Introduction 1.1 Objectives, referencing and structure of this document The goal of this manual is to introduce the use of the pre&post-image Requests and Campaign Results modules of the G 4 CAP system, in order to present their functionalities and guide MSs users to fill in the requested inputs correctly. The pre-irs module has already been available since September 2015, while the post-irs and Campaign Results are new features, released together at the beginning of October All these three modules have been developed to be used by Member State (MS) Administrations to provide those information on their CwRS Campaigns that are currently not available in the system. We will summarise briefly the goal of each module here after. Pre-Image Requests (pre-irs) - using this module, before the start of the Campaign (every year by the 1 st of November 1 ), MSs will have to assert their forecasted figures for the Campaign to come. Requested inputs regard OTSCs and CwRS controls, methods that will be used and the type of image Profiles needed (both VHR and HR). Post-Image Requests (post-irs) - using this module, at the end of the Campaign, MSs will have to assert the correct figures for the just concluded Campaign. Requested inputs are almost the same as for pre-irs and concern again the OTSCs and CwRS controls. Methods actually used and image Profiles actually requested are automatically retrieved by G 4 CAP and will be displayed to help the user to understand how the campaign proceeded. Campaign Results - using this module, at the end of the Campaign, MSs will have to provide more detailed inputs on the controls performed in the just concluded Campaign. The requested information was already collected in a less structured way some years ago, calling them Campaign Statistics ; now the data structure has been re-engineered and the system will help the user not to provide erroneous data and will supply him useful information to perform the data entry in the easiest way. The EC Services will check deeply the information provided and will communicate bilaterally with any MSs if needed. The JRC operational group that can be contacted at sims-ec@jrc.ec.europa.eu is always available to provide help or further information on the use of these modules. This manual will dedicate one section for each one of the modules, providing screenshots and a stepthrough guide. 1 Commission Implementing Regulation (EU) No 908/2014; Art 26 on Acquisition of satellite images: 1.) For the purposes of Article 21 of Regulation (EU) No 1306/2013, each Member State shall inform the Commission by 1 November of each year at the latest, as to: (a) whether it wishes the Commission to acquire the satellite images necessary for its programme of checks and/or for its Land Parcel Identification System Quality Assessment; (b) the area to be checked and the number of planned control zones. 2.) Member States requesting the Commission to obtain the satellite images shall finalise, in cooperation with the latter and before 15 January following the communication of information referred to paragraph 1, the zones to be covered and the timetable for obtaining those images. 8 The only constraint in the fill in of the required information is that post-irs have to be finalised before being able to collect Campaign Results for the same year, as some of post-irs values are used for calculating the correctness of Campaign Results inputs. It is in any case strongly suggested to fill in requested information in chronological order, i.e. to start first with the post-irs (Chapter 3), concerning the just finished campaign, secondly proceed with the Campaign Results (Chapter 4) of the just finished campaign, and at last fill in the pre-irs (Chapter 2) for the campaign to come. 9 2. Pre-Image Requests Since campaign 2016, the OTSC module to fill in the pre-image Request has been integrated into G 4 CAP, making G 4 CAP the only access point to this type of information. The EC Services will use the pre-image Requests to understand the control methods that MSs will undertake in the Campaign to come and to foresee a correct budget for the required imagery, pursuing effective (fit for purpose), and resource efficient choices Introduction and browsing to the module The following paragraphs of this section will describe how Member States users, with relevant privileges, will be able to insert their pre-image Requests in G 4 CAP. The graphical interface has been enhanced and more information can be displayed, but under a content point of view, this module is similar to the first version released in autumn All registered MS users have access and can edit the pre-image Requests for their Country and can consult the ones filled in for previous years. Starting from the home page, users with relevant privileges can browse to the pre-irs module clicking on the appropriate icon in the visual navigation menu (see Figure 1), or they can select the pre(&post)-image Requests item in the CwRS menu in the top bar (see Figure 2). 