1 2004 Specifications CSJ SPECIAL SPECIFICATION 6475 CCTV Field Equipment 1. Description. Furnish and install Closed Circuit Television (CCTV) field equipment in designated field locations and equipment cabinets as shown on the plans and as detailed in the Special Specifications. A. Submittal Components. As a minimum, provide submittals for this Item which completely address the following: - video camera - pan and tilt unit pickup device blemishes gaskets image pickup device exterior finish sensitivity ratings heavy duty signal to noise ratio weather proof camera resolution pole mounting adapter sync generator wind resistance output impedance vertical movement extents aspect ratio horizontal movement extents lens mount tilt speed power requirements pan speed connectors simultaneous pan and tilt video capability provided power instantaneous drive motor - camera lens reversing capability provided glass lens overload protection focal length pan and tilt braking capability motorized remote iris control provided effective aperture range limit switches for vertical and remote control functions horizontal movements lens mount power requirements - ground loop isolator connectors - camera housing - cameral receiver/controller dimensions remote control functions material list provided corrosion resistance auxiliary outputs mounting instructions controller addressing latch power requirements gaskets - coaxial cable exterior finish - surge suppression heater - system interconnection blower and thermostat diagram filter RS-232 communications interface viewing window material baud rate sun shield connectors external and internal
2 2. Materials. Provide new, corrosion resistant materials in strict accordance with the details shown on the plans and in the Specifications. Provide CCTV field equipment including, but not limited to, the following: Video camera unit. Camera lens, filter and accessories. Camera housing (environmentally controlled). Heavy duty pan and tilt unit. Camera controller and accessories. Video and camera control cable harness and connectors. Equipment for accommodating presets. All necessary coaxial, control, and power cables. A. Functional Requirements. Provide CCTV Field Equipment that when used with the central equipment in the Control Center forms a complete CCTV system which meets the following requirements: Provide CCTV Field Equipment in compliance with NTSC standards and EIA-170 standards. Provide line lock and ensure no interlace, jitter, or pairing on the viewing monitor are discernible. Ensure that all cameras are synchronized at the same vertical phase. Ensure the system limiting resolution conforms to FCC regulations for broadcast signals. Provide the system with clear, low-bloom and low-lag video pictures under all conditions from bright sunlight to night time scene illumination of 0.1 footcandle. Maintain color quality by a continuous through the lens automatic white balance for color temperatures between 3,200 K and 5,500 K. Provide field equipment which is designed to operate in all weather conditions and to withstand a wind load of 100 miles per hour without permanent damage to mechanical and electrical equipment. Use identical equipment at each field location and ensure that it is completely interchangeable. B. Electrical and Mechanical Requirements. 1. Video Camera Unit. Provide color video cameras of solid state design which meet the following requirements: Image pickup device: 1/3 in. solid state color CCD with a minimum of 768 (H) x 494 (V) pixels. Pickup device blemishes: When viewing a uniform white field, ensure there are no blemishes for any iris opening producing any signal level between 7.5 and 100 IRE
3 Sensitivity and S/N: Provide cameras which maintain 1 volt peak-to-peak video signal with 1.0 lux (at f 1.2) measured with 3,200 K incandescent illumination on the image device face plate at a minimum of 48 db signal-tonoise (AGC off). Resolution: A minimum of 350 lines vertical and 480 composite lines horizontal, measured per EIA-170 Standard. Over exposure protection: Provide cameras which do not sustain any permanent damage when pointed directly at strong light sources, including the sun. Sync generator: EIA-170 Standard with provision for external genlock, and line lock with vertical phase adjustment ± 90 degrees minimum. Video signal format: EIA-170 Standard, video output 1 volt p-p composite. Output impedance: 75 ohms ± 5%. Aspect ratio: 4:3. Lens mount: C or CS lenses. 2. Camera Accessories. Provide each camera with a glass multicoated zoom lens meeting the following requirements: Minimum aperture range: f/1.6 to f/16 Minimum focal length range: 16X which must include, as a minimum, the range of 7 to 102 mm Lens mount: C or CS, fully compatible with the cameras supplied on project Provide motorized automatic iris control with manual override functions for each lens. Provide lens with remote control zoom, focus and iris functions. Provide mechanical or electrical means to protect the motors from overrunning in extreme positions. Protect all coaxial cable, entering or leaving the cabinet with static discharge protection (lightning suppression) at each end. Provide a ground loop isolator a one end of any coaxial cable which enters or leaves a cabinet. Provide suppression equipment which is specifically designed for CCTV systems and does not degrade the quality of the signals in any manner. 3. Camera Housing. For each camera, provide an environmental resistant and tamperproof enclosure constructed of anodized or enamel painted aluminum with a minimum thickness of in. Provide each enclosure with a window defroster and a heater with minimum of 35 watts of heating power thermostatically controlled to activate at a temperature of 40 F
