1 Website Design and Development Terms of Reference BACKGROUND Investment Fiji is developing a new website to be able to better communicate information and provide a one-stop shop for investors. The layout and content of current Investment Fiji website ( was designed several years ago. Among other usability issues, the site is outdated, limits customization and content publishing has a high response time and is not responsive. To further enhance the service delivery and ensure the best experience to users, Investment Fiji is developing a new web presence. The primary users of the site will be potential investors, local exporters, and the public. OBJECTIVE Potential investors that show interest to invest in Fiji are using a manual process to register a company in Fiji. The main objective of the new website proposed in this TOR is to automate the above-mentioned processes. Investment Fiji is inviting proposals from reputable and qualified companies with a track record of success in designing and producing digital solutions to develop templates for the new website. The templates will provide a new look-and-feel to the web and will be integrated with a proprietary CRM solution that is currently being developed while displaying the content in a more organized, attractive and user-friendly manner. DELIVERABLES - The Investment Fiji website presents a new visual look and its functionalities are enhanced to provide a better experience to users. - Five new sections are developed and integrated into the CRM solution. - Develop a user manual and deliver training for the support staff and system administrators to perform content upload, system maintenance, and administration - Support and maintenance: Administrative and technical support, quality control for a period of 6 months. - Source code handover: Full source code including all developed libraries shall be handed over to Investment Fiji.

2 WORK SETTING The work setting for the assignment will include different aspects: Timing and duration of the assignment The duration of the contract will be six months and the expected starting date of 12 th June Briefing/debriefing arrangements A first meeting/conference call will be scheduled for the Investment Fiji team to brief the firm on the background information to develop each of the requested deliverables. Reporting relationships and identification of responsibility for assessment of the services/outputs The company will work in close consultation and under the supervision of the Investment Fiji CEO and management team. They will follow up the design process answering questions related to the documents. The team will also assess the services and outputs of the firm. WORK PLAN Deliverables 1. New look and feel - Design a new look-and-feel for the Investment Fiji site capturing the different functionalities outlined in this TOR. The company will develop a graphic concept and the visual language of the new site. - Ensure a consistent visual language on the new site by introducing fixed styles in templates ensuring consistency in fonts, formatting, icons, images, layout techniques. - The new look and feel should be adapted to homepage, sections, subsections and the following components of the site: media articles, archives, publications, sector profiles, and events section. - Standard page elements including header, footer, tabs, persistent navigation, contact us, and page print options should be included in the new design. - The new template/design should guarantee that most recent content on the site is captured automatically in the homepage in an organized way following specific categories, tags or other custom taxonomies. - All section and subsection web pages should incorporate functionalities to guarantee the latest information on that section and sub-section is displayed (news, publications, media articles, events, vacancies). 2. Components - Based on the agreed template/design, develop the five components to the Investment Fiji site based on, but not limited to the structure, functionalities, and features defined in these terms of reference. - The new subsections web pages should incorporate functionalities to guarantee the latest information on that sub-section is displayed (news, publications, media articles, events, vacancies).

3 The four major components of the site will be: o Investing in Fiji This section will introduce Investment Fiji as an investment destination. Information such as sector profiles, quick facts about Fiji, joint venture opportunities, registration forms, etc.. will be presented in this section. o Doing Business in Fiji This section deals with investment facilitation whereby information such as post registration guides, how can Investment Fiji help?, links to other government agencies and other registration forms will be made available here. o Exporting from Fiji This section focuses on the local exporter market and what Fiji has to offer to the international market. Information such as product profiles will be contained in this section. o Investor Portal This section will provide the investor the ability to register, make payments, and get the applications processed online. It is imperative that this component is integrated with Investment Fiji s CRM system. 3. Pages/Components and functionality to include in the new design The following features/pages to be included in the design template/design outlined in sections 1 & 2: - Homepage - Add feed links; - Responsive design; - Social sharing features including twitter share by text selection and twitter feed by handle and hashtag. - Search function by news, type of publication, type of resource, events, media articles and sector profiles; - Search resources by free text; - Signup for latest news; - Password protected pages/components. - Search for current vacancies or upload expressions of interest. - Live chat - FAQ section - Multimedia Gallery - Contact Us - Press releases - About Us - Electronic payment options (MasterCard, Paypal, Strip, Visa, etc) - SSL protocol 4. Knowledge transfer - Develop a user manual and deliver a training for the support staff and system administrators to perform content upload, system maintenance, and administration. 5. Support and maintenance - Support and maintenance: Administrative and technical support, quality control for a period of 6 months;

4 6. Source code handover - Full source code including all developed libraries should be handed over to Investment Fiji. TASKS - The successful company will participate in a debriefing session with Investment Fiji to understand the overall project and expectations. - Based on the debriefing session and this TOR, the company will develop a design concept for the site. The vendor will share a maximum of three design proposals with the Investment Fiji team. - The company will adjust concept based on feedback and comments from the Investment Fiji team. - The vendor will develop the visual concept for the site adapting it to the different components outlined in the section deliverables and adjusting it based on feedback and comments from the Investment Fiji team. - Development of web sections and content upload. - Integration of new website to Investment Fiji CRM solution - Test site before going live. REQUIRED SKILLS AND EXPERIENCE The vendor should demonstrate and provide examples of previous experience in the performance of similar services as follows: - Be a reputable firm with at least 3-5 years of prior experience designing visually appealing and navigation friendly websites; - Familiarity and relevant experience in using different Content Management Systems (CMS). - Have a broad knowledge of current web development technologies and design tools in the field, and new software and other web programming languages and programs including the use of HTML, XHTML, CSS, XML, XSLT, Macromedia Flash, Java; C#, ASP.NET, MVC, PHP. - Have excellent knowledge of recent trends in graphic design, websites, including online video publishing, and social media networking; - Demonstrated and proven ability to create an innovative and visually appealing design. DOCUMENTS TO BE INCLUDE IN THE PROPOSAL If you have the required qualifications and are interested in this contract, please submit: - A proposal describing the previous work done in this area; - A portfolio of previous work of webs with similar functionalities developed; - A proposal addressing the TOR requirements; - Specific skill sets in charge of this project to be included in the proposal; - A financial proposal to address the work.

Investment Fiji and Registrar of Companies should be notified of this number. If name approval is given by Registrar of Companies, investor shall be notified and payment option should prompt in investor s portal to make payment for registering company name and Foreign Investment Registration Certificate (FIRC). If suggested name is not approved, then investor is advised and asked to generate another name.

9 Investor should be able to track form status, that is which department has approved and which are yet to approve. Payment for Foreign Investment Registration Certificate is done via the portal using epayment gateways.
