As the lead department for public safety, PS coordinates and supports the efforts of federal organizations ensuring national security and the safety of Canadians. We also work with other levels of government, first responders, community groups, the private sector and other nations. "There is no more fundamental role for government than the protection of its citizens."

2 Slide 4 Federal Legislation and Policies Emergencies Act, 1988 Emergency Preparedness Act, 1988 National Security Policy, 2004 Public Safety and Emergency Preparedness Act, 2005 Emergency Management Act, 2007 Each province and territory also has its own legislative framework governing its provincial/territorial Emergency Management Organization. Slide 5 Public Safety Canada Portfolio Public Safety Canada works with five agencies and three review bodies, united in a single portfolio and report to the same minister. This ensures better integration among federal organizations dealing with national security, emergency management, law enforcement, corrections, crime prevention and borders. Together, these organizations have an annual budget of close to $6 billion and more than 52,000 employees coast to coast. The Department of Public Safety has approximately 1,100 employees, with a budget of more than $425 million. Slide 6 Public Safety Canada Portfolio

5 Slide 13 Cyber Security Strategy Enhance protection from cyber threats for Canadian governments, industries and families Strategy focuses on: Securing government systems Partnering to secure vital cyber systems outside the federal government Helping Canadians to be secure online The Canadian economy relies heavily on the Internet: Canadian online sales in 2007 were estimated at $62.7 billion In 2007, 87% of Canadian businesses used the Internet Slide 14 Canadian Emergency Management College (CEMC) Slide 15 National Exercise Division (NED) National Exercise Program provides opportunities to prepare for a range of emergency situations involving a wide variety of stakeholders. Exercise participants can include representatives from multiple levels of government, as well as first responders and the private sector. Officials work together to simulate emergency scenarios such as natural disasters, health threats and terrorist attacks. Exercises provide an ideal platform for training and ensure we respond to incidents in a coordinated manner.

6 Slide 16 Heavy Urban Search and Rescue (HUSAR) HUSAR teams locate trapped persons in collapsed structures using highly specialized equipment National USAR program is based on operational readiness and capacity to deploy on short notice. Four Canadian cities (Vancouver, Calgary, Toronto, and Halifax) and the Province of Manitoba currently have, or are developing, interoperable Heavy USAR capacity. Slide 17 Joint Emergency Preparedness Program (JEPP) Provides federal financial contributions to provinces and territories to assist with the costs of projects aimed at enhancing national emergency response capability. The Three federal priorities: Education and training (i.e. BEM, EOCM) Telecommunications Exercises EMO can also use JEPP Funding to obtain EM equipment such as generators for comfort centers and Jaws of Life for first responders Slide 18 Disaster Financial Assistance Arrangement (DFAA) Federal funds made available when response/recovery costs exceed what a province/territory can reasonably bear alone. Cost shared with province/territory. Eligible costs may include such things as: Re-instating the necessities of life to individuals, such as shelter, clothing, transportation measures to reduce the extent of damage or restore a primary residence or farm building, clearing debris restoration of public infrastructure Paid to provincial/territorial government only, not to municipalities, businesses or individuals

Slide 20 EMNS Guiding Documents January 2010 Slide 21 Government Operations Centre (GOC) 24/7 Operations Centre for coordinated situational awareness and response involving various departments including Public Safety, RCMP, CSIS, DND, Foreign Affairs, and Health Canada. The GOC also maintains contact with the provinces and territories as well as international partners such as the United States and NATO. On-call Duty Officers for cyber, national security, consequence management and communications. GOC staff monitor and analyze risks in 10 sectors and issue alerts, advisories, etc. to public and private-sector stakeholders as necessary. 9 REGIONAL LEVEL TACTICAL / OPERATIONAL RESPONSE NATIONAL LEVEL STRATEGIC RESPONSE Slide 25 Federal Coordination Group (FCG) Standing group composed of emergency managers from regional federal departments, to include: CBSA, PHAC, DFAIT, EC, CF, DFO, CCG, IC, HSRDC, CFIA, PWGSC, CSIS, TC, RCMP, PS Reports to the Federal Coordination Steering Committee. During an emergency, the FCG gathers senior level priorities / issues and develops operational plans based on FCSC direction. It also provides and/or manages the flow of information and requests for federal assistance within the region. The PS Regional Director or Senior EM Officer (Plans and Operations) co-chairs this group. 10 Slide 28 Business Continuity Planning (BCP) Business Continuity Planning is a proactive planning process that ensures critical services or products are delivered during a disruption. Nova Scotia has developed a Regional Business Continuity Planning Task Force consisting of federal partners in the province. The purpose of this group is to create a regional body of expertise to support departmental BCP program development and implementation. Have led a series of training sessions and meetings to exchange resources and best practices. Slide 29 Regional Operational Reserve (ROR) ROR is a national program being developed by PS and rolled out in each region in order to provide additional surge capacity. In Nova Scotia, PS has recruited 26 indeterminate federal employees for its ROR. Volunteers are available on short notice, and have relevant experience (i.e. operations, logistics, public communications, etc). All ROR members will be trained through a National Training Course.
