1 1993 Specifications CSJ , etc. SPECIAL SPECIFICATION 1252 System Control Unit Console 1. Description. This Item shall govern for the furnishing and installation of system control unit (SCU) consoles in locations as shown on the plans and as detailed in the special specifications. This Item refers to Special Specifications "Limited Distance Modem", "Electronic Components" and "Testing, Training, Documentation, Final Acceptance and Warranty". 2. Materials. (1) General Requirements. All materials furnished, assembled, fabricated or installed under this Item shall be new, corrosion resistant and in strict accordance with the details shown on the plans and in the specifications. (2) Functional Requirements. The SCU console shall consist of a nominal 19 in. electronic equipment cabinet rack in or upon which various equipment is mounted. The equipment shall consist of a computer chassis, a limited distance modem assembly, a rear-mounted communications connector panel, an uninterruptible power supply, and software. The SCU shall be delivered as an assembled unit and shall meet the following minimum specifications: 1. Cabinet Rack and Layout. (1) The cabinet rack shall accommodate standard 19 in. rack-mount chassis units and shall be at least 28 in. deep. It shall be louvered on both the top and sides. (2) The computer chassis shall be installed directly beneath the limited distance modem assembly. (3) The uninterruptible power supply shall be installed in the lowest possible rack position. (4) Sufficient rack space shall be provided to house an additional computer chassis. (5) Unused rack space shall be closed with blank filler panels. (6) The communications connector panel shall be installed on the rear mounting rails of the console in the topmost position. (7) The cabinet rack shall include both front and rear-mounting rails tapped on EIA universal spacing for No bolts

2 (8) All equipment except the uninterruptible power supply shall be mounted on chassis slide mechanisms rated for an 80 lb. load. (9) The cabinet rack shall be equipped with 4 heavy duty casters rated for a load of at least 200 lb. each. (10) A standard two conductor, RJ11 phone jack to mate with the voice powered headset plug shall be mounted on both the left and right sides of the top rear of the console for voice communications wires from the communications connector panel. The jack shall be electrically insulated from the panel by use of dielectric washers. (11) The entire console enclosure shall be rated as a NEMA and UL class 12 dust and water tight enclosure when shown on the plans. Doors on these units shall be smoked, shatter resistant plexiglass. (12) Slide out keyboard, 19 in. rack mount. 2. Computer Chassis. The computer chassis (SCU) shall contain the backplane, printed circuit boards, power supply, and other peripheral equipment. (1) The SCU shall occupy no more than 8 in. of rack height, and no more than 24 in. of depth in the equipment rack. (2) The front panel of the SCU shall provide a cutout for at least 2 half height removable media devices, a reset switch, a lighted power switch, and a disk activity indicator. The removable media cutout shall be protected by a lockable door. (3) The front panel of the SCU shall provide an AT DIN/PS-2 type keyboard connector. (4) The rear panel of the SCU shall provide a connector for a removable AC power cord and 2 switched AC power outlets. (5) The SCU shall contain a passive PCI/ISA bus backplane with a minimum of 6 ISA compatible expansion slots, and a minimum of 6 PCI compatible expansion slots. (6) The SCU shall contain a 225 watt power supply capable of providing 30A at 5V, 6A at 12V, 1.5A at -12V, and 0.2A at -5V. The power supply shall operate from 90 to 132 VAC and from 47 to 63 Hz. (7) The SCU shall include a dual fan cooling system providing air flow of at least 200 CFM through the chassis. (8) The SCU shall include a hold down clamp to ensure positive seating of both PCI and ISA size circuit boards. (9) The SCU shall include a CPU board with an Intel PC compatible processor. The specific processor provided shall be a widely available, current technology model at the time of submittal for purchase approval, e.g., a 166 MHz or faster