10 Figure 3 - Do not confuse Campaign year you are defining pre-irs for the next to come Campaign year Usually the user will be able to fill in information just for the correct Campaign year, but we suggest anyway to check the correctness of the selected year. The user will not be able to change Country. There is a specific time-frame during which MSs can fill in their pre-irs. Such time-frame is communicated every year by the EC Services and just during such period, the module will allow users inputs. Regulation states that by the 1 st of November in the autumn before the crop campaign the MS shall make their image requests (see 1.1). A new feature is the possibility to display, next to the inputs fields to be filled in, the information provided for previous Campaign, in order to compare them with the new inputs. In this way the system will also show if current requests are increasing ( ), decreasing ( ) or are constant ( ), compared to previous year. The user just needs to click on the Show previous year values checkbox next to the campaign year to toggle this helpful information. 11 The input to be provided is split into five tabs, in order to group information owning to the same context and ease the user interface, reducing the information displayed on the screen. At any moment, even without saving, the user can move from one tab to another of the pre-irs module, without losing the inputs he has already entered. The only action to avoid is to browse to another Web page without having clicked on the SAVE PRE-IR button. The five tabs are the following ones: OTSC (On The Spot Checks) information; CwRS (Control with Remote Sensing) information; Methods; VHR Profiles; HR Profiles The OTSC information tab In the first tab, titled OTSC information, the user will be able to fill-in the most general aspects of the next campaign s pre-image Requests. Every MS Administration shall fill in this section, also the ones not performing CwRS checks. All the requested values are positive numeric integers, G 4 CAP will take care of not allowing the user to fill in wrong. Please take care to insert the values in the requested unit of measure, displayed in squared brackets next to the relevant label. Figure 5 - OTSC info panel fields. In case some input provided is incoherent with other inserted values, an error will be displayed in the top of the tab, explaining the reason of the issue The CwRS information tab In the second tab, titled CwRS information, the user will be able to fill-in the aspects related to the Control with Remote Sensing Campaign for the next campaign. These inputs are requested just to those MSs performing the CwRS campaign. The most important information asked is whether the Member State is going to use satellite imagery delivered by the EC. In case of negative answer, there is no need for further input, like in the following Figure, and the user can already finalise its pre-irs in case he is satisfied with the information provided. Figure 7 - Case of MS not performing CwRS Campaign In case of positive answer, new fields are displayed in this same view and CwRS-specific tabs (i.e. Methods, VHR Profiles and HR Profiles) are made available, as shown in the following Figure. 13 Figure 8 - Case of MS performing CwRS Campaign All the requested values are numeric integers, G 4 CAP will take care of not allowing the user to fill in wrong. Please take care to insert the values in the requested unit of measure, displayed in squared brackets next to the interested label. Compared to the 2015 version, a new CwRS field is available, i.e. the Total declared area controlled with CwRS, whose value is requested in hectares. This value will be used together with the AOI of the Zones requiring VHR imagery to calculate the Image Use Indicator, expressing the percentage of control Zone area actually used for controls. To have performing controls, the indication of the European Commission is that this indicator should be at least 25%, but naturally depends on each MS s agricultural landscape structure and morphology. G 4 CAP will calculate this indicator and will give you a warning in case this threshold is not reached. Anyway being below this threshold will not block the process of inserting the pre-irs, but the MS should make a justification, suitably filled in under the Methods Tab in the Comments/Justification text space. The Expected total AOI area of CwRS Zones field will be automatically calculated by G 4 CAP when the user will define the forecasted methods (see next section) The Methods tab This tab is composed by the methods table. In the methods table, the user needs to define all the expected methods for next Campaign. On the top of the screen, there is a collapsible information box housing some text explaining the constraints/recommendations for the methods definition. Page 13 of 40