4 Provide each enclosure with a circulation blower with a minimum air flow capacity of 35 cubic feet per minute thermostatically controlled to activate at 90 0 F. Ensure all air entry into the enclosure is through externally replaceable filters. Provide a sun visor in front of the enclosure. Ensure cables and harness are entering at the rear and/or the bottom of the housing, with gaskets at entry points to prevent moisture entry. Provide a sun shield to the entire housing from direct sunlight. Construct it to allow the free passage of air between the housing and the shield, but it must not form a sail to place an excessive load on the pan/tilt unit in high winds. 4. Pan-Tilt Unit. Furnish and install a heavy duty, anodized aluminum weatherproof and pan-and-tilt unit at each camera site on top of the camera pole. Provide any mounting adapter and/or attachment required to install the pan-and-tilt unit. Design the mounting for the camera housing and the pan-and-tilt unit to withstand 100 mile per hour wind loading. Provide a unit with vertical movement of ± 90 degrees and horizontal movement of 350 degrees. Provide tilt speed in the range of 3 to 4 degrees per second and the pan speed 5 to 6 degrees per second. Provide a unit that is capable of simultaneous pan and tilt movements. Provide a unit with a load rating compatible with that of the camera housing, camera, and all cabling under wind conditions of 100 miles per hour and acceleration/deceleration conditions specified. Provide analyses of the loading on the pan-and-tilt assembly based on the above criteria. Provide drive motors capable of instantaneous reversing and overloading protection. Provide braking in both pan and tilt movements to enable fast stop and reversal and to prevent drifting. Provide limit switches or stops to limit the range of vertical and horizontal movements, which are adjustable individually. Mount the camera in such a way that the camera line of sight is at the center line of the desired field of view when the camera is at the mid-point of its mechanical motion. The field of view of each camera and the limit settings of its vertical and horizontal movements are provided by the Engineer prior to installation. Provide pan-and-tilt unit that have seals and gaskets to protect the motors, gears, and cables. Provide seals and gaskets are resistant to ozone, ultraviolet radiation, and other pollutants inherent to all local environmental conditions. 5. Camera Controller. Provide in the cabinet, at each camera site, a camera controller to control the camera, pan/tilt and lens functions
5 Provide a controller which decodes the digital signals from the CCTV control system and generates the necessary control signals needed for the different Pan-tilt, camera and lens functions. Provide a camera controller which meets the following requirements: a. Camera remote control functions. Pan Left; Pan Right; Tilt Up; Tilt Down; Zoom In; Zoom Out; Focus Near; Focus Far; Iris Override; Iris Open; Iris Close; Pan/Tilt Position; preset; Camera Power (Latching); and One (1) Auxiliary Output. b. Controller Address. Provide each unit with a unique address which is changeable by changing connector harness, switch settings, or plug-in modules. Provide units that respond to the central command only if it is addressed. c. Power Supplies. Provide the controller with all power supplies required to operate the camera, pan/tilt, and lens movement. d. Control Panel. When required on the plans, provide a control panel with pan/tilt and lens functions to control the camera, pan/tilt unit, and lens motion locally. Mount the control panel inside the cabinet where the controller is housed. e. Communications Interface. Interface the Camera Controller to the communications backbone through an EIA-232C/D port. Provide communications signals, data exchange protocol and timing that is compatible with the communications equipment and with the master controllers in the control center. Use a 9,600 Baud rate. Data is sent asynchronously as either 8 bit with no parity or 7 bit plus even parity. Each block of data includes a camera identifier and be accompanied by a checksum calculated on the entire block. Ignore or NAK blocks with a bad checksum. If the field unit must transmit data to the control unit at the control center, ensure it raises the RTS line and keep it raised until all data has been sent. Provide a field unit that will not transmit data unless the CTS line from the communications equipment is raised. Provide the Camera Controller connectors and harness to connect to the LDM unit. Supply complete hardware interface and protocol description to the Department as part of the required documentation. f. Power Input. 115 ± 20 Volts AC, 60 ± 3 Hz, 80 watts maximum
6 g. Connectors. Provide and install connectors which are compatible with the communications equipment interface. Use connectors at the control unit and at the camera, lens, and pan/tilt mechanisms. Ensure all connector pins and mating connectors are plated with not less than 50 microns of gold. 6. Surge Protection. Ensure the camera installation meets the following requirements: Pole mounting adapter-electrically bonded to pole. Pan/tilt mechanism-electrically bonded to adapter. Camera ground strap-number 6 AWG braided conductor to connect enclosure to pole mounting adapter. A. Surge Protection. Protect each conductor (including return conductors) by the appropriate surge protector described below. B. Power and Control Cable Surge Protector. Install surge protectors in each CCTV cabinet. 