2 GENERAL INFORMATION REQUEST FOR PROPOSAL Web Site Design, Development, & Hosting 1. INCA Community Services, Inc. (hereinafter referred to as INCA) is seeking proposals from qualified providers to provide web hosting and development services described in this Request for Proposal (RFP). 2. This RFP contains instructions governing the proposals to be submitted and the material to be included therein; a description of the service to be provided; requirements which must be met to be eligible for consideration; general evaluation criteria; and other requirements to be met by each proposal. 3. INCA is seeking proposals from qualified companies to serve as website host on behalf of INCA for the development services detailed in the RFP. 4. INCA is not liable for any costs the Proposer incurs in preparation and submission of its proposal, in participating in the RFP process or in anticipation of award of contract. 5. The successful respondent will be required to enter into a three year contract commencing July 1, 2017, with option for withdrawal or continuation after each one year period. 6. To assist firms in preparing their proposals, general background information on INCA is provided in this request. 7. The RFP may be obtained electronically at 8. No oral explanation in regard to the meaning of the specifications will be made, and no oral interpretation will be given before the award of the contract. If any person contemplating submitting a bid for this contract is in doubt as to the true meaning of any part of the specifications or any other proposed contract documents, they may submit to INCA a written request for an interpretation thereof. 9. Written questions should be submitted by to Amber Freeman at a.freeman@incacaa.org with RFP Web Hosting/Development 2017 in the Subject Line to be received no later than 5:00 PM Central Time on May 19, All questions and written answers will be posted to the website as an addendum to and become part of this RFP. INCA will not be responsible for any other explanation or interpretations of the proposed documents. 10. If it becomes necessary to revise any part of this RFP before the proposal response date, addenda will be posted to INCA s website under the original RFP document. It is the responsibility of the Proposer to periodically check the website for any new information or addenda to the RFP. 11. To be considered, proposals must be delivered by mail, in person, or ed to Amber Freeman, Communication Director, INCA Community Services on or before Friday, May 19, 2017 at 5:00 PM Central Time. Submitting proposals by does not guarantee delivery, and must have delivery verified to be considered complete. Acknowledgments sent by reply will serve as a RFP receipt. If receipt of RFP is not received after your submission you may need to contact our office or be required to mail your proposal to complete the process. 13. Please note that use of U.S. Mail, FedEx, UPS, or other delivery method, does not guarantee delivery to this address by the above-listed time for submission. Proposers mailing proposals should allow sufficient delivery time to ensure timely receipt of their proposals. If INCA s administrative office location to which proposals are to be delivered is closed on the proposal response date, due to inclement weather, natural INCA Community Services, Inc. 3 disaster, or any other cause, the deadline for submission shall be automatically extended until the next INCA business day on which the office is open. Unless the Proposers are otherwise notified by INCA, the time for submission of proposals shall remain the same. 14. Proposals must be signed by an official authorized to bind the Proposer to its provisions and include the Proposer s Federal Identification Number. Each proposal page should be numbered for ease of reference. 15. Proposals should be prepared simply and economically, providing a straightforward, concise description of the Proposer s ability to meet the requirements of the RFP. 16. Each and every Proposer submitting a proposal specifically waives any right to withdraw or modify it, except as hereinafter provided. Proposals may be withdrawn by written or ed notice received at INCA s address for proposal delivery prior to the exact hour and date specified for proposal receipt. However, if the Proposer chooses to attempt to provide such written notice by INCA shall not be responsible or liable for errors in response. A proposal may also be withdrawn in person by a Proposer or its authorized representative, provided its identity is made known and it signs a receipt for the proposal, but only if the withdrawal is made prior to the exact hour and date set for proposal receipt. A proposal may only be modified by the submission of a new sealed proposal or submission of a sealed modification which complies with the requirements of this RFP. 17. INCA reserves the right to waive formalities and reject any and all proposals. 18. Although this request provides for a general format, it is not intended to limit a respondent's imagination and creativity in preparing a proposal the respondent feels will best serve the needs of INCA. 19. The Selection Committee may consist of individuals not familiar with website development or technology; therefore proposals should be submitted assuming that the selection committee has no knowledge of your firm. 20. Discussions for Clarification. Proposers who submit proposals may be required to make an oral or written clarification of their proposals to the agency to ensure thorough mutual understanding and Proposer responsiveness to the solicitation requirements. The Communication Director will initiate requests for clarification. 