14 Every row of the table represents a method. Figure 9 - Methods requests rules for correct input The first thing a user has to do to fill in a method is to specify the number of Zones that will be managed by that method. As soon as this information is inserted, the system will allow the user to go on filling-in the other inputs for that method. The method-row is composed by a set of checkboxes to specify whether imagery will be required for a specific period. VHR satellite and aerial options are mutually exclusive and G 4 CAP will manage them accordingly. Another crucial information to be inserted is the area of the Zones that will be checked with the method. This value shall be the sum of the X number of Zones controlled with this method. All the other fields in the row will be automatically updated in function of the just described user's inputs. In case of wrong inputs, the system will notify the user graphically with a warning icon on the far right of the row. Moving the mouse over that icon will display a text explaining the specific problem. Figure 10 - Example of problematic method input. 15 Anyway, exploiting the text area at the bottom of the Methods tab, the user will have the possibility to provide comments or justifications for inputs not following the given advices. The EC Services of the JRC will read this text and all the cases will be evaluated individually. Also in this tab, checking the option to display the previous year information, a similar table will be displayed in the bottom of the tab, to show which methods had been defined VHR and HR Profiles tab The last tabs allow users to fill in their requests for the requested VHR and HR Profiles. Since 2016 Campaign, Member States shall provide a forecast of requested imagery for each one of the available image profiles. Their description can be found under the G 4 CAP CwRS menu in the top bar, selecting the Image Profiles item, as shown in the following Figure. Please remember not to browse to that page before having saved, or you will lose your entire job done so far. Figure 11 - Top navigation bar. The list of Image Profiles with their description is available selecting the specific item in the CwRS menu For each one of the profiles of interest, the user has to fill in the integer number of squared kilometres. Values for not requested profiles do not have to be filled in and the default value of 0 will be used. To ease the user s job and for a better clarity, the Profiles list is split in two tabs: VHR and HR. The total sum of the user s requests will be automatically calculated in the bottom row and the remaining amount of squared kilometres to be filled in will always be updated automatically. In this example, there are still 800km 2 to be distributed amongst the HR profiles The constraints/recommendations on the VHR profiles requests are listed on the right side of the VHR tab. Figure 13 - Profiles requests rules for correct input In case of any error or issue, meaningful warnings will be displayed, highlighting the nature of the problem. The only error that will prevent the user from saving inserted data is a non-coherence between the inputs inserted in the Methods tab and the ones in the Profiles tab and not having filled in compulsory information. Here follows an example of a warning, whose description is auto-explanatory. Page 16 of 40

18 2.1.6 Saving and finalising At any time, the user can save his work, clicking on the SAVE PRE-IR button in the row of buttons below the module. In this way, a draft version of the pre-image Requests is stored into the system, but can be edited at any time in the future and no information is used by the EC Services. This option will always be available (before finalisation), even if there are errors in the module inputs. Figure 16 - This button saves the work performed by the user as a draft. This draft can still be edited If draft saving correctly succeeded, a confirmation message will be displayed. Figure 17 - Draft correctly saved message If input provided by the user is missing any compulsory value or has inconsistences, the FINALISE PRE-IR button will be disabled and an explanation will be shown moving the mouse over it as depicted in following Figure. Figure 18 - Pre-IRs finalisation is disabled in case of incomplete or incoherent input In this case, the system will highlight in yellow all the tabs housing problems (see next Figure), so the user is easily driven to the sections to be corrected. 19 On the other hand, if the input provided by the user is final and correct and the system does not find any missing value or inconsistence in the provided input, he will be able to click on the FINALISE PRE-IR button. Once clicked, this finalised version of the pre-ir will not be editable anymore Clicking on the FINALISE PRE-IR button, the provided input will be finalised and stored for use by the EC Services and it will not be possible to modify it anymore. This is the reason why a further confirmation is requested to the user, as shown in the next Figure. Figure 21 - Before finalising, a further confirmation is requested to the user in order to be sure about what he is delivering Once the user clicks on Finalise, G 4 CAP will elaborate the user's inputs and, in case no problem is met, will display a positive message and a "PRE-IRs finalised" statement will be written at the top of the module any time this pre-ir will be consulted, to remind the user that requested input has been correctly provided. All pre-irs input fields will be disabled and save and finalise buttons hidden. 