7. Power Requirements. Provide CCTV field equipment which meets all of its specified requirements when the input power is 115 Volts AC ± 20 Volts AC, 60 ± 3 Hz. Ensure the maximum power required including the heater and blower, does not exceed 400 watts. Ensure the equipment operation is not affected by transient voltages, surges, and sags normally experienced on commercial power lines. Check the local power service to determine if any special design is needed for the equipment. 8. Primary Input Power Interruption. Provide CCTV field equipment which meets all the requirements in Section 2.1.4, Power Interruption, of the National Electrical Manufacturers Association (NEMA) Standard TS for Traffic Control System, latest revision. 9. Power Service Transients. Provide CCTV field equipment which meets the requirements of Section 2.1.6, Transients, Power Service, of the NEMA Standard TS1-1989, latest revision. 10. Wiring. Perform all wiring in compliance with the requirements of the National Electric Code. Cut all wires to proper length before assembly. Do not double-back any wire to take up slack. Neatly lace wires into cable with nylon lacing or plastic straps. Secure cables with clamps. Provide service loops at all connections. Provide RG-59 type coaxial cable with stranded center conductor between the camera and the surge protectors in the CCTV cabinet at the base of the camera pole. Ensure coaxial cable from the surge protectors to the fiber optic transmitter are of the RG-11 type with 100% shield coverage. Provide coaxial cable which has a cellular polyethylene dielectric. 11. Transient Suppression. Ensure all DC relays, solenoids, and holding coils have diodes across the coils for transient suppression
7 12. Power Service Protection. Provide equipment that contains readily accessible, manually resetable, or replaceable circuit protection devices (such as circuit breakers or fuses) for equipment and power source protection. Provide and size circuit breakers or fuses such that no wire, component, connector, PC board, or assembly are subjected to sustained current in excess of their respective design limits upon the failure of any single circuit element or wiring. 13. Fail Safe Provision. Design the equipment such that the failures of the equipment do not cause the failure of any other unit of equipment. 14. Modular Design. Provide CCTV field equipment which is modular in design such that major portions may be readily replaced in the field. Identify modules and assemblies clearly with name, model number, serial number, and any other pertinent information required to facilitate equipment maintenance. 15. Connectors and Harness. Make all external connections are made by means of connectors. Key the connectors to preclude improper hookups. Ensure all wires to and from the connectors are color coded and/or appropriately marked. Provide connecting harness of appropriate length and terminated with matching connectors for interconnection with the communications equipment. Provide pins and mating connectors which are plated with not less than 25 microns of gold. Provide connectors utilizing solder type connections that have each soldered connection covered by a piece of heat shrink tubing securely shrunk to insure that it protects the connection. C. Environmental Design Requirements. Provide CCTV field equipment which meets all its specified requirements during and after subjecting to any combination of the following conditions: 1. Ambient temperature range of 0ºF to 140ºF. 2. Temperature shock not to exceed 30ºF per hour, during which the relative humidity shall not exceed 95%. 3. Relative humidity range not to exceed 95% over the temperature range of 40ºF to 110ºF. 4. Moisture condensation of all surfaces caused by temperature changes. 3. Construction Methods. Utilize equipment design and construction to the latest available techniques with a minimum number of parts, subassemblies, circuits, cards, and modules to maximize standardization and commonality. Design the equipment for ease of maintenance. Ensure all component parts are readily accessible for inspection and maintenance. Provide test points for checking essential voltages and waveforms. A. Electronic Components. Provide electronic components which comply with Special Specification, Electronic Components
8 B. Mechanical Components. Ensure all external screws, nuts, and locking washers are stainless steel; no self-tapping screws will used unless specifically approved by the Engineer. Provide parts which are made of corrosion resistant material, such as plastic, stainless steel, anodized aluminum, or brass. Protect all materials used in construction from fungus growth and moisture deterioration. Separate dissimilar metals by an inert dielectric material. C. Testing, Documentation, and Warranty. Test CCTV Field equipment in compliance with Article 2 of Special Specification, Testing, Training, Documentation, Final Acceptance and Warranty. Provide documentation for the CCTV Field Equipment that complies with Article 4 of Special Specification, Testing, Training, Documentation, Final Acceptance and Warranty. Provide warranty for the CCTV Field Equipment that complies with Article 5 of Special Specification, Testing, Training, Documentation, Final Acceptance and Warranty. 4. Measurement. This Item is measured as each unit furnished, installed, made fully operational and tested in accordance with this Special Specification. 5. Payment. The work performed and materials furnished in accordance with this Item and measured as provided under Measurement are paid for at the unit price bid for CCTV Field Equipment. This price is full compensation for all equipment described under this Item with all cables and connectors; all documentation and testing; and furnishing all labor, materials, training, equipment and incidentals