21. Best and Final Offers. INCA reserves the right to conduct discussions with Proposers for the purpose of obtaining best and final offers. To obtain best and final offers from Proposers, the Selection Committee may do one or more of the following: a. Enter Into Pre-Selection Negotiations; b. Schedule Oral Presentations; And c. Request Revised Proposals. 22. After offer has been made the Selection Committee will limit any discussions to only Proposers whose proposals the Selection Committee has determined to be reasonably susceptible of being selected for award. 23. The selected Proposer will be required to assume responsibility for all services offered in its proposal whether or not it produces them. Further, INCA will consider the selected Proposer to be the sole point of contact with regard to contractual matters. INCA Community Services, Inc. 4 DESCRIPTION Create a flexible, informative web site that is easy to maintain. We must develop a friendly site that can deliver large amounts of constantly changing information to our key audiences. In addition to designing a userfriendly site with an intuitive interface, we must also develop a web-based, database-driven administration tool that allows key management personnel to easily update content without directly accessing source code. The INCA will maintain ultimate editorial control of content, without delaying the publishing of new information on the site. INCA will efficiently manage web publishing processes, preferably by using a system with a browser-based user interface. To be effective, our web site must be: Easy and intuitive Visually pleasing Informative Safe and secure Quick to load and operate OBJECTIVE Our primary Internet objective is to continue to build brand identity, awareness, and interest in the organization and the services it provides. 5 BACKGROUND INFORMATION 1. INCA Community Services, Inc. is a not for profit private corporation. The agency was originally established under the name Indian Nations Community Action in It was later incorporated in the name INCA in August, 1975, to serve Johnston, Atoka, Marshall, and Murray Counties. The agency is the grantee for numerous federal and state programs. It operates and lends administrative support to a multi-program operation. 2. INCA is a Community Action Agency that operates over a dozen programs and services promoting self sufficiency and providing community assistance to individuals in South Central Oklahoma. 3. Each program and/or service has unique benefits, qualifications, and customer base. 4. INCA is an equal opportunity provider and employer. I. PURPOSE: INCA Community Services, Inc. (INCA) is seeking proposals from qualified companies or consultants (hereinafter referred to as Vendor interested in providing website design, hosting, development, and implementation services for INCA s website. The Vendor chosen will produce a unique, professional, and user-friendly website, while providing sophisticated built-in features listed below: Customized design layout including styled content Responsive design for Tablets, Smart Phones, etc... Design slides/slideshows Content management system Page/Menu creation Admin/Permission controls File library and transfer of files Social media integration Unlimited content edits Multiple pages/subpages for departments (Programs/Services) Custom online form creator Photo galleries and video player functionality Secure payment portal for PayPal, credit, or debit cards for donations Comprehensive Search feature and functionality by keyword, services, location, etc. Integrated features for employment applications and jobs classifieds Locations (w/ Maps, Hours of Operation, Services, Etc.) Unlimited custom campaigns for fundraisers, donation, etc. Unique URL and custom links for all pages/subpages News, blog, announcements, & discussions areas with optional moderated commenting Ongoing and continued customer and technical support/training provided to our agency Continued updates with latest features and designs to avoid stagnation II. BACKGROUND: INCA Community Services is a Community Action Agency in South Central Oklahoma primarily serving Atoka, Johnston, Marshall, and Murray Counties. INCA s website serves as a tool for general public, community partners, and staff to find resources and useful information pertaining to our agency and community. Each program manages its own subpage with program information and documents. Among program pages are staff and board resources, admin, employment, contact, news, and impact pages. Amount the most used and important features are the website s search functions and home page navigation, which need to be easy to understand and access as well as provide accurate results. 6 representatives. The table below represents the volume of data on the INCA website that is either currently being managed or has collected over time and is now dormant. The website brands INCA s image and is a critical communication tool. The website also needs to support supportive services in various capabilities which include, but are not limited to: E-commerce (donation and fundraising campaigns) Community outreach (news bulletins, community events, available services) Linkages (requests for service) III. SCOPE OF WORK: In general, INCA is satisfied with the major components of the existing website, but acknowledges that the design and layout can be improved, modernized and streamlined. Additionally, there are several features that must be updated or added to the website. For instance, ease of use on uploading and updating on the backend so all pages contain up to date information. The following section outlines and describes the design and CMS requirements, as well as the technical infrastructure, planning, communication, training, maintenance and support expectations. a. Website Hosting Criteria: i. Cost for Contract (must be specific if there are any data limitations or required add-ons costs) ii. Hardware and software capabilities and requirements iii. Maintenance fees (for needed technical updates/questions after implementation stage) *Any hosting services proposal must acknowledge INCA s ownership in its information. b. General Website Design Criteria: The website is a powerful communication tool to disseminate information and a marketing tool for INCA to highlight the agency, its programs and resources, and provide tools and resources for the community. In re-designing the website, the following criteria and criteria mentioned throughout the RFP must be addressed in the proposal s design and implementation. 