Organizational Quality Management Administrator Organizational Quality Management (OQM) Program Linkage to Strategic Plan: 1) Organizations recognize APEGBC as an inherent asset in managing their risk. 2) Involves employers in improving the effectiveness of and participation in APEGBC programs. Background Launched in 2012 the OQM Program issues certification to participating organizations that have voluntarily implemented policies and procedures consistent with the seven quality management (QM) requirements in the Engineers and Geoscientists Act and bylaws. The QM requirements are: application of the relevant APEGBC practice guidelines; retention of complete project documentation; documented checking of engineering/geoscience work; documented independent reviews of structural designs; use of APEGBC Seal; direct supervision of all delegated engineering or geoscience work; and documented field reviews of projects during implementation or construction. Benefits of OQM Certification include but are not limited to: Discussion Recognition/Brand Building Mentoring Industry Demand Efficiency Connection/Relevance Education Risk Management Exemption Compliance Insurance Discounts A total 351 organizations are registered to become OQM Certified, an increase of 39% since July 1, This includes the BC Ministry of Transportation and Infrastructure (MOTI). MOTI paid APEGBC to deliver a dedicated training session on OQM for 25 of their engineers from across the province. As a result MOTI has hired a consultant to prepare them for OQM certification. In February 2015, Dirk Nyland, P.Eng., Chief Engineer, MOTI, confirmed with APEGBC that they will be completing the OQM Certification process thus becoming the first ministry to be OQM Certified. 2 Of the 351 participating organizations 124 have achieved OQM Certification which represents an increase of 70% since July 1, OQM Certification training sessions continue to be held around the province, most recently Duncan, Prince George and Burnaby. 8 have been held since July 1, 2014 bringing the total number of sessions to 23. The next public session is scheduled for Kelowna on June 11th. The City of Vancouver has requested two additional training sessions for April and May. The additional training sessions for the City of Vancouver will bring the number of City employees trained to 190. The OQM certification training sessions continue to receive positive feedback. The following testimonial was received after the last training session: The OQM session yesterday was fantastic. Your team's clear and concise delivery of such a large amount of information was impressive. Stacy Bjornson - Project Process Manager, Associate at MMM Group Endorsement of the OQM Program is being received from companies once they become OQM Certified. As an example Allnorth recently sent APEGBC the following endorsement: "I ve belonged to 3 APEG associations and two other professional societies for over 30 years. I ve never seen a program as directly useful to our companies and members as this one! We have implemented it for all of our professionals in all jurisdictions." Rick Coueffin, P.Eng., PMP, Director of Engineering & Project Management, Allnorth Lindsay Steele, P.Geo. was hired February 2 nd as an additional Practice Advisor to the Professional Practice Department. Lindsay will be assisting with the OQM Program and carrying out of audits. Lindsay has already successfully completed the ISO 9001 lead auditor training course and exam. In September 2014 the OQM Certification Training fee was increased from $100 to $200 per person to help us move towards the mandated revenue neutral status of the OQM program. We are happy to report the registration numbers continue to increase regardless of the fee increase. The projected revenue for the OQM program for the fiscal year 2014/2015 is $120,000 which is $30,000 above the budgeted amount. Currently 24 of the top 25 Engineering Firms in BC (as published by Business in Vancouver) are in the process of becoming or have already been awarded OQM Certification. 3 The OQM Launch Assist Program, where APEGBC provides support for organizations going through the certification process, has helped 55 organizations achieve certification. 60 additional organizations are in the OQM Launch Assist Program. In addition to the resource of Marg Latham, P.Eng., Aqua Libra Consulting, based in the Lower Mainland, we have a contract in place with Magnus McElroy P.Eng., Unshockable Engineering in Victoria to provide support and assistance to organizations based on Vancouver Island.
