/2010 as amended by ommission Implementing Regulation (EU) No 1029/2014, Edition 2.0 of the EURNTRL Specification eaip was published in February During implementation, a number of change proposals have been gathered from stakeholders which formed part of an overall review. Whilst the concept of the specification, its structure and the key requirements remain stable, the amount of identified changes justified a revision of the eaip Specification to provide up-to-date material used for compliance with the regulation. EURNTRL Specifications are used, most notably, as eans of ompliance (o) to specific Single European Sky (SES) regulatory material. They may also be developed as stand-alone documents in support of EURNTRL ember States and stakeholders. This Specification is designed to enable the harmonised visualisation of the contents of the Aeronautical Information Publication (AIP), which has to be provided by the national Aeronautical Information Services (AIS) in accordance with the onvention on International ivil Aviation, in electronic form. This Specification concerns the presentation of the eaip only, and requirements associated with how the eaip is produced, exchanged and provided are excluded from this Specification. INTRDUTIN 1.1 Background An initial, informal electronic Aeronautical Information Publication (eaip) Hypertext arkup Language (HTL) specification was originally developed and included in the documentation for version of the eaip specification which was released by EURNTRL 1 in This informal specification was not subject to any formal consultation or acceptance process. This initial specification also covered the eaip production process, including the structure of a Document Type Definition (DTD). These elements were considered inappropriate for inclusion in a formal EURNTRL Specification that is aimed at being a possible eans of ompliance (o) To support ommission Regulation (EU) No 73/2010 [RD 1], the relevant Specification Requirements were extracted from version and expanded. They were the subject of a formal consultation and acceptance process by way of the EURNTRL Proposed Notice of Rule aking (ENPR) consultation process. These requirements were published in Edition 2.0, the first formal release of the EURNTRL Specification eaip (hereinafter referred to as the EURNTRL eaip Specification). All other parts of the initial, informal eaip specification co-exist alongside this new EURNTRL eaip Specification as part of the eaip Toolbox, developed by EURNTRL to support eaip production. This includes implementation and process elements. However, the toolbox is to be considered as guidance only, hence it is no longer updated in line with the formal versions of the Specification During implementation of State eaips compliant with Edition 2.0 of the EURNTRL eaip Specification, a number of change proposals were notified by Aeronautical Information Services Providers (AISPs) and other regulated parties and those formed input to an overall review performed by the Agency. Whilst the concept of the specification, its structure and the key requirements remain stable, the amount of the proposed changes justified a revision of the specification to supply up-to-date material used for compliance with ommission Regulation (EU) No 73/2010 [RD 1] as amended by ommission Implementing Regulation (EU) No 1029/2014 [RD 2] 2 (Hereinafter referred to as ommission Regulation (EU) No 73/2010 [RD 1]). This document, Edition 2.1 of the EURNTRL eaip Specification, forms the revised specification. 1.2 Purpose This EURNTRL eaip Specification specifies how AISPs can ensure that all aeronautical data and aeronautical information within the Aeronautical Information Publications (AIPs), AIP Amendments (ADTs), AIP Supplements (SUPs) and Aeronautical Information irculars (AIs) provided by a ember State are made available to the next intended user, as a minimum, in a way that allows the content and format of those documents to be directly readable on a computer screen The term eaip refers to the AIP in electronic form so that it may be visualised on a computer screen. 14 EURNTRL Specification This Specification is intended to provide requirements presentation of the eaip only, and requirements associated with how the eaip is produced, exchanged and provided are excluded from this Specification This Specification is developed to complement the Single European Sky (SES) interoperability implementing rule on the quality of aeronautical data and information (hereinafter referred to as ommission Regulation (EU) No 73/2010) [RD 1] 3 ). It is offered as a possible o to Article 5(4)(b) of ommission Regulation (EU) No 73/2010 [RD 1], namely: Aeronautical information service providers shall ensure that all aeronautical data and aeronautical information within the AIPs, AIP amendments and AIP supplements provided by a ember State are made available to the next intended user, as a minimum: (b) in a way that allows the content and format of the documents to be directly readable on a computer screen The EURNTRL Regulatory and Advisory Framework (ERAF) 4 has established the basis development of EURNTRL Specifications. 