2 CS9 Context A/G datalink mandated by EC No 29/2009 More ANSPs to be connected More ATN/VDL Mode 2 stations New ANSPs implementing datalink need ATN & VDL Mode 2 expertise CPDLC processing in new ATC centers Accomodate legacy services (e.g. FANS1/A) Some current choices not optimal (e.g. A/C to know all ATC center addresses need for frequent avionics database update) Implementation of SESAR concepts (Initial 4D and full 4D trajectory management) - A/G data communication: a key enabler More data management resources (ADS-C, CPDLC) to be implemented - Investment and operating costs, 24/7 availability

3 CS9 Drivers Provide common contract and interface with main Communication Service Providers (e.g. for SATCOM services) Reduce costs One interface Share expertise Rationalise the VDL ground based infrastructure Reduce deployment costs Simplify the infrastructure management Pave the way for the future A/G technology deployment such as AeroMACS. Offer a platform for further deployment Facilitate the implementation of new technologies within the network Rationalise data processing (e.g. ADS-C) & associated management resources Reduce investment and operation costs Overcome current limitations Must not jeopardise current implementation (cf. D/L Implementing Rule)

4 CS9 Objectives Twofold objectives CS9-1: Centralised provision of A/G Telecommunication Infrastructure Services Enabling exchange of ATM D/L information between mobile & ground users Through a performance based contract (Service Level Agreement) Operated by a CS9 Service Provider under a contract managed by EUROCONTROL NM CS9-2: Data Communication Services Optimising European processing resources Based on Centralised European application servers Operated by a CS9 Service Provider under a contract managed by EUROCONTROL NM Note: CS9-1 and CS9-2 Service Providers may be different

8 CS9-1 A/G Telecommunication Infrastructure Services Service provision SLA defines the service at the CS9-1 interfaces A Contract is established with the CS9-1 Service Provider through an open Call for Tenders based on the SLA The CS9-1 Service Provider has the responsibility to establish the necessary contracts with other service providers (e.g. SATCOM services) to fulfill the SLA obligations Different business models can be envisaged feasibility phase to verify viability

10 CS9-1 A/G Telecommunication Infrastructure Services Supported Datalink Services CS9-1 contract will include FANS1/A, ATN-B1, and in the future ATN-B2 CS9-1 contract will not include AOC and non-atm services (such as passenger services (APC)) (1) 1: CS9-1 Service Provider could operate AOC and non ATM services (e.g. APC) over the infrastructure supporting CS9-1. However these services have to be fully segregated from the CS9-1 services

18 CS9-2: Data Communication Services Context Management (CM) centralised server Before establishing a CPDLC session with an ATC center, an aircraft needs to know the ATC center address Current situation: each aircraft hosts a database with all ACC & airport center addresses Resulting issue: If a new center implements D/L application each A/C database to be modified to include the new addresses (expensive, difficult to manage)
