3. Grouping of Layers There are a number of Layers available within the map. These Layers are grouped into four categories to make it easier for you to find the information you require. You can choose any combination of Layers you wish to view by expanding the groupings and selecting the required checkboxes. The Land Parcels and the Ordnance Survey layers are displayed by default. When the group is expanded, a Legend will be available to illustrate the appearance of each Layer you can select. Collapse/expand Layers To collapse a Layer Group, select the icon: To expand a Layer Group select: Each Group can be expanded using the collapse and expand buttons Each layer has the option to set its transparency level. You can adjust the transparency of the layer by using the sliding button. The groups available are: Page 16
Land Detail This group holds layers that display the information held by us about your Land. You will be able to view your Land Parcel Boundaries, Land Features and Payment Region on the map. It is the Land Managers responsibility to ensure that we hold accurate information about Land Parcel Boundaries and Features as this information is taken into consideration on any applications for Funding. Land Background These Layers provide reference maps and aerial photography. One of these Layers must always be selected to provide context to the Land Parcels viewed on the map. The Ordnance Survey Layer will be displayed by default. Land Designations Land Designations includes a variety of Protected Areas that are designated to meet the needs of international directives and treaties, national legislation and policies or more local needs and interests. You can select these Layers to see whether your Land Parcels include any of these Designations. Administration This section will allow you to determine organisational and administrative boundaries used by the Scottish Government. Page 17
4. Land Details Group 4.1 LPIS Land Parcels This layer displays the Land Parcel boundaries held by us. The boundaries are displayed in yellow. For all the Land Parcels that are selected in the Locations tab, the boundaries are displayed in blue. The Land Parcel details icon will give further details on the status of a Land Parcel. Note: the Land Parcels are displayed between 1:300 and 1:50,000 scales. Page 18
4.2 LPIS Land Features Land Parcels may contain Land Features such as Buildings, Rocks or Bracken. These need to be mapped to allow accurate assessment of Eligible Area for Agricultural Funding. This Layer will display Land Features information held by us. If we have detailed information to confirm the position and size of these Features, the Features will be shown on the Land Feature Layer in a hatched blue pattern. If we know that a Land Parcel contains Exclusions but these have not been mapped, the Land Parcel will be identified with an alternative blue pattern on the map. In addition, the Land Parcel details icon (pictured below) will display further details of the Land Feature Area. Note: the Land Features are displayed between 1:300 and 1:50,000 scales. Page 19
4.3 Indicative Regions Selecting this Layer will display the Indicative Regions that have been determined for the Land. Because the agricultural potential of the land in Scotland varies, the Scottish Government has used objective criteria and factors such as the agricultural and economic characteristics of an area to identify three payment regions. Region One includes better quality agricultural land that has been used for arable cropping, temporary grass and permanent grass Region Two includes rough grazing with a Less Favoured Area (LFA) grazing category of B, C, D, or is outside the LFA Region Three including rough grazing with a Less Favoured Area (LFA) grazing category of A The Indicative Regions can be determined by the coloured areas displayed when the Indicative Region layer is selected. Note: There are areas of Land which have not yet been assigned an Indicative Payment Region Page 20
4.4 Areas Naturally Kept (ANK) These are Areas Naturally Kept (ANK) and are relevant to the type of activity a farmer is required to undertake to meet the scheme eligibility (i.e. undertaking production activity or alternative practices). The ANK can be determined by the grey coloured areas displayed when the ANK layer is selected. Page 21