1.3 Scope This EURNTRL eaip Specification defines detailed requirements and recommendations, explanatory materials and conformity assessment materials providing possible o associated with ommission Regulation (EU) No 73/2010 [RD 1], insofar as the regulation calls for aeronautical data and aeronautical information within the AIPs, ADTs and SUPs to be made available, as a minimum: in a way that allows the content and format of the documents to be directly readable on a computer screen The scope of this document covers the visual presentation of the eaip, including the AIP, ADTs, SUPs and AIs (although AIs are excluded from ommission Regulation (EU) No 73/2010 [RD 1]). See section 1.4 for further details Data quality requirements data provided in the eaip are not covered by this EURNTRL eaip Specification. However, these are included in other specifications supporting ommission Regulation (EU) No 73/2010 [RD 1] i.e. the EURNTRL Specification for Data Quality Requirements The EURNTRL eaip Specification also provides a list of the documents and standards defining the requirements implementers in order to achieve compliance with the Specification This EURNTRL eaip Specification supports the achievement of certain performance requirements laid down in the interoperability Regulation [RD 6], through ommission Regulation (EU) No 73/2010 [RD 1]. 1.4 Applicability ommission Regulation (EU) No 73/2010 [RD 1] defines the regulated parties in Article 2(2). This Specification provides Aeronautical Information Service Providers with a possible o to Article 5(4)(b) As defined in Article 2(3), ommission Regulation (EU) No 73/2010 [RD 1] applies to all of the activities up to the point when the aeronautical data and/or information is delivered by the AISP to the next intended user It should be noted that overall SES legislation applies to European Union (EU) ember States plus those cases where bi- or multilateral agreements have been established between States and the European ommission. 1.5 onventions A minimum subset of requirements necessary correct and harmonised implementation of the eaip is specified. In addition, a number of recommendations are also made. Requirements (mandatory) within this EURNTRL eaip Specification are clearly distinguished from recommendations (optional) and optional elements in a normative Annex, Annex A, and in the onformity aterial in onventions for denoting requirements, recommendations and optional elements are as follows: Shall - indicates a statement of specification, the compliance with which is mandatory to achieve the implementation of the EURNTRL eaip Specification. 17 EURNTRL Specification In the majority of cases, the requirements are at a high-level and apply to multiple sections and pages of the eaip. THE EURNTRL eaip SPEIFIATIN 2.1 General This section and Annex A.3 contain, respectively, explanatory material and requirements visualisation of the eaip In the mid to late 1990s, the AIS of some European States began publishing their AIPs electronically. This move from the traditional paper-based environment of AIS was brought about by the start of the transition towards automated data processing and digital services. As a result of this move, EURNTRL developed a first eaip specification, the intention of which was to help ensure that the eaips were harmonised. The eaip allows the publication of the content of an AIP (including ADTs, SUPs and AIs) in a structured electronic format. This format may be Extensible arkup Language (XL), HTL or Portable Document Format (PDF). These formats allow the production of a printed copy of the AIP and/or the visualisation of the AIP on a computer screen, using web technology In addition to the traditional means of viewing an eaip (desktop or portable computer), further new means are being introduced, such as mobile devices with internet connections (electronic book readers, tablets, mobile phones, Personals Digital Assistants (PDAs), etc.). These are becoming popular with the aviation community for viewing briefing information and making pre-flight checks. Therefore, the need to adhere to web standards is increasingly important in order to ensure that the eaip functions correctly on different platforms The EURNTRL eaip Specification, as referred to in above, is fully compliant with the IA Annex 15 [RD 3] requirements content and structure of the AIP. It also offers significant benefits for both the State producing the eaip and enduser. For the user, these include: a) increased usability, with ease of browsing, facilitated by the HTL technology (hot links, tool tips, etc.); b) easily accessible - it can be made available to the whole group of users (no need to go to the library); c) no maintenance effort (no time spent on page replacement at every amendment; d) the ability to visualise changes (both in text and graphics); e) proven authenticity of the document (if digitally signed by the issuing AIS); f) no postal delays (if it is made available through fast electronic communication media which satisfy the security and reliability requirements for AIS information distribution, as directed by IA and ommission Regulation (EU) No 73/2010 [RD 1]); 6 See for further details of HTL standards. 