20 From now on, whenever the user of that Member State will browse to other modules of G 4 CAP depending on your pre-irs, the information you provided will be used, as you can see, for example in the next Figure, in the Zones module. 21 3. Post-Image Requests Since Campaign 2016, the EC Services are requesting all the MSs, at the end of a campaign, to fill in the same information provided at pre-irs time. This set of information is called Post-Image Requests, to strengthen the relation with the pre-irs. MSs are requested to fill in just information that G 4 CAP is not able to retrieve by itself. Under this perspective, the only tabs that need to be filled in are the OTSC information and the CwRS information, as Methods used and (VHR and HR) Profiles actually requested in the concluded campaigns are already stored in the system as Image Requests (IRs). The EC Services will use the post-image Requests information to update campaign values given in the pre- IR, and use it only for any further required internal analysis Introduction and browsing to the module The module to fill in the post-irs is the same as for pre-irs, so we suggest the user to read section Users granted with privileges to fill in pre-irs will be able to fill post-irs. The graphical interface is the same as for pre-irs insertion and the pre-irs input will be displayed next to the new input fields, allowing MSs users to compare on the fly the evolution of the requests between the forecasted values before the start of the campaign and the actual figures. The system will automatically perform some checks every time a post-ir value is inserted, comparing it with the corresponding pre-ir figure. A warning ( the two values is more than 5%, else a confirmation ( check, which has no impact on the user s assessment. ) icon will be displayed in case the difference between ) icon will be drawn. Users will be able to provide input for post-irs just for just ended campaign, so there is no risk to choose the wrong year. The user will not be able to change Country. As for pre-irs, there is the possibility to display, next to the inputs fields to be filled in, the information provided for the previous Campaign for both pre and post-irs, in order to compare them with the new inputs. The user just needs to click on the Show previous year values checkbox next to the campaign year to toggle this helpful information. Page 21 of 40

24 3.1.4 The Methods tab As explained in the information message on the top of this tab, the Methods section is merely informative, as users have no input to insert. Figure 28 - Message to highlight the informative purpose of the Methods tab for post-irs In the methods table, shown in the body of the tab, the system displays all the methods defined at pre- IRs time. Above the top-right corner of the table, there is an action link to display the actual methods used during selected Campaign. Figure 29 - Action link to display methods actually used during selected Campaign and compare them with pre-irs ones Clicking on the Check Methods post-irs action link, a pop-up window will list the pre-irs methods defined and how many Zones and how many squared kilometres they should have managed and then the actual used methods with the real figures of Zones and squared kilometres controlled. 25 Figure 30 - Pre-IRs methods compared with actually used methods The first rows in the table list the pre-irs methods. In case there are methods used that had not been forecasted in the pre-irs, those are listed after a dashed line. For every method row there is also a comparison between the Zones managed by that method following pre-irs indications and Zones that actually used that method; the same comparison has been done with the area in km 2. In the footer of the table the user can check whether the number of Zones forecasted in the pre-irs is the real amount of Zones controlled with CwRS and the same for their total area. Clicking on the X icon on the top-right corner of the pop-up window, the user can close this view VHR and HR Profiles tab As for the Methods section, also VHR and HR Profiles tabs are merely informative, as users have no input to insert. Users and EC Services can consult those tabs to check what actually was requested by MSs during the campaign and compare it with the forecasted values provided during pre-irs Saving and finalising At any time, the user can save his work, clicking on the SAVE POST-IR button in the row of buttons below the module. In this way, a draft version of the post-image Requests is stored into the system, but can be edited at any time in the future and no information is used by the EC Services. This option will always be available (before finalisation), even if there are errors in the module inputs. Figure 31 - This button saves the work performed by the user as a draft. 