7 SNAPSHOT OF THE TOP WEBSITE ESSENTIALS: 1. Responsive design for all internet enabled devices. 2. Unlimited storage for videos, pictures, and documents. Ability to easily incorporate media files (drag-and-drop) onto the pages within CMS. 3. Fillable PDF forms for public with ability to submit automatically to staff according to topic, possibly including Job Applications. 4. CMS should require no coding needed to update and maintain website content. 5. Ability for the website to automatically integrate our various departments social media channels (Facebook, Twitter, etc.) to allow for up-to-date, seamless communication. 6. Easy to use preview for web contributors after a page is edited and before it goes live. 7. Ability for public to make donations securely. 8. Interactive mapping component that allows locations searchable by address/county. 9. Unique design a with distinct, attractive website reflecting INCA s Mission, Vision, and Values while incorporating the following: i. Logos: INCA s logo and program logos including other branding techniques (e.g. type, font, color, and placement) will need to be considered as part of the detail design phase and must be used to maintain consistency throughout the primary site as well as sub-site(s). The Logo should appear on ALL pages and hyperlinked back to the homepage. ii. Themes: The website should highlight INCA s programs and services and feature a theme that is supportive of this and INCA s mission iii. Professional: The website should be visually appealing with a clean look, taking iv. into consideration the following points: Consistent: All pages, menus, and banners must be consistent, look professional, and enhance the image INCA. v. Template: A design template should be used for all pages within the site. The templates should allow for departmental differentiation and creativity. The design should be able to utilize a mix of photos and provide a great variety of color and distinction. vi. Frames: The site should not contain frames. vii. Icons and Buttons: Icons and/or buttons should be integrated throughout the website to guide users to important information and limit the overuse of text information. The design of the icons should be consistent and scaled. viii. Language: Ability to translate page content on any page or subpage easily to ensure accessibility. ix. User-Friendly and Accessible: The website must be user-friendly and incorporate the requirements or principles identified below: a. ADA: The Village requires website design to be as compliant with Section 508 and Americans with Disabilities Act guidelines as reasonably possible. Vendor should make an effort to comply with guidelines; however, the usability of the website and ability for staff to easily update the website and content contained within the website should be considered. Compliance with the standards should not prevent any other requirements from being met. b. Responsive Design: INCA s website needs to be accessible by mobile devices, tablets, and other emerging technologies. There should be minimal to zero loss of the website s capabilities when viewed with electronic devices. The website should automatically adjust to fit the screen of the user s device. c. Links: Ensure that every page is consistent in offering the ability to return to top of the navigational path. 8 d. Organized: The website must be organized in a manner that allows viewers with limited computer experience to easily find and access information. e. Sharing/Printing Ability: Each page must be appropriately sized to permit printing (without losing page content) or contain a printer-friendly version with also the opportunity to share on social media, via , etc. f. Quick Access: Provide simple, clear, and direct access to information. This includes reducing clicks to no more than two, if possible, to retrieve the desired information. g. Search Function: Enhanced search capabilities that provide easy linkage to ALL content of site. h. Simple: Design should be simple and allow users to easily access relevant information. i. Technology: Utilize common technology platforms whenever possible. The website should be designed to be accessible by viewers with limited computer knowledge and should avoid using technology that may not be compliant with some browsers. In the event such technology is used, the site should provide alternate means for accessing the information. j. Structure and Navigation: An actual site organization structure will be chosen following the selection of a Vendor. Defining the organizational structure with staff should be considered an integral part of the scope of work. The Vendor shall work closely with INCA to develop the final site organizational structure and provide recommendations. x. Content Management and Workflow: All departments should be allowed to edit and upload the content of their departmental web pages (some approval levels may be required for departments). Department editors should be limited to changing content only, not design. Final authorization and control should still be centralized with the website administrator. (All information needs to be accessed through the same portal for ease of use, ease of maintenance, and to operate under one common governing policy.) Below is a list of criteria that must be considered when addressing content management: a. Transition: The Vendor proposal shall provide for ancillary services associated with the conversion of existing web pages and content into the new CMS including, but not limited to, any work necessary to ensure postinstallation ADA compliance, and metadata classification of web server content. b. Easy to Use: The CMS should be easy for the web administrator to navigate the website with little intervention from a consulting service after installation and training. Drag and drop content management solutions are preferred over software that require users to utilize coding or programming. c. Monitoring: The new website must be easy to monitor so that the content remains up-to-date. This feature must include monitoring for broken links, outdated information, duplicate information and contradictory items. If possible, dated and revised information is scrubbed off the live site and stored in a historical cache. Automation is preferred. d. Remote Access: Website administrator(s) and editors should have remote access to CMS via the Internet (with login and password). e. Roles and Process Clearly Defined: The roles of the editors and website administrator, as well as how the workflow process is conducted, must be clearly defined. Content workflow and approvals need to be easily adjusted to INCA s needs. f. Single Automated CMS: The system must have consistent editing and design policies and use a single automated system for posting, reviewing, and publishing all content. INCA Community Services, Inc. Analytics: Provide mechanism to monitor and calculate website usage data (number of hits per page, top 20 page rankings, time spent on each page, etc.) to help evaluate effectiveness and suggest improvements IV. QUALIFICATIONS AND WORKLOAD: In addition to addressing the requirements outlined in the Scope of Work, the proposal should include statements setting forth the Vendor s line of business, organizational structure, summary of past experience, including experience with municipal projects, and specific descriptions of at least five (5) projects completed that are similar in subject, size, and complexity to the scope of services specified herein. These descriptions must include contact information for reputable references that can attest to the Vendor s representations. Professional resumes, including education, work experience, professional credentials, and employment status (e.g. full-time, part-time, years with the firm, job description) for each individual to be assigned to the project described herein should be provided. Vendors selected as finalists may be expected to address more detailed issues regarding financial and other specifics of the firm and operations. These same Vendor finalists may be expected to participate in interviews with a selection panel. A complete tabulation of the Vendor s current project workload must be included. Each project shall be identified by name, type, size, duration, and personnel assigned. V. LICENSES: Each Vendor submitting a proposal shall possess all necessary federal, state, and local licenses as are required by law, and shall furnish satisfactory proof to INCA upon request that the licenses are in effect during the entire period of the Contract. VI. VII. PROJECT SCHEDULE: The proposal must include provisions indicating a proposed timeline for completion of and transition to the new website. INCA retains the right of approval for any and all work done in designing the website. It is the expectation and desire of INCA to transition to the new website by July EVALUATION OF PROPOSALS: Proposals will be evaluated based on the criteria listed below. Each item listed will hold equal merit during the review and award process. A. Cost B. Experience with projects of similar size and scope C. Qualifications of Vendor D. References E. Scope of Work VIII. FEE AND AWARD OF CONTRACT: Proposals should include a total not-to-exceed contract proposal amount. At a minimum, the cost proposal must be broken down by the hourly rate and number of hours. Please be very explicit in listing and describing any services or items not covered in the proposal fee amount. Proposal fee should be broken down to include major fee categories. The service provider shall be selected on the basis of the lowest, most responsible proposal. Please price services relative to requested services and resources. If there are additional abilities and/or traits provided with the base service, please provide additional information. INCA may not choose to utilize all of these capabilities in its initial rollout, instead phasing-in additional capabilities. Provide an estimate of the fees that would be associated with the proposed service. Upon selection, the final contract amount may be subject to negotiation to determine exact scope of services to be provided and final contract fee amount and a contract outlining all relevant terms shall be executed by both parties. Selection does not guarantee award of the contract. In the event the Vendor and INCA fails to agree to a contract, INCA will choose from remaining Vendors or issue another Request for INCA Community Services, Inc. 10 Proposal. INCA reserves the right, at its sole discretion, to cancel or modify the RFP in part or in its entirety. INCA