3 Overview of QR What is QR? A centralised online database on qualifications, learning programmes and providers Established by the Secretary for Education (SED) under the Accreditation of Academic and Vocational Qualifications Ordinance (Cap 592) for entering qualifications recognised under the Qualifications Framework (QF) Role of HKCAAVQ Under the QF, the HKCAAVQ is appointed by the SED as the Accreditation Authority QR Authority 3

6 QR hit rates Overview of QR Steadily continued to rise with an overall 19% increase for 2011 Recorded an increase of 34% during the release of public examination results in July 2011 Recorded an increase of 46% in March 2012 during the recent launch of e-navigator by the EDB 6

7 Overview of QR Recent developments Hardware QR system computer equipment upgrade To prepare for the upload of a greater number of qualifications onto the QR To facilitate further enhanced functions Data migration was successfully completed at the end of February

9 Overview of QR Recent developments QR website analysis As a result of the steady increase of QR users, the HKCAAVQ conducted a thorough analysis of the QR website Engaged a professional web design vendor (U-Team Usability Consulting) for the project Consulted the EDB during the whole process Forwarded the final report to EDB in January

10 QR Website Usability Analysis Objectives The QR website was checked for aspects such as Content, Functionality, Branding, Navigation, Site Credibility and Site Impression To understand the functional expectations To identify the usability issues To provide recommendations for upgrading the website To propose further suggestions for improvements 10

11 QR Website Usability Analysis Recommendations The major recommendations were proposed based on various usability issues identified during the three evaluations and focused on the five major parts of the QR website, i.e. QR website navigation QR website main page layout Search function page Programme details page Informative sections 11

12 QR System Enhancement for Billing and Refund

13 Billing & Refund arising from Enhanced QFSS (QF Support Schemes) On 1 August 2011, EDB relaxed the existing operating parameters of the QFSS The government now bears full registration and hosting fees for all qualifications and programmes on the QR with validity period between 18 July 2011 and 31 March

14 Future Directions Overview of QR The QR will Become more user-friendly Have more SCS-based courses List information on QF credits Have a standardised template for Award Titles 14

17 Future Objective and Purpose of the QR To be more integrated with the QF infrastructure To become more popular as a central online database containing more articulation programmes To become a central website for overseas visitors (particularly those from the Mainland) to look for QF-recognised qualifications/ programmes 17

18 Overall Direction on the QR Website Upgrade The QR website will be improved: To make it simpler To be more user-friendly To have a more attractive and updated design 18

30 Enhanced QR System Features for Billing and Refund

31 The New Subsidy for QR Registration Fees (QR Subsidy) Eligibility Government now bears full registration and hosting fees irrespective of provider status and funding sources of the programmes/ qualifications Coverage period From 18 July 2011 to 31 March

32 What happened before 18 July 2011? The original QR subsidy was introduced in May 2008 The scope of coverage was confined to selffinanced qualifications with first-time registration offered by non-profit-making organisations The original due date was then from 5 May 2008 to 4 May

33 What will billing be done after 31 March 2014? Full fees (both Registration and Hosting) to be charged for all records uploaded on the QR 33
