4 Access Florida Notices The "Go to full article" link should be after the short text. In the links list these links only say "Go to full article". Many of the link description names are not descriptive and repetitive. The Sort (displaying) Search form technically works, but it's confusing. Could navigate to the All and Date/Time sort elements, but they did not keyboard activate. The form should have a go button or other function to activate the sort selections. There are no instructions to indicate how to use the controls and their descriptions are the name of the element. Suggestions: The sort form is at the end of the tab order and should be near the top. The Sort control links appear in the links list as All and Date/Time, which is not descriptive. 3
5 Helpful Links The graphical links need more concise descriptions. It is best to avoid acronyms in descriptions and use the full name if possible. Assistive Technology will try to pronounce the acronym as a word, which is confusing. No elements are in non-compliance with Section 508 guidelines. 4
6 Access Florida scrflhomepage It is not necessary to title descriptions of links as "Click on me." These can be a short description of the content for the link target. The link titles are not descriptive enough. It is not necessary to provide alt descriptions for images that don't convey content on the page. Therefore, the descriptions of the scrolling graphics at the top can be omitted. For instance, the description of the children graphic doesn't add value to the topic of Economic Self-sufficiency and could be omitted. The learn more graphic link should have a better title and description for this section. The Get Started Now table doesn t appear to have header tags. It doesn t read the title in tab navigation, but reads it as text in reading mode. The table identifies as more rows than it appears. Additionally, the graphics in the table read their names, which are the same or similar to the link title. Two of the graphics have the same name for different links. The Returning Users table doesn t have instructions to indicate what the user should do. The form reads correctly, but could confuse a user. 5

22 Additional Comments Instructions should be specific to the area that needs remediation. Ideally, it is best to provide a means to fix the problem before submitting, but at least provide a means to jump to the item or put the error indication right next to the problem. Next button should say, go to next page. The Welcome page informs, use your mouse to click Next to get started, the other pages should indicate the button is the last control on the page. The page is confusing to read line by line because the information repeats due to the graphic being labeled, and it has the same name as the text below it. Suggest that graphics with a text equivalent nearby should not be tagged as they don t convey content. Radio buttons don t read their titles in Tab navigation. Reads the label for the radio button or check box, but doesn t read the statement of the required information. When pressing Tab to move from some of the combo boxes (Other People) to a radio button group, no instruction was given to use arrow keys to change the selection and the up/down arrow did not change the selection. Moving back and then forward to the radio buttons made it work correctly. This seemed intermittent, so it is not marked as non-compliant, but it seems certain that some radio buttons don t work in Tab navigation. Please check. The controls (i.e. radio buttons) should say, Heading, control label, control type, state. Use the up and down arrows to change your selection. When a control negates the other selections the secondary controls should be not selectable. This clarifies the selection choices and avoids errors. When information appears on the page that may not have been present prior to an action on the page, the user should be notified and provided a means to directly access the information. It appears that reading and entering information doesn t stop the timeout, as the web application reset while actively entering data in the fields and reading with the screen reader. When the page timed out the pop-up allowed for extra time to complete the page, but it deleted all the entries on the page and dropped focus back to the page with no indication if the page had changed or that the entries were deleted. 21

The screen reader says Graphic of adult male image before Roger 43. This is very confusing if you are not viewing the screen. Conveying information and instructions by using graphic descriptions is difficult. If the graphic labels and the table headers can be read and understood, there is no violation. Most of the table is correct, but the screen reader expresses the table header and graphic label like a question, Section Complete?... Check graphic. This makes the user believe the page is asking them if the section is complete. The Edit graphic reads Pencil. This section is difficult to understand unless you are visually observing the table layout and graphics on the screen in context to what the screen reader reads. The list at the bottom of the page speaks correctly when the control gains focus, but speaks again when it loses focus. 35
37 Assistance form 13 - People in home scrflindividuals The table structure on the page is spoken when landing on the table, but suggests a different number of columns and rows than represented on the page. A blind or low vision user will take this announcement literally and expect the table has that number of rows. When they navigate through the table they will then be confused where they are located on the page. Radio buttons don t navigate or select correctly with up/down arrows and don t speak the prompt question prior to the control name when using Tab navigation. The user must use down arrow to read the question prompt, radio button, not selected, label, radio button, not selected, and then step backward to make a selection using the Spacebar. This is very tedious and confusing for an average user of assistive technology. 36

41 Note: After reviewing a significant set of pages in the Apply for Assistance forms set, it was determined these pages contain the same types of pages and exhibit the exact same behavior as the pages in the Am I Eligible forms set. The entire set of 65 pages was not reviewed, as the pages reviewed thoroughly represent the noncompliance issues with the web application. General: The Welcome page informs, Use your mouse to click Next to get started. It s best to state, Use the Next button to get started the other pages should indicate the button is the last control on the page. Next button should say, Go to next page. The pages are confusing to read line by line because the information repeats due to the graphic being labeled, and it has the same name as the text below it. Suggest that graphics with a text equivalent nearby should not be tagged as they don t convey content. Page timeout causes entries to be lost and no indication to user that page has changed. Difficult to navigate the forms and use the read next line command to hear the prompts, and then switch back and forth to Tab navigation to move to the next control. Occasionally radio buttons don t select with arrow keys. Required moving back and forth constantly to read, activate control, read line, etc. This is very cumbersome even for a sighted person using the screen reader. Radio buttons don t read their prompts like the other controls and don t select with arrow keys. Headings should be provided when the page has multiple sections. This allows users to jump down the page when remediating errors. Forms: Items that contain no submittal data and are essentially information were not considered to require error remediation instructions and are marked PASS. Ideally, it is best for form entry fields to provide a means to fix the problem before submitting, but at least provide a means to jump to the item or put the error indication right next to the problem.
