1 January 7, 2019 Request for Proposal: Friendsville Riverside Community Park Video Surveillance System Upgrade The Town of Friendsville Maryland is seeking solicitations to upgrade the existing video surveillance system at the Riverside Community Park. Project Description The Town would like to replace and add cameras to improve the surveillance of the park. An additional Network Video Recorder (NVR) will be added in Head Start building, that will record all the new cameras. The existing cameras communicate over a radio link to an NVR in the concession stand. The radio links will be relocated or repositioned so that the new cameras will communicate to the Head Start Building where the new NVR will be located. The NVR is expected to record video at full camera resolution, and have storage capacity to store video, on detection of motion, for a period of 30 days The Bidder may provide alternate products to those specified below, however, the alternate products must meet or exceed the features and specifications of the specified products. The existing NVR will only be used only to record the cameras at the concession stand. As a bid alternate: provide a cost to direct the concession stand cameras to the NVR in the Head Start building. See site plan and camera layouts below. Bidding: Bidders must attend the mandatory pre-bid walkthrough on February 5 th, 2019 at 10:00am. The deadline for submitting questions is February 8 th. Questions are to be ed to: townoffriendsville@qcol.net. Responses will be ed to all those attending the walkthrough. All proposals must be sealed and clearly marked, Friendsville Riverside Community Park Video Surveillance System on the outside of the envelope and submitted to the Town of Friendsville, 313 Chestnut Street, P.O. Box 9 Friendsville MD on or before February 19 th by 3:00 pm. Submittals: in addition to other required submittals, provide with the proposal: 1. Data sheets on all provided equipment. 2. Installers qualifications, experience, and certifications. Project Tasks: 1. Provide a Network Video Recorder (NVR), cabling, network connections to the wireless network transceivers, installation and configurations in the Head Start bldg.

2 a. Storage capacity: 12TB. b. Support 8MP camera resolution c. 128Mbs recording capacity d. 16 PoE ports e. 17 monitor, keyboard, and mouse f. Security: User access log, IP filtering, 802.1x, encryption g. Compression: H.265, H.264 h. Event trigger: Alarm input, video Loss, Camera Event i. Event Action: j. DDNS k. Web Browser/viewer and mobile viewer l. Manufacturer: Hanwha model QRN-1610S-12TB. 2. Replace 2 cameras on the light pole to view the playground area and the roadway looking south as vehicles enter the park a. Bullet cameras with 12MP (4K) resolution, vandal resistant: IK10, with IR illuminators, WDR (120dB), and motorized veri-focal mm lens, day-night mechanical cut filter. b. Manufacturer: Hanwha model PNO-9080R. 3. Replace the 2 cameras at the restrooms. a. Bullet cameras with 2MP resolution, vandal resistant: IK10, with IR illuminators, WDR (120dB), 6mm fixed lens, day-night mechanical cut filter. b. Manufacturer: Hanwha model QNO-6030R 4. Reorient the existing radio IP transceivers to direct the cameras IP video streams to the Head Start Bldg. where the new video recorder will be located. a. Move one of the two NanoStation M5 radio internet links from the concession stand to the Head Start bldg. to receive video from the restrooms and light pole. b. Locate the radio to have a direct line of site to the light pole near the playground. Locate the radio above the electric meters to avoid the trees interfering with their signals. c. Orient the existing transceiver on the light pole to the Head Start Bldg. d. Orient the existing transceiver on the restroom to the Head Start Bldg. 5. Preform all construction and configuration to make the video surveillance system operable and usable to the Town s satisfaction. a. Implement the cyber security recommendations in the manufacturer s hardening guides. b. Coordinate with Town on camera field of view, and focus. c. Provide 4 hours of training, and training manuals for 4 Town employees. d. Provide final acceptance testing with a Town representative, to include all system functions. i. Provide final acceptance testing document for Town approval prior to the final acceptance testing. ii. Coordinate with Town representative on scheduling for the final acceptance testing. 6.
