4 EMBC Overview EMBC is part of the Ministry of Transportation and Infrastructure reporting through the Minister of State for Emergency Preparedness EMBC is responsible for: Leading the management of provincial level emergencies and disasters Supporting other authorities within their areas of jurisdiction

7 EMBC Overview Legislated Responsibilities Emergency Program Act (EPA) Defines responsibilities of Local Governments, provincial ministries and crown corporations Responsibility for the Province s emergency management program Emergency Program Management Regulation Identifies Ministers responsible for coordinating government response to specific hazards Local Authority Emergency Management Regulation Outlines roles & responsibilities of Local Governments Compensation and Disaster Financial Assistance Regulation Defines disaster financial assistance framework

8 EMBC Overview Legislative Updates: EPA Emergency Program Act revised May make payments and grants to other persons and organizations for the purposes of emergency prevention, preparedness and response Treasury Board approval is required Emergency Program Act review Consultation conducted to inform the review Further direction will be forthcoming

9 EMBC Overview Legislative Updates: FSA - Bill 4 Fire Safety Act was passed in the spring Regulations, policies and educational material under development - New Act will come into force by Order In Council - Impacts on Local Government: - Provides power to evacuate and secure premises - Enables designation of fire inspectors/investigators - Provides effective tools for Fire Code enforcement - Flexibility to match resources to compliance requirements

12 BC Disaster Mitigation Program A collaborative, risk based program to replace the Flood Protection Program including: All-hazards, structural and non-structural mitigation program Systematic assessments to identify risk and vulnerability Data collection, flood plain and hazard mapping Process to identify and target mitigation towards infrastructure of local and provincial significance Cross Ministry Mitigation Oversight Committee

13 BC Disaster Mitigation Program The following federal funding programs may be available for cost-sharing with the Province to support mitigation: National Disaster Mitigation Program (NDMP) Risk assessments, flood plain mapping, mitigation planning New Building Canada Fund and Green Infrastructure Fund Infrastructure funding Information gathered through the NDMP projects will inform decisions on infrastructure The Lower Mainland floodplain mapping project will support the Fraser Basin Council s Lower Mainland Flood Management Strategy

15 Training and Exercises Training Support for Local Governments and PSL volunteers: Over 60 courses delivered annually within communities EMBC sponsored online training for Local Government staff Local Exercises Supporting exercises for Local Governments in response to all hazards, including catastrophic earthquakes Regional and Supporting Exercises Development and delivery of exercises for the PECC and PREOCs for all hazards
