1 1993 Specifications CSJ s , etc. & SPECIAL SPECIFICATION 1861 Premium Subrate Data Multiplexer and Distribution Panel 1. Description. This Item shall govern for the furnishing and installing of a T-1 Premium Subrate Data Multiplexer and Distribution Panel and related components. 2. General. The multiplexer data transmission system as described herein shall support a T-1 data stream (1.544 Mb/s) for communication over single mode fiber-optic cable via a nodal network. The multiplexer system shall be fully compliant with AT&T Pub 62411, AT&T Accunet 1.5, and North American PCM DS-1 line per AT&T technical advisory 34 for future interface directly to public carriers offering T-1 service. All required interconnection cables (including the interface electronics between the T-1 multiplexer and DMSs) shall be provided with the associated equipment. (1) Temperature. All equipment shall operate in the temperature range of 32ºF to 122ºF and a relative humidity of 5 to 95% non-condensing. The manufacturer / independent technical laboratory shall supply certification confirming that the equipment complies with these environmental specifications. Units to be installed are subject to field testing as described in Article 7. of this specification. (2) Power Requirements. All equipment defined in this specification shall operate on standard 120 volts AC 60 Hz electrical service. The equipment shall operate over a voltage range of 95 to 135 volts AC. All required interconnection cables (including the interface electronics) between the T-1 Multiplexer and DMSs shall be provided with the associated equipment. (3) T-1 Certification and Support. In order to insure that the equipment is T-1 compliant and that an adequate service organization exists to support the equipment, the T1 multiplexer shall be in active use in at least 1 traffic management application, or 1 wide area network (WAN) or 1 Regional Telephone Company in the United States or major long distance telephone company (ie, AT&T, MCI, Sprint, etc.). A copy of the acceptance of the equipment, by 1 of these companies, or agencies that confirms that the multiplexer is T1 compliant shall be provided as part of the submittal process prior to acceptance of the equipment. The manufacturer of the equipment shall maintain an active service organization. The Contractor shall respond within 8 hours of receipt of a service call
2 3. Interfaces - General. (1) Data Interface. The distribution panel shall provide the following: (a) RS-232, 5 ports. (b) RS to 19.2 kb/s with handshake, subrate asynchronous 5 channel multidrop. (2) Memory Configuration. The configuration of the T-1 node shall be maintained in non-volatile memory or dip switches and shall be secure for power failures exceeding 1 month in duration. The configuration of any node shall be downloadable from the master node. 4. Functional Requirements. Each data channel shall operate in a polled time division multiplexing scheme, the multiplexer may have data channel units sharing the same time slots as other multiplexer data channel units. The multiplexer shall pass signals from the remainder of the 24 channels through to the traffic management center (TMC) as well as passing downstream signals from the TMC on to the rest of the multiplexers. The multiplexer shall be configured as a node in a ring configuration. Each node shall function as a member of the ring. Failure of a node shall be compensated for, with an automatic, self-healing alternate loop path. Transition to the alternate loop shall be seamless to the user, with re-synchronization in less than 250 milliseconds. (1) Equipment Interconnection. Dynamic message signs (DMS) controllers may be located in cabinets external to the communication hub building or as shown on the plans. The communication hub building shall contain the interconnections of the external devices to the video fiber optic transmitter(s), the limited distance modem (LDM) unit(s), and the multiplexer as well as between the connections to the multiplexer and the fiber optic cable plant via the data transceivers. Connection to the multiplexer I/O ports shall use twisted wire pairs and DB-25 connectors based on the channel designations shown on the plans, using the EIA-232 C/D standard. (2) Data Channel Interface. Each asynchronous data channel interface shall be identical and interchangeable throughout the multiplexer system, with a data rate from 300 B/s to 19.2 KB/s with a direct interface via a DB-25 connector to a standard Data Terminal Equipment (DTE). The data interface shall conform to EIA-232-C/D Standard Format. (3) Asynchronous Subrate Data Channel Interface. The Asynchronous Subrate Data Channel Unit shall meet the following requirements: (a) Each card shall provide 5 separate RS-232C channels and 1 diagnostic channel to be multiplexed into a single DSO channel of the T1 data stream. Each RS-232C channel shall be terminated in a separate DB-25 connector. (b) The RS-232 channels shall operate in asynchronous, full duplex mode at aggregate data rates up to 56 KB/s
3 (c) The card shall be suitable for use in 1 slot of a T1 drop/insert multiplexor assembly. The card shall be removable from the front of the assembly. (d) The card shall obtain operating power from the drop/insert multiplexor. (e) The front panel of the card shall contain LED indicators for card status indication. (f) A 19-in. rack mounted panel shall be provided for mounting of DB-25 connectors. The panel shall be mounted such that mounting the DB-25 connectors is accessible from the rear. (g) The card shall support simultaneous operation of all 5 RS-232 channels. (h) All necessary cables and connectors shall be provided with each card. (i) All cards shall be from the same manufacturer. (4) Primary Input Power Interruption. The equipment shall meet all of the requirements in Section 2.1.4, "Power Interruption", of the National Electrical Manufacturers Association (NEMA) Standard TS for Traffic Control Systems, latest revision. (5) Power Service Transients. The equipment shall meet the requirements of Section 2.1.6, "Transients, Power Service", of the NEMA Standard TS , latest revision. (6) Wiring. All wiring shall meet the requirements of the National Electric Code. All wires shall be cut to proper length before assembly. No wire shall be doubled back to take up slack. Wires shall be neatly laced into cable with nylon lacing or plastic straps. Cables shall be secured with clamps. Cable slack shall be provided to facilitate the removal and replacement of assemblies, panels, and modules for maintenance. 