26 Figure 32 - Draft correctly saved message If input provided by the user is missing any compulsory value or has inconsistences, the Finalise post-ir button will be disabled and an explanation will be shown moving the mouse over it as depicted in following Figure. Figure 33 Post-IRs finalisation is disabled in case of missing or incoherent input In this case, the system will also highlight in yellow all the tabs housing problems (see next Figure), so the user is easily driven to the sections to be corrected. Figure 34 - CwRS tab containing some issue causing finalisation to be disabled On the other hand, in case the input provided by the user is correct and the system does not find any missing value or inconsistence, he will be able to click on the FINALISE POST-IR button. Once clicked, this finalised version of the post-ir will not be editable anymore Page 26 of 40
27 Clicking on the FINALISE POST-IR button, the provided input will be finalised and stored for use by the EC Services and it will not be possible to modify it anymore. This is the reason why a further confirmation is requested to the user, as shown in the next Figure. Figure 36 - Before finalising, a confirmation is requested to the user in order to be sure about the results he is delivering Once the user clicks on Finalise, G 4 CAP will elaborate the user's inputs and, in case no problem is met, will display a positive message and a "PRE-IRs and POST-IRs finalised" statement will be stitched to the top of the module any time this pre-ir will be consulted, to remind the user that requested input has been correctly provided. Moreover, all pre and post-irs input fields will be disabled and save and finalise buttons hidden. 28 4. Campaign Results Since campaign 2016, the EC Services are requesting all the MSs to fill in some detailed statistics about the just concluded campaign. This set of information is collected in a dedicated module, called Campaign Results. This information provides a full picture of a concluded campaign. MSs are requested to fill in a set of heterogeneous data, guided by a rich Web interface designed to drive the user through the fields in the easiest way. The EC Services will use the Campaign Results information to obtain complete statistics of the MS control results, and use it only for any further required internal analysis Introduction and browsing to the module The following paragraphs of this section will describe how Member States users, with relevant privileges, will be able to insert their Campaign Results in G 4 CAP. The graphical interface has been designed to provide real-time feedbacks on user s input and to avoid as much as possible human errors. All registered Member States user have access and can edit the Campaign Results for their Country and can consult the ones filled in for previous years. Starting from the home page, users with relevant privileges can browse to the module clicking on the appropriate icon in the visual navigation bar (see Figure 38), or they can select the specific item in the CwRS menu in the top bar (see Figure 39). Campaign Results item is the last one in the CwRS menu As soon as the page loads, the user will be able to choose the Campaign year from the specific drop down list. Figure 40 User can select the campaign year As some Campaign results data could be available quite some time after the end of a specific campaign, we suggest always to check the correctness of the selected year. In any case, the only pre-requisite for the use of this module is that post-irs for the campaign of interest have to be finalised, and as this action is done once every year, the risk of making mistakes should be almost null. This pre-requisite is needed as some post-irs figures are automatically used as input for this module. The user will not be able to change Country. Page 29 of 40
30 The input to be provided is split into four tabs, in order to group information owning to the same context and ease the user interface, reducing the information displayed on the screen. At any moment, even without saving, the user can move from one tab to another, within the Campaign Results module, without losing what he has already filled in. The only action to avoid is to browse to another Web page without having clicked on the Save button. The tabs are the following ones: Generic information; CwRS (Control with Remote Sensing) results; CwRS questions; Other issues; Help. Exploiting the already available information coming from pre-irs, G 4 CAP will deduct the MSs having participated to the CwRS campaign and the ones who had not. The former will be able to access to all the tabs, while the latter will not have access to CwRS tabs and to CwRS-specific fields The Generic information tab In the first tab, titled Generic information, the user will be able to fill-in the most general aspects of the just concluded campaign. Every MS Administration has to fill in this section, also the ones not performing CwRS checks. All the requested values are positive numeric integers and G 4 CAP will take care of not allowing the user to fill in data wrongly. In the first table the user has just to fill in the number of declared agricultural parcels (in total, for OTSC, for CwRS). G 4 CAP, using also post-irs values, will calculate the average parcel and farm size and the Classical OTSC in field values. Figure 41 - Generic info tab fields. All of them require positive numeric integer values In the second table the user has to fill in the details on the number of applications by scheme and control method. Every row in the table is dedicated to a scheme and the user has to provide input on its use. Please be aware of the unit of measure displayed in the column header between squared brackets. 31 G 4 CAP will automatically calculate the sums by row and by column, displaying errors ( ) in case of inconsistent inputs. Explanatory messages can always be displayed moving the mouse over an erroneous input, as exemplified in the following Figure. Figure 43 OTSC results at application level table with errors Like in the other sections of G 4 CAP, input text fields with a red vertical bar on the left are the compulsory ones and have to be filled in for a correct input. In case of errors or missing inputs, an error message will be displayed in the top of the tab. Page 31 of 40
32 Figure 44 - Generic info tab, error message The CwRS results tab In the second tab, titled CwRS results, the user will be able to fill-in the parcel-level results for the just concluded campaign. Only MSs having participated to the CwRS Campaign will have to fill in this section, the other MSs will not be able to see this tab. All the requested values are positive numeric integers, G 4 CAP will take care of not allowing the user to fill them in wrongly. Every row of the table represents one of the EC standard parcel codes (like T2, T3, T4, A1 ). The last column contains the description of the code. The user will have to fill in, for each one of the used codes, the number of parcels and their total area (in hectares). In the Documentation section of G 4 CAP there are specific documents explaining in detail the codes and their meaning (see the how and the what documents). As soon as a field is filled in, the system will automatically check the table content to proof its consistency. In case of issues a red error message explaining the error will be displayed in the top of the tab and erroneous codes are highlighted in red. Page 32 of 40

To add a new code, the user has to click on the action link Create new MS code, available below the table. 34 Figure 47 - Pop-up window to create new Parcel code and check currently inserted ones This dedicated window has two main goals: to allow the user to have a clear overview of EC standard codes and all the ones defined by current MS; to allow the user to create new codes for his MS reports. In the top part of the window there are two tables: on the left, the one listing all the standard Parcel codes, on the right, the one listing all Parcel codes defined by current MS. In the bottom panel the user can define a new code, just writing its name (maximum 4 characters) and a compulsory meaningful description. Once filled in these two compulsory fields, pressing the Add code button, the code will be created and it will be usable in the Campaign Results module. If creation succeeds, a green message will be displayed on the top of the pop-up window. Figure 48 - New Parcel code correctly created message Once all the needed Parcel codes have been created, the user can click on the Close button to go back to the second tab of the Campaign Results module. Now the new Parcel codes will be selectable from their drop down list and can be added to the parcel table clicking on the ( ) icon. Page 34 of 40

It is split by standard codes by a thicker horizontal line and it is removed from the personal Parcel codes drop down list, as shown in the following Figure. 36 4.1.4 The CwRS questions tab In the third tab, titled CwRS questions, the user has to answer to some questions about his CwRS controls method. Answers can be chosen between the predefined options of yes, no, partially and an explanation field to provide further information is available for every question. In case the chosen answer is partially, filling in the explanation for that question becomes automatically compulsory and G 4 CAP will check this constraint to allow the finalisation of the Campaign Results, else an error message is displayed on the top of the tab. 37 4.1.5 The Other issues tab In the fourth tab, titled Other issues, the user has to answer to other heterogeneous questions about the Campaign. All the fields are explained by their label and more complex fields are provides with an information icon ( ), moving the mouse over it will display further explanations on how to fill in that field. In case the last three questions of this tab are checked (i.e. positive answer), a comment field will be shown and it will be considered as a compulsory field.