3 Pentium, Pentium MMX, Pentium II or equivalent compatible processor would be appropriate in The CPU board shall drive the passive backplane ISA bus at 8.3 MHz, and the PCI bus at 33 MHz. The CPU board shall include at least 64 Mb of memory, a keyboard interface, battery backed up clock /calendar, and a ROM BIOS which permits booting without a keyboard or monitor attached. The SCU shall be Year 2000 (Y2K) compliant. (10) The SCU shall include a disk controller capable of controlling at least 2 industry-standard 3.5 in Mb floppy disk drives and at least 2 EIDE disk drives. (11) The SCU shall include a disk drive and interface suitable for harsh environments, with a capacity of at least 2 Gb, an average access time of no more than 15 ms, and an average transfer rate of 5 Mb/sec or greater. All necessary cables shall be included. The drive shall be partitioned to include a 500 Mb "C" partitioned formatted as a FAT file system. The latest version of MS-DOS shall be installed in a subdirectory named \DOS on the "C" partition. Disk partitioning software shall be included. (12) The SCU shall include at least 1 floppy disk drive capable of reading /writing 120 Mb and 1.44 Mb 3.5 in. disks. The SCU shall be capable of booting from the 1.44 Mb drive. All hardware and cables for this/these drive(s) shall be supplied. (13) The SCU shall include an Ethernet adapter with RJ45 and BNC connectors, capable of 10 Mbps and 100 Mbps operation. Windows NT drivers shall be provided for the Ethernet adapter. (14) The SCU shall contain 2 empty, full height drive bays for future use. (15) The SCU shall include a VESA VGA and SVGA compatible display controller board with at least 2 Mb on board memory with 19 in. color monitor, 19 in. rack mount chassis. (16) The SCU shall include a bi-directional printer port with a polyethylene dust cap. (17) The SCU shall include an industry standard CD ROM drive and interface to the CPU. DOS and Windows NT drivers shall be provided for the CD ROM drive. (18) The SCU shall include two eight port, EIA-232C serial boards with UARTS installed. Each port shall have a polyethylene dust cap. Cables with DB25 male connectors shall be provided to connect each serial port to a modem in the limited distance modem assembly. The cables shall be of sufficient length to allow either the SCU or the modem assembly to be pulled from the equipment rack the full extent of its slide mechanism. Two of the serial boards shall be configured for interrupt lines, and UART base I/O addresses as follows:

4 Serial UART I/O Board Port IRQ ADDR Each board shall provide a status port at location 180 for IRQ3 and at location 181 for IRQ4 which identifies an interrupting UART in bits 0, 1, and 2, and the corresponding board in bit 3. (19) Two DB25 shielded female to female gender changers shall be provided. (20) An integrated, rack mount monitor and keyboard shall be provided. Drawer style monitor and keyboard is acceptable provided that the drawer does not occupy more than 3.5 in. in height. Key board shall be full size 101 key with integrated pointing device. Monitor shall be at least a 10 in. display with auto shut off when not in use. 3. Communications Connector Panel. (1) The communications connector panel shall provide external access at the rear of the console for 4 RJ21 25 pair telco connectors. (2) The connector panel shall provide internal access to 48 (12 from each RJ21 connector) RJ11 4 wire jacks. (3) Sixteen modular 4 wire cables shall be provided. The cables shall be terminated at one end by an RJ11 adapter, and on the other by the appropriate termination for the modem. Ring lugs shall not be used. The length of the cables shall allow the modem assembly to be withdrawn from the console to the full extent of the slide mechanism. Each individual wire shall have color coded insulation and shall be connected as indicated below: Insulation Modem RJ11 Color Signal Pin No. Black SCU transmitted data

5 Red SCU transmitted data - 3 Green SCU received data + 4 Yellow SCU received data - 5 (4) The 25th pair from each RJ21 connector shall be connected as a single pair and terminated on standard 2 conductor, 1/4 in., phone jacks mounted on both the left and right sides at the top rear of the console. These connection points are intended to provide voice communications throughout the network. 4. Limited Distance Modem Assembly. The limited distance modem assembly shall be a rack mounted limited distance modem assembly as described in Special Specification, "Limited Distance Modem". 5. Uninterruptible Power Supply. The uninterruptible power supply (UPS) shall provide uninterrupted power to the system control unit console and its installed equipment. The UPS shall provide power in the event of a power failure and shall filter out spikes, sags, surges, noise, harmonic distortion, lightning, and brownouts. The UPS shall include software for reporting and remote power management. The UPS shall meet or exceed the following: (1) Be an on-line system. (2) Be rack-mountable in a 19 in. electronic equipment rack. (3) Have an RS-232 port for communication with a host computer. (4) Wiring: Shall be soft-wired and supplied with a 6 ft. line cord. (5) AC input: 120. (6) AC output: Continuous, uninterrupted 120 VAC at a frequency of 60 hertz. (7) Output regulation: ± 3%. (8) Output wave shape: Computer-grade sine wave, with less than 5% total harmonic distortion. (9) Spike attenuation ratio: At least 2000-to-1. (10) Capacity: 1150 volt-amps/800 watts. (11) Batteries: Maintenance-free, capable of not less than 19 min. back-up time at full load. (12) Battery recharge time shall not exceed 9 hours. (13) Receptacles: At least 4 each 5-15r, 15 amp receptacles, mounted on rear of unit. (14) Remote shutdown capability. (15) Audible alarm system to alert operator that the UPS is supplying power

6 (16) LED indicators on front panel to indicate operating mode. (17) Operating ambient temperatures: 0-40 C. (18) Mass: Shall not exceed 140 lb. (19) Dimensions: Shall not occupy more than 10 in. of height and 21 in. of depth in the equipment rack. 6. Software. The latest version of MS-DOS, DOS-based memory management software for accessing the 128 Mb of RAM, and MS Windows NT shall be provided with complete documentation. 3. Construction Methods. (1) Electronic Components. All electronic components shall comply with Special Specification "Electronic Components". All electronic assemblies shall be rated for operation over a temperature range from 0-50 C. (2) Mechanical Components. All external screws, nuts and locking washers shall be stainless steel. No self-tapping screws shall be used unless specifically approved by the Engineer. All parts shall be made of corrosion resistant material, such as plastic, stainless steel, anodized aluminum, or brass. All materials used in construction shall be protected from fungus growth and moisture deterioration. Dissimilar metals shall be separated by an inert dielectric material. All connectors shall be screw and stud retained. (3) Documentation Requirements. Documentation of the SCU console shall comply with Article 4. of Special Specification, "Testing, Training, Documentation, Final Acceptance and Warranty". (4) Testing Requirements. Each SCU console delivered under this specification will be subjected to a functional test prior to final inspection and acceptance. If technical data on the environmental capabilities of the SCU console equipment are not considered adequate for approval, an environmental test may be performed on 1 or more randomly selected units, as directed by the Engineer. The contract period will not be extended for time lost or delays caused by testing prior to final department approval of any items. The Contractor shall provide the Engineer 25 working days advance notice of the delivery date of the SCU consoles. The department will complete functional testing of the SCU consoles within 10 working days of the specified delivery date, and environmental testing, if required, within 15 working days of the specified delivery date

7 SCU console components failing any part of the functional or environmental test shall be repaired or replaced by the Contractor and the functional test shall be rescheduled. If any modifications to the design are necessary, the same modifications shall be applied to any SCU console previously accepted under this contract. The contract period shall not be extended as a result of delays in completing the functional or environmental test. (5) Test Procedures. 1. Functional Test. The functional test shall demonstrate the proper operation of the CPU board, disk controller and drives, video board, printer port, RAM board, serial I/O boards, and communication ports. 2. Environmental Test. The environmental test monitoring program shall demonstrate the proper operation of the SCU console computer system under the specified extremes of temperature and voltage. (1) Environmental Test Setup. The environmental test monitoring program shall be installed in each computer system to be tested. Each computer system shall be placed in an environmental chamber capable of meeting the specified environmental conditions. Each computer system shall be connected to an AC power source and power shall be applied. (2) Environmental Test Procedure. The following tests shall be performed in the order indicated. In all cases, the rate of change of temperature shall not exceed 30 F per hour. 1. Low Temperature, Low Voltage Test. With power applied to each computer system under test, the environmental chamber door closed, and humidity controls off, the AC input voltage to all computer systems shall be adjusted to 95 V AC and the operational status of the computer system shall be checked. The environmental chamber temperature shall be reduced to 32 F. The operational status of each computer system shall be checked near the midpoint of this temperature transition and at the completion of the transition. Power shall then be removed from each computer system for a period of 5 hours. Power shall then be restored and the operational status for each computer system shall again be checked. 2. Low Temperature, High Voltage Test. With the humidity controls off and the temperature at 32 F, the AC input voltage to the computer systems shall be increased to 130 V AC and the operational status of each computer system shall again be checked. The computer systems shall continue to operate for a period of at least 1 hour, after which time the operational status of each computer system shall again be checked. 3. High Temperature, High Voltage Test. With the input voltage at 130 V AC, the environmental chamber temperature shall be increased to 122 F. The operational status of each computer system shall be checked at the approximate midpoint of this transition. The computer systems shall continue to operate for a period of at least 15 hours and the operational status of each computer system shall be checked at least every 3 hours

8 4. High Temperature, Low Voltage Test. With the environmental chamber at 122 F, the input voltage shall be reduced at 95 V AC and the operational status of each computer system shall be checked. 5. Completion of Environmental Test. The computer system input voltage shall be adjusted to 120 V AC. The environmental chamber temperature shall be reduced to room temperature. When the temperature has stabilized, the computer systems shall continue to operate for 1 hour. The operational status of each computer system shall be checked at the approximate midpoint of this temperature transition and at the conclusion of the final 1 hour interval. If, at the conclusion of the environmental test, no failures were detected, the computer systems shall be deemed to have passed the environmental test. (6) Warranty. Warranty of the SCU console shall comply with Article 8. of Special Specification, "Testing, Training, Documentation, Final Acceptance and Warranty". 4. Measurement. The system control unit console will be measured as each unit furnished, installed, made fully operational and tested in accordance with this Special Specification. 5. Payment. The work performed and materials furnished in accordance with this Item and measured as provided under "Measurement" will be paid for at the unit price bid for "SCU". This price shall be full compensation for all equipment described under this Item, except limited distance modems, with all cables and connectors, all documentation and testing, and for furnishing all labor, materials, training, and equipment necessary to complete the work