4.5 How to update your Land Details It is the responsibility of the Land Manager to ensure the accuracy of the Land Details we hold as this impacts on claims eligibility. If you identify any inaccuracy in the details displayed for Land Parcels and Land Features on these Layers, then the Land Manager should complete and submit a Land Maintenance Form. Full guidance on this can be located <insert details> Alongside the completed Land Maintenance Form, you should supply a map, on which you should mark details of the change. For example, draw a line to indicate the correct boundary, or mark the location of a new Land Parcel. If you need to register an area of land with us for the first time, it is helpful to provide two printed maps; 1. At a close scale (1:2500 or 1:10000) to allow the whole Land Parcel area to be seen clearly on the screen. 2. a map of the wider area showing significant land marks to assist accurate location of the Land Parcel. The view only map facility can be used to produce a print of the map(s) required. To do this, locate the required Land Parcel and use the Draw tool to mark lines and shapes on the map that show the changes required. For guidance on how to use the Draw tool go to section 2.4. The mark up details can be printed or generated as a PDF to and send to us at <insert address and address> Page 22
5. Land Background Group 5.1 Aerial Photography Layer The Aerial Photography Layer displays the most up to date aerial imagery held by us. This is an indicative layer to provide context to where LPIS field boundaries sit. Note: This layer is displayed between 1:300 and 1:200,000 scales. Page 23
5.2 Ordnance Survey Ordnance Survey background data is used to provide context to the rest of the mapping information that is displayed. This is an indicative layer to provide context to where LPIS boundaries sit. Page 24
6. Land Designations Group 6.1 Nitrate Vulnerable Zones (NVZ) Nitrate Vulnerable Zones (NVZ) are designated in accordance with the requirements of the European Commission s Nitrate Directive 91/676/EEC, which aims to reduce water pollution caused by nitrates from agricultural sources. Selecting the Nitrate Vulnerable Zones layer will show if a Land Parcel is within a Nitrate Vulnerable Zone area. Click here for guidance. Page 25
6.2 Less Favoured Areas (LFA) The Less Favoured Area layer (LFA) shows the LFA classification of a Land Parcel in relation to eligibility for payment under the Less Favoured Areas Support Scheme. Land Parcels which have been assessed for this will be classified as severely disadvantaged (SD), disadvantaged (D), Non Less Favoured Area (NLFA) or Unclassified. The LFA Classification of each Land Parcel can be determined by the colour displayed when the Less Favoured Area Layer is selected. Page 26
6.3 Environmentally Sensitive Grasslands (ESG) Selecting the ESG Layer will show areas of Environmentally Sensitive Grasslands. These areas contain Environmentally Sensitive Grasslands (ESG), farmers must not normally plough or convert permanent grassland within the defined ESG area. In Scotland ESGs have been defined as NATURA designated sites where Land Managers will already be bound by the existing specific management agreements in place to ensure they are protected and managed sympathetically. More information on these requirements are available on the Rural Payments and Services website at Page 27
6.4 Sites of Special Scientific Interest (SSSI) Selecting the SSSI Layer will show Sites of Special Scientific Interest. SSSIs are those areas of land and water that Scottish Natural Heritage (SNH) consider best represent our natural heritage. More information on these sites is available on the Scottish Natural Heritage website at Page 28
6.5 Special Areas of Conservation (SAC) Selecting the SAC Layer will show Special Areas of Conservation (SAC). A SAC is a site designated under the Habitats Directive. SACs are selected for a number of habitats and species, both terrestrial and marine, which are listed in the Habitats Directive. More information on these sites is available on the Scottish Natural Heritage website at Page 29
6.6 Special Protected Area (SPA) Selecting the SPA Layer will show Special Protected Areas. An SPA is a site designated under the Birds Directive. SPAs are selected for a number of rare, threatened or vulnerable bird species listed in the Birds Directive, and also for regularly occurring Migratory Species. More information on these sites is available on the Scottish Natural Heritage website at Page 30
7. Administration Group 7.1 Area Office Layer The area office layer displays the 16 agricultural area offices which provide local support on agricultural issues. Page 31
8. Search Search allows you to locate any Land Parcel to view on the map. To search for a Land Parcel you will need to type the required Land Parcel Identifier in the following format: ab/12345/12345 The search result will be displayed with a blue boundary and the map will scale as required. 9. Functions 9.1 Pan The pan icon allows you to navigate north, south, east or west on the map, click on the required arrow on the icon and the map will scroll in that direction. You can also navigate by clicking on the map and holding your mouse button down, the mouse pointer will change to drag the map in the required direction. If you use the shift key and drag on the map you will be able to highlight an area to zoom into it. Page 32