will not reimburse Vendors for any costs incurred in preparation or submission of the proposal. All proposals are made at the sole cost of the Vendor. Proposed fees should not include or consider the costs incurred in preparation of the proposal. The contract will be for the design and implementation of INCA s website and will include no guarantee or intent to contract for future services. Upon completion of the contract, all content, site design, site templates, and any other item or idea used in the completed website or contained therein will become property of INCA. Contractor will relinquish all rights to the website and INCA will have sole control over website design, content, and appearance. IX. PROPOSAL SUBMISSION: All proposals MUST be received no later than: 5:00 P.M. CST on May 19, 2017 by mail, , or hand delivered. Detailed Cost Proposal & Maintenance Costs Post-Implementation X. MULTIPLE PROPOSALS: The specifications described in the RFP are necessary to meet performance requirements. It is neither the desire nor intent of INCA to eliminate or exclude any Vendor from submitting a proposal because of minor deviations, alternates or changes that may be deemed an improvement to the level of service. Prospective Vendors wishing to submit a proposal on items which do not comply with the specifications but which they believe are equivalent or necessary to providing satisfactory service to INCA are requested to submit an alternate proposal. Such alternate proposals must be clearly indicated as such, and deviations from the applicable specifications are to be clearly noted. The proposal must be accompanied by complete specifications for the items offered or deviation proposed. INCA shall be the sole and final judge unequivocally as to whether any substitute is of an equivalent or better quality or is necessary for providing satisfactory website development services. XI. 11 Submission Information 1. Submit four (4) copies of the proposal if mailing or hand delivering submission. 2. Each distinctive section should be titled with each individual evaluation category and all material related to that category should be included therein. 3. It is the responder s sole responsibility to submit information related to the evaluation categories and INCA is not obligated to solicit such information if it is not included. The failure to submit such information may cause an adverse impact on the evaluation of the proposal. 4. Premium Bid Summary must be completed. Evaluation and Award Process 1. INCA shall use its best judgment in conducting a comparative assessment of the proposal. 2. INCA shall select web hosting and development provider that appears to have the ability to service INCA s needs. 3. A provider will be selected and notification will be made to all firms submitting proposals on or before 5:00 PM., May 23, Evaluation of Experience and Reliability 1. Prospective providers should submit any information, which documents successful and reliable experience in past performances similar to those of the requirements of this proposal. 2. Provide the following information related for both the three largest current accounts and any nonprofits serviced by your office: a. Name, address, and the telephone number of the account and a representative who may be contacted. b. Dates of that relationship c. A brief written description of the services performed. 3. The above information may be shown on the form provided in the pre-qualification questionnaire or in a similar manner. Evaluation of Expertise of Your Company s Personnel 1. The Proposal should include detailed information related to the experience and qualifications, including education and training, of the specific personnel who would service INCA. 2. The above information may be shown on the form included in the pre-qualification questionnaire and detailed resumes should also be included. INCA Community Services, Inc. 12 Evaluation Criteria The following criteria will be used, in order of relative importance from the highest to the lowest, in evaluating each proposal: 1. Understanding the Problem. This refers to the Proposer s understanding of INCA s needs that generated the RFP, of INCA s objectives in asking for the services or undertaking the study, and of the nature and scope of the work involved. 2. Proposer Qualifications. This refers to the ability of the Proposer to meet the terms of the RFP, especially the time constraint and the quality, relevancy, and currency of studies and projects completed by the Proposer. This also includes the Proposer s financial ability to undertake a project of this size. 3. Personnel Qualifications. This refers to the competence of professional personnel who would be assigned to the job by the Proposer. Qualifications of professional personnel will be measured by experience and education, with particular reference to experience on studies/services similar to that described in the RFP. 4. Soundness of Approach. Emphasis here is on the techniques for collecting and analyzing data, sequence and relationships of major steps, and methods for managing the service/project. Of equal importance is whether the technical approach is completely responsive to all written specifications and requirements contained in the RFP and if it appears to meet INCA s objectives. 5. Cost. While this area may be weighted heavily, it will not normally be the deciding factor in the selection process. INCA reserves the right to select a proposal based upon all the factors listed above, and will not necessarily choose the firm offering the best price. INCA will select the firm with the proposal that best meets its needs, at the sole discretion of the agency. 6. Commitment to Diversity.