5. Mechanical Requirements. (1) Modular Design. The equipment shall be modular in design such that major portions may be readily replaced in the field. Modules of unlike functions shall be mechanically keyed to prevent insertion into the wrong socket or connector. All modules and assemblies shall be clearly identified with name, model number, serial number and any other pertinent information required to facilitate equipment maintenance. (2) Connectors and Harness. All external connections shall be made by means of connectors. The connectors shall be keyed to preclude improper hookups. All wires to and from the connectors shall be color coded and/or appropriately marked. Each and every conductive contact surface or pin shall be plated with a minimum of 50 microns of gold. 6. Construction Methods. All external screws, nuts and locking washers shall be stainless steel. No self-tapping screws shall be used unless specifically approved by the Engineer. All parts shall be made of corrosion resistant material, such as plastic, stainless steel, and anodized aluminum or brass
4 (1) Mechanical Components. All materials used in construction shall be protected from fungus growth and moisture deterioration. Dissimilar metals shall be separated by an inert dielectric material. (2) Electronic Components. All electronic components shall comply with Special Specification, "Electronic Components". Distribution Panels will be furnished as part of proposed Premium Subrate Data Multiplexer and Distribution Panels or, when specified in the plans, furnished and installed on existing Premium Subrate Data Multiplexer units. Asynchronous Subrate Data Channel Units will be furnished as part of proposed Premium Subrate Data Multiplexer and Distribution Panels or, when specified in the plans, furnished and installed on existing Premium Subrate Data Multiplexer and Distribution Panels. 7. Testing. (1) Demonstration Test. The demonstration test shall consist of a shop test bed configured as the field installation. The test bed shall consist of the multiplexer remotes and 1 TMC multiplexer. This test shall demonstrate the following communications capabilities: (a) Network Management Software showing: (1) Network control from the TMC multiplexer. (2) Network diagnostics, ie., calling up each master hub multiplexer, configuring it, resetting it. (3) Graphical display of the multiplexer nodes as installed. (b) Short term BERT test on each of the data channels that shall not exceed 1 in 10 million at 9,600 b/s. (2) Field Subsystem Test. The Contractor shall conduct a data communications subsystem test on each D/I Muldem node after the integration of the multiplexer with the data fiber optic transceivers and the fiber optic network. The test shall, as a minimum, demonstrate data communications between the data channel units in the TMC and the corresponding data channel units in the master hubs and end cabinets. Documentation in a table form shall be filled with the pass/fail test results. If the channel fails, the unit must be repaired and tested again until the test is passed. The Engineer will designate his representative to witness these tests. (3) System Integration Test. The system integration test shall consist of a fully integrated multiplexer with the LDM, and the local cabinet standalone LDM. A short term BERT test between the TMC multiplexer data channels and the local cabinet LDM (loop back plug at the LDM DB-25 connector) shall be done for each channel. The BERT shall not exceed 1 bit error in 10 million bits transmitted
5 Procedures for the referenced tasks for the demonstration tests are to be submitted to the Engineer 60 days prior to examination. The results shall be tabulated and submitted to the Engineer. Procedures for the acceptance test shall be in accordance with Special Specification, "Testing, Training, Documentation, Final Acceptance and Warranty". 8. Training. Training shall be in accordance with Article 2. of Special Specification, "Testing, Training, Documentation, Final Acceptance and Warranty". 9. Instructions and Guarantees. The supplier shall furnish any and all equipment for safe and reliable field operation as part of the quoted price for the specified equipment. All components furnished under this specification shall be current production equipment and of recent manufacturer, identical models of which are in field operation in not less than 2 locations in the United States or Canada. Any repairs made by a manufacturer or representative shall be documented and returned with units when warranty repaired. This documentation shall include an explanation of the exact repairs made and identification of parts replaced by part number and circuit number. All warranty repairs shall be completed within 10 days of delivery of the equipment to the designated repair depot. 10. Submittal Requirements. Six sets of submittal data, i.e., cut sheets (data sheets) for the equipment and software, shall be submitted to the Engineer for review and approval recommendations. 11. Documentation. Six sets of complete schematics and operating manuals (theory of operation) and maintenance manuals of each component shall be supplied with system furnished. The maintenance manuals shall include complete sub-component parts listing and diagnostics procedures. 12. Measurement. Premium Subrate Data Multiplexer and Distribution Panels will be measured by each unit complete in place. Distribution Panels will be measured by each unit complete in place. Asynchronous Subrate Data Channel Units will be measured by each unit complete in place. 13. Payment. The work performed and materials furnished for Premium Subrate Data Multiplexer and Distribution Panel and measured as provided under "Measurement" will be paid for at the unit price bid for "Premium Subrate Data Multiplexer and Distribution Panel". This price shall be full compensation for all equipment, including Asynchronous Subrate Data Channel Units nested in the multiplexer, furnished, installed, made fully operational, and tested, including all cables and connectors, documentation, labor, materials, training, warranty, tools and equipment necessary to complete the work. The work performed and materials furnished for Asynchronous Subrate Data Channel Unit and measured as provided under "Measurement" will be paid for at the unit price bid for "Asynchronous Subrate Data Channel Unit," of the type specified. This price shall be full compensation for all equipment, cables and connectors; all documentation and testing and furnishing all labor, materials, training, and equipment necessary to complete the work