21 EURNTRL Specification g) may be easily archived Some of the advantages producers of the eaip are: a) improved AIP product, with the ability to produce derived products, such as Visual Flight Rules (VFR) Guides, anuals or similar products supplied in response to user requirements; b) HTL and PDF produced from the same source, increasing consistency; c) may be easily archived and retrieved for each Aeronautical Information Regulation and ontrol (AIRA) cycle, using electronic media; d) the majority of users do not need to subscribe to paper amendments, thus reducing costs; e) reduced need for internal copies. In many States, the copies of the AIP distributed internally in the national administration account for almost half of those produced and distributed; f) easier to create integrated/regional AIPs. TESTING AND VERIFIATIN 3.1 To achieve compliance with the o detailed in this EURNTRL eaip Specification, the mandatory requirements listed in 0 should be implemented and conformance against these tested. TRANSITIN/EXISTENE ISSUES 4.1 Traditionally, aeronautical information necessary to support international flight was made available, by States, by way of a manually typed document, the AIP. However, the importance of aeronautical information is now recognised as a core component of future Air Traffic anagement (AT) and the transition is underway from AIS to Aeronautical Information anagement (AI), from manual processes and paper-based products and services towards automated data processing and digital services. In this new environment, aeronautical data/information is maintained in digital form, from the point of origination through to the point of use, be it on-board an aircraft or in an AT system, for example, and standardisation and interoperability play an important role. With this move, more and more States are publishing the State AIP electronically, with end users visualising most of the AIS information on computer screens. 4.2 The move towards electronic documents introduces new capabilities, such as fast search, hyperlinks, dynamic presentation of the changes in text and graphics, etc. This also comes with constraints, typically related to the page layout and the encoding format. Former paper document specifications need to be adapted to the new digital environment. 4.3 To reflect the transition from paper-based to electronic media, the eaip provides the following functionality: a) The comparison of previous and modified versions, where Amendments modify text; b) The possible incorporation of links from disseminated versions, for example on D, to NTA on live websites. (However, NTA themselves would not be appropriate for disseminated versions because of their transient nature); c) The verification of effective dates for each section and, where possible, the source of the information; d) The linking of cross-references within the body of the text; e) The ability to scale and zoom in and out of charts. onfigurable content may also be displayed. TRAEABILITY T REGULATRY PRVISINS 5.1 Implementation onformance Statements (IS) This EURNTRL eaip Specification provides a possible o to SES regulatory material, and relevant conformity assessment materials are, therefore, described in 0. These include IS templates, which allow the level of compliance with this Specification to be recorded The IS templates are intended to support clear statements of: a) conformity or non-conformity with the requirements ( shall items only) of the Specification; b) reasons or mitigations in the case of any declaration of non-conformity with the requirements ( shall items only) The IS templates also allow the degree of conformity with recommended items ( should statements) to be described ompleted IS can be used in support of the EU declaration of conformity and/or part of Technical File accompanying the EU declaration of verification. 5.2 Traceability to ommission Regulation (EU) No 73/ The EATN systems and parties to which the ommission Regulation (EU) No 73/2010 [RD 1] requirements apply are categorised in Article 2(2) of the regulation The subject matter to which ommission Regulation (EU) No 73/2010 [RD 1] applies is categorised in Article 1 of the regulation The aeronautical data and aeronautical information which is of greatest relevance to this EURNTRL eaip Specification is identified in Article 2(1)(a) of ommission Regulation (EU) No 73/2010 [RD 1] as: the integrated aeronautical information package (hereinafter IAIP) defined in Article 3 point (7) made available by ember States, with the exception of aeronautical information circulars However, the AIs are an integral part of the eaip and so requirements for these are included to ensure that this document provides an inclusive specification visualisation of the eaip ommission Regulation (EU) No 73/2010 [RD 1] Article 5(4) sets out data interchange requirements. 111 EURNTRL Specification ANNEX D EXAPLE PRDUTIN PRESS An eaip is produced using aeronautical information stored in a database. The data is extracted and formatted using dedicated eaip editing software. Such tools are provided by industry. A toolbox that supports the development of eaip production has been developed by EURNTRL and it is available under an open source licence. Figure 22 details an example eaip production process, from production using the XL to rendition in HTL and/or publication of an AIP in a print-ready format such as PDF. Technologies used in this process are shown as well. Figure 22: Default eaip Production Process The advantage of this process is that the both the browsing format and the printing format are generated from the same XL files, which can be made available to the user. 112 EURNTRL Specification Figure 23: Alternative eaip Production Process The advantage of such an alternate process is that the generation of the PDF files is more straightforward. n the other hand, the XL export process is usually embedded in the software tool and the AIP editors do not have much control over it. A difficulty of this process is to ensure that there are no discrepancies between the XL/HTL content on one side and the PDF content on the other side. The users do not have access to the original source files that were used to produce the XL and PDF format. Rendition for printing using stylesheets, etc., is outside the scope of this document.
