2 Emergency Management BC Ministry of Public Safety and Solicitor General Mission: Emergency Management BC enhances public safety through leadership and collaboration with all levels of government, communities, stakeholders and individuals

3 Emergency Management BC Was formed to be the lead coordinating agency in provincial government for all emergency management activities Provides executive coordination, strategic planning, and multi-agency facilitation and strives to develop effective working relationships in an increasingly complex emergency management environment 3

4 Emergency Management BC Works with local governments, First Nations, federal departments, industry and volunteers to support the four emergency management pillars of prevention/mitigation, preparedness, response and recovery Engages provincial, national and international partners to enhance collective emergency preparedness 4

5 - Population 4.53 Million - 95 Million Hectares -29 Regional Districts -161 Municipalities First Nation Bands - More than 20 million visitors yearly - 6 EMBC Regions 5

6 Emergency Management BC Involved on a regular basis with many of the 57 identified hazards in British Columbia Receive approximately 300,000 calls annually, including over 8,000 emergency incidents this past year Overland flooding, interface fires, and hazardous materials spills are the most frequent requiring additional support 5

9 Valued Partnerships Valued work with key partners has included a number of initiatives with, and led by the Insurance Bureau of Canada, including: General understanding of family and individual preparedness Hazard risk identification, and loss estimation ShakeOut BC 9

10 Office of the Auditor General (OAG) Report Released March 25, 2014: Catastrophic Earthquake Preparedness Report focuses on Emergency Management BC s (EMBC) planning and reporting with respect to catastrophic earthquake preparedness Includes 9 recommendations to government Government (MOJ) accepted all 9 recommendations EMBC is already taking action to address these recommendations 10

11 OAG Report: Recommendations Provincial government should: Set long term earthquake preparedness goals Ensure EMBC has adequate capacity to meet those goals 11

12 OAG Report: Recommendations Cont. EMBC should: Develop a plan to meet the province s goals Prioritize completion of various plans and procedures Regularly review its earthquake program Regularly review stakeholders plans and capacity Conduct regular earthquake exercises with stakeholders Measure the effectiveness of public education efforts Report annually to the public on preparedness 12

13 Priorities & Lines of Effort A multi-year earthquake preparedness roadmap (long term action plan) for enhancing catastrophic disaster preparedness A public education campaign focused on earthquake preparedness An earthquake preparedness consultation initiative 13

14 Multi-Year Earthquake Preparedness Roadmap Starts with the new EMBC Strategic Plan Preparing for a catastrophic disaster as a primary goal Then, a more detailed roadmap/plan for achieving catastrophic disaster preparedness Long term: completion, testing, and refinement of disaster response and recovery plans with partners 14

16 Earthquake Preparedness Consultation Announced March 11, 2014 Chaired by Henry Renteria, former director of California s Office of Emergency Services A series of consultations with stakeholders A focus on regions at highest risk from seismic events Consultation Phase: April to July Final report to government by Dec. 31 (Draft by Oct. 31) Stakeholder focussed, as opposed to the public 16

17 Earthquake Preparedness Consultation Cont. The goal of the consultation is to provide concrete, actionable recommendations to government Identify and rank the top priorities These recommendations will then be used by EMBC support policy and resources allocation recommendations to government 17
