5 Introduction This software tool is an outcome of the European Project Investigations targeted to the creation of legislative instruments and the reduction of administrative barriers for the use of biogas for heating, cooling and power generation REDUBAR. It is a tool for Quantifying the influence of existing financial regulations and / or barriers on the feasibility of a biogas project (Deliverable D11), originally planned to be delivered in form of an EXCEL-program using data from a database. The software should be usable for all input variants, consider existing national and EU-wide financial regulations, illustrate from a financial point of view how near or far a planned biogas project is to practice relevant implementation and serve as basis for proposals targeted on new or revised financial regulations. The authors are convinced that a simple EXCEL-sheet would not be sufficient and therefore decided to use a data-base version supported with output by ECXEL of the results, including inputs and assumptions. Two more deliverables D08 computer aided matrix and D27 calculation of costs for implementing non-technical measures for resolving or removing BaO s were adapted to the method and software of D11. Doing this the involved REDUBAR-partners could create tools with higher efficiency and value as originally planned. It makes the tool more comfortable for the users. So one software tool includes three functions (deliverables) for selection of optimum measures, quantifying the influence of existing financial barriers and for cost-benefit calculation for increasing the use of Biogas. D11: A software tool for quantifying the influence of existing financial regulations and/or barriers on the feasibility of a biogas project. The software is usable for all inputs variants. Existing national and EU-wide financial regulations are considered. The results will illustrate, how near or far is a planned biogas project to the practice relevant implementation (from the financial point of view). The results will be the basis for proposals targeted on new/revised financial regulations. D08: A computer aided matrix Selection of optimum measures for increasing the use of biogas. The matrix includes biogas (raw and upgraded) and all competitors, the technologies heating, cooling and power generation and all specified relevant regulations. It will be helpful for target groups 2 and 3 to pre-select the optimum way for increasing biogas use under their concrete conditions, supported by existing relevant regulations. The matrix is usable both for on site and of site biogas use. D27: A cost-benefit calculation program for evaluation of the feasibility of barriers removing actions. The program can be modified for all proposed barriers removing actions. Target groups 2, 3, 5.
6 For generating biogas project many regulations and rules and norm are to observe. Two type here to differ: 1. Measures which express with numbers (determinations for plant sizes, payments and so on) these measures were analyzed with prepared in module in the context of D Measures which express not with numbers (determinations that renewable energies are to use with highest priority, from biomass generated electricity is to feed in into the net with the highest priority and so on). These measures were analyzed with prepared in module in the context of D08. It is much more complicate to integrate regulations (measures) without numbers into computational analysis to find the optimum measures for increasing biogas use as with regulations with numbers. So there exists two possibilities for analysis the measures: Analyse the text word to word that s very complicate (country specific descriptions for facts so you have to analyse the texts and fix than the rules for analyse) Evaluation of the measures by the users of the software definition of categories for analysis The second way for evaluation the measures was selected because it is absolutely unrealistic to analyse texts of law and regulations from various countries in the context of this project. 21 th September 2009 Version 3 page 6 of28
7 Installation of the Software Two steps are necessary. Step 1 1. Download the program file install.zip of the program Multi-Manager from the partner area of the REDUBAR website or from the website 2. Unpack install.zip and run the setup.exe. 3. The Installer guides the user (possibly in German), all steps should be confirmed. 4. This install.zip has to be executed on each machine in case of a network installation (Client/File server). Thus, the normal installation is completed. Step 2 depends on the type of installation. In case of only local installation (single): 1. Download your partner.zip from the partner area of the website. 2. Rename the existing folder C:\MRC\Manager\Daten into C:\MRC\Manager\Daten_old and now you can unpack your partner.zip into the folder C:\MRC\Manager In case of a network installation (Client/File server): 1. Unpack your partner.zip into a shared folder on a network drive (for example M:\MRC\Manager). 2. Run the new file setup.exe under Start Programs MRC Setup to point to the data path on the network drive. This procedure has to be executed on each client machine. Starting the Manager from the icon on the desktop or under Start Programs MRC Manager you will find the log-in mask. The default the user is MRC without a password. Click Login or hit Enter. You can check the system status under the menu System Info. Please, request the activation code by . Manual General Information The origin of the software tool is an address database for different kinds of contacts and context related modules for selected fields of small business enterprises. The main contacts in relation to this software tool are named as Interested Parties and Financial Service Provider. The user is free to use also other kind of contacts if it seems to be useful for him. 21 th September 2009 Version 3 page 7 of28
8 The user may switch between the German and English languages (Menu Extra). Few forms or information/warnings follow only one language yet. In principle, other languages could be added. The requirements of the task due to D11 are distributed to the modules Process Engineering and Finance. Various fields in the different forms do not show the named information but the respective index. The real information can be shown by mouse move over or double click into the field. During the mouse move the information appears in the lower left corner of the screen and partially as a hint at the mouse pointer. The double click opens a context related further form. The forms or their statuses depend on the status of the calling form (edit mode enabled or disabled). The database is tolerant against information gaps as far as the gaps do not affect the called function. Some internal checks assist the user to avoid malfunctions of this kind. Navigation Fade in/out F5 Select a Data set using the arrow keys and. Create a New Data Set Hit the key + Fill the fields subsequently Delete a Data Set Hit the key - when the data set is selected and confirm the action. Edit a Data Set Hit the key and insert the respective changes. Hit the key to confirm the changes. Hit the key x to revoke the changes. 21 th September 2009 Version 3 page 8 of28
9 Activation of a Module Select the Module under: EIE/06/221/SI Modules or System System Service Table Create Select from PopUp field Headers and Labels Headers and labels may be changed (or filled in) normally by double click into the header. The entry will be stored in the list of terms. Limit > 0 means the allowed number of characters in this header. The form Agents is an exception in this regard. The change of their list of terms as well as the extension to a further language should be communicated with the supplier of the software by th September 2009 Version 3 page 9 of28
