2 NTIS The National Technical Information Service (NTIS) serves as our nation's largest central source for government-sponsored scientific, technical, engineering, and related business information. NTIS has over 3 million publications in its collection. NTIS database covers over 350 subject areas

3 NTIS Customers. The NTIS customer-base includes scientists, engineers, the business community, librarians, and information specialists in government, academia, and the general public. NTIS must charge for its products. Title 15, U.S. Code directs NTIS to recover its costs from the sale of its products and services. All the costs of its products and services, including salaries, cataloging and indexing, permanent storage and retrieval, and postage, are paid from sales income.

5 NTIS Agency History Senate Committee, 1946 stated: employment, industry, and commerce will greatly benefit from the establishment of a central clearing house of applied science, technology, and industrial know-how. Even the largest corporations cannot afford technical experts in all the pertinent fields of science [they] could greatly benefit from the Office of Technical Service s scientific clearing house. Small- and medium- sized concerns would find it indispensable

6 1999 NTIS Shut-down announced Press release from Secretary of Commerce -- "the core function of NTIS, providing government information for a fee, is no longer needed in this day of advanced electronic technology." "These changes in the information marketplace have made obsolete the need for NTIS to serve as a clearinghouse." Commerce would try to ensure the public availability of government technical and business information provided by government agencies for long periods of time. "