10 Texts (rules and regulations for analysis of D08) For an analysis of the optimum measures for increasing the use of biogas (D08) it is necessary to include the measures into the data base. These measures will be analysed later in Module Scenario text analysis. 11 Module Project Management This Module does not belong to the scope of REDUBAR. Module Process Engineering The module Process Engineering comprehends the main technical and economic data of plants. The process can be described more or less completely. Depending on the completeness, the flow of materials/agents may be shown for the whole plant and for partial processes too. The expected expenses and revenues will be calculated and shown correspondingly. The flow of energy may be shown in a simplified Sankey diagram. A form for the calculation of the investment costs can be called or created (when missing) from this form. Following, the different TabSheets of the form Plants are presented. 17 Structure of Database The database Plants is meant to describe the structure of plants in figures, references and comments. The additional databases System and Components are meant for further information in up to two levels below. After the declaration of datasets in the databases System and Components, they can be assigned to the datasets of the next higher level by DoubleClick in the respective fields. The database Agents describes the properties of the agents to be used. The entries are independent referring the database Plants. The interaction between the entries of the databases Plants and Agents are described in a database Processes containing the agents used and their quantities. Several processes may be assigned to one plant. The database Processes does not have an own form. Any datasets of Processes can be called only over the dataset of Plants they are assigned to. The pages of the form Plants show the different stages of the technological chain. They indicate also the expenses and revenues of each stage so far the respective datasets of Agents have an entry for the price. The page Summary shows the total expenses and revenues over the life of the plant for that case only the actual process will be run. Also for the actual process, the energy flow can be shown as a simplified Sankey-Diagram. 21 th September 2009 Version 3 page 17 of28
18 Module Finance (D27) This module is dedicated to calculate the annual costs of the fund rising over the whole life cycle. The number of sources is practically not limited. The data of different sources may be arranged in up to four groups (parts A - D). The screenshot shows an example. The names of the groups and their fields can be modified in the menu and submenu System System Management, TabSheet Finance. If there are sources reducing the later capital costs then they have to be arranged in one part to mark with the box Minus. The form of the module Finance may be called from the main menu Modules or from the form Plants. The lower four fields show the totals of the groups. A first allocation to the groups can be made in case of empty fields. Input values below 100 will be interpreted as percentage of the total investment. The TabSheets show the composition of the sources assigned to the respective group. A double click into the field Lender opens a list of the Financial Service Provider to select the desired one if the edit mode is enabled. The form Financial Service Provider will be opened in case the edit mode is disabled. A double click into the field FCond opens the list of the offered programmes of the respective provider to select anyone if the edit mode is enabled. 21 th September 2009 Version 3 page 18 of28

20 Using the button S will start the calculation of the costs and revenues. The result will be shown in the TabSheet Sum. Before the calculation the coincidence of the total investment and the considered financial sources will be checked. Any difference above 0.5 will be displayed. A special treatment is used to the group of sources with marked box Minus. Only immediately available sources will be considered as a contribution to the financing of the investment (marked by a Maturity = 0). Later payments will be considered (and calculated) as a reduction of the annual capital costs ( Maturity > 0). Pressing the Excel button starts the export of all pages/tabsheets of the form to Excel. The module Finance serves to keep the information of any financing projects considered. The datasets may be defined independently referring the database Plants. But the interconnection of the technical and financial aspects of a project is the true sense of both modules Process Engineering and Finance. For that the creation of a new dataset in the database Finance has to be initiated from the respective dataset in the database Plants. The expenses for the agents and the revenues will be transferred to the respective dataset in Finance as Sum (-) and Sum (+) respectively. This transfer will be repeated separately if one of these entries is empty and shall be filled in. The transfer of the expenses for agents and the revenues is meant to ease the type work. It suggests that the actual process will be run over the whole life of the plant. This assumption may meet some cases, especially for preliminary considerations. 22 Module Scenario Definition of a Scenario There are three types of scenarios: Process Engineering (D11) Finance (D27) Text Analysis (D08) The Tabsheet General has to be used to select the type of scenario ant to assign it to a data set of the respective module. The Text Analysis -type requires respective data sets defined under Master Data -Text Blocks. The field Available shows all the elements for the data set and its type. The selection of the elements to consider in this scenario can be made and revoked in the edit mode. View for Evaluation Process Engineering (D 11) The table below the TabSheet Information serves to fill in the assumed yearly shares of the different processes assigned to the plant. 23 reduction in the operation of the plant by initial difficulties or in periods expected with significant attrition (if the total of a year comes to less than 100%). 21 th September 2009 Version 3 page 23 of28

25 View for Evaluation Text Analysis (D08) EIE/06/221/SI In the following input template you can open different projects where you simulate different scenarios to find the optimum compilation of measures. How to open new project was declared in the previous chapter. General information like Name, Year or a description of the project are important to identify it in future. In the field Type (right on top) you choose the type of scenario. For a selection of optimum measures for increase the use of biogas D08 you must select Text-Analyse from the PopUp field. After that selection in the field verfügbar (left bottom) all saved measures in the data base will be shown. Now you can select the measures and copy it into the field gewählt (right bottom) like in the following picture. On the right side you find your selected measures. 27 After selection the measures which are to considered in filed Information all selected measures with relevant data will be shown. Now you can optimise the selected measures for a maximum on priority or a maximum rate so you have for your project the optimum selected measures. With the button (binocular) on the left bottom you start a